(1950–1953)Campaign to Suppress Counterrevolutionaries (1950–1953)

The first mass political purge after 1949. Quotas for executions cascaded downward; mass trials and rallies were the norm. Internal police figures: 712,000 executed; scholars estimate 500,000–2 million. The template for all later campaigns.

Background: the new regime's fear

When the PRC was founded in 1949, roughly a million KMT remnants and sleepers remained on the mainland. The Korean War's outbreak in 1950 and the US Seventh Fleet's entry into the Taiwan Strait fed CCP fears of "internal-external collusion." On October 10, 1950, the Center issued the "Double-Tenth Directive" on suppressing counterrevolutionaries — the campaign began.

Mao believed only a high-profile mass campaign of "killing to warn" could secure the new regime. But "counterrevolutionary" was defined sweepingly: anyone with KMT, Youth Corps, or secret-police history, landlords, "reactionary sect" leaders — even mere malcontents — could qualify.

Who decided

Mao Zedong was the campaign's chief decision-maker. Key decision points:

Liu Shaoqi said in October 1950 that the Korean War "makes many things easier for us (land reform… zhenfan…)" — tying the campaign to war mobilization.

Detailed timeline: three phases

Phase 1: Directive and pilots (Oct 1950 – Jan 1951). The October 10 directive ordered mapping and arrests, initially cautious, targeting "ringleaders."

Phase 2: Quotas and peak killing (Feb–May 1951). In February 1951 Mao set population-proportion execution quotas: 1‰ rural, 0.5‰ urban. On February 21 the "Regulations on Punishing Counterrevolutionaries" were promulgated. March–May was the peak: tens of thousands of mass sentencing rallies, verdict and execution on the spot. Beijing's Tianqiao and Shanghai's Jiangwan became "models."

Phase 3: Retrenchment (late 1951 – 1953). In May 1951 Mao ordered "correction" against excesses, but localities chasing quotas pressed on. By 1953 the campaign wound down, yielding to "sufan" (purging hidden counterrevolutionaries).

The execution-quota mechanism

The campaign's most chilling feature was execution quotas. In January 1951 Mao proposed: "Kill counterrevolutionaries in batches — 1 per 1,000 in the countryside, 0.5 per 1,000 in cities." Against a 500-million population, the quota implied 500,000–600,000 deaths.

Quotas cascaded to provinces, prefectures, counties. Those falling short were denounced as "rightist" and "soft-handed"; over-fulfillers were praised — driving indiscriminate killing to make numbers. In May 1951 even Mao admitted "too many were killed" and ordered correction, too late.

Note: The quotas are documented in multiple sources including Mao's Manuscripts Since 1949 — a rare policy in human history pre-setting executions by population ratio.

Who executed

Luo Ruiqing, Minister of Public Security, was the campaign's chief executor. The Second National Public Security Conference (October 16–21, 1950) transmitted the Double-Tenth Directive with Luo's deployment report.

Chain of execution: Ministry of Public Security → party committees at all levels → military control committees → people's tribunals. After February 1951 the army, police and local party acted jointly in mass arrest-and-kill drives.

Delegated approval bred loss of control: the directive originally required death sentences to be approved at provincial/major-city/regional-committee level, but Mao pushed approval down to prefecture and even county level. Guizhou's party committee demanded 3‰, Liuzhou prefecture 5‰; the Southwest and South China asked to exceed quotas.

Beijing, under Luo's direct command: 675 arrested overnight on February 17, 1951, 58 shot on the 18th; 1,050 arrested on the night of March 7, 199 shot on the 25th. Shanghai: 8,359 arrested in a single day (April 27), 285 executed April 30. (From secondary compilations — unverified.)

Who opposed

No organized, public, or principled opposition is documented. Recorded objections were technical (narrow the scope, control the ratios), confined to senior party circles — no one questioned the campaign's legitimacy itself:

Correction ultimately came from Mao himself: the April 20, 1951 telegram and the May conference resolution were Mao's own brakes. The "opposition" was really technical pullback by the executors against loss of control.

Objection records from Yang Kuisong's research and secondary compilations; Mao's telegram wording to be checked against Mao's Manuscripts Since 1949 — unverified.

影响Impact

Established "campaign governance." Zhenfan pioneered "Center calls — mass campaign — quota killing," repeated in the Three-Anti/Five-Anti, Sufan, Anti-Rightist Campaign and Cultural Revolution.

Dawn of social terror. Mass sentencing rallies scarred a generation. "Don't discuss state affairs" became survival wisdom.

Legal nihilism. Though the Regulations were written law, "mass dictatorship" hollowed out procedure. The police-procuratorate-court "mutual cooperation" (not checks) model endures.

Who was targeted, and the legal instrument: the Regulations on Punishing Counterrevolutionaries

The targets of the campaign were fixed from the start by a list-like definition. On February 21, 1951, the Government Administration Council promulgated the Regulations of the People's Republic of China on Punishing Counterrevolutionaries, the campaign's principal legal instrument. The regulations defined counterrevolutionary crime very broadly: colluding with imperialism, instigating defection, armed rebellion, espionage, using feudal sectarian organisations for revolt, and having held counterrevolutionary office before liberation while continuing offences afterwards all fell within scope, with death available for ringleaders and those whose crimes were judged heinous. The regulations also offered leniency to those who confessed and informed after liberation — a clause that in practice became an instrument for extracting denunciations, since confessing meant naming accomplices as well as oneself. The text gave the campaign the appearance of written law, but criteria such as 'blood debts' and 'popular indignation' had no objective measure; in practice, classification depended on the local quota pressure of the moment and the mood of the mass meeting.

The people caught fell into several broad groups. The first were military, police, intelligence and party-government personnel left behind by the Nationalist regime, including men who had already registered and surrendered as required in 1950 and been told the past would be let go; when the campaign began, the old files were reopened and the registration materials themselves became evidence for conviction. The second were so-called bandits, local despots and landlords, who were simultaneously the targets of land reform. In the countryside the two campaigns were intertwined: the same landlord could be executed as a counterrevolutionary at a meeting convened to struggle against landlords, and the death figures of the two movements are frequently merged in local statistics — one reason the numbers discussed below are so difficult to separate. The third group were leaders of 'reactionary secret societies', such as Yiguandao officiants, suppressed in parallel with the campaign. The fourth were some Nationalist officers who had defected or surrendered, former officers, and suspected sleeper agents. Catholic and Protestant clergy who refused to cooperate with the new regime were also arrested and sentenced as counterrevolutionaries in some cases. The common thread is that conviction rested mainly on past identity and history, not on current conduct.

Mass sentencing rallies: execution organised as a public ritual

What set the campaign apart from ordinary judicial repression was that executions were organised as public ritual. The typical sequence ran as follows: public security organs first compiled lists in secret and submitted them to the party committee for approval; a mass sentencing rally was then convened, at which cadres read out the charges, victims or their relatives were brought on stage to denounce the accused, and the crowd, led by organisers, chanted slogans; sentence was pronounced on the spot and those condemned to death were taken straight to the execution ground. Crowds ranged from hundreds to tens of thousands. Model rallies in the big cities were broadcast, filmed for newsreels and reported across full newspaper pages; the public trials held at sites such as Tianqiao in Beijing in March 1951 and the mass sentencings in Shanghai belonged to this category. The purpose was stated plainly in official documents: through high-profile suppression, to intimidate the remaining counterrevolutionaries, educate the masses and raise their political consciousness. In present-day terms, the rally was both an execution and a propaganda performance.

The ritual had lasting effects on executors and spectators alike. For the families of the accused, a public trial meant public disgrace: relatives were required to attend or to draw a clear line, and children carried the status of 'counterrevolutionary family' at school and at work for years, restricted in education, military enlistment and employment. This collective punishment lasted nearly thirty years and only loosened gradually after reform and opening. For ordinary spectators, repeated attendance at sentencing rallies made violent execution routine: many eyewitness memoirs record that people were frightened by the first executions they saw, then grew numb, and eventually joined in the chanting. The creation of that atmosphere was the campaign's deepest social-psychological consequence, and the social foundation on which mass struggle in later campaigns could be mobilised so quickly.

Execution varied greatly by place. Under quota pressure, some counties dressed up stale old cases, private disputes and even personal grudges as counterrevolutionary cases; in a few places, individual cadres resisted indiscriminate killing or held lists down. After the Third National Public Security Conference in May 1951, authority to approve executions was pulled back upward, and arrests and executions fell markedly as the campaign shifted to surveillance, imprisonment and screening. But the tightening came late: the peak months of February to May 1951 had passed, and the great majority of executions took place in that window. The figure of 712,000 executions given in the numbers section of this page covers 1950 to 1953 on the Ministry of Public Security's 1954 reporting basis. The scholarly range of 500,000 to two million differs mainly over whether deaths in custody, beatings and suicides under duress, and the overlap with land reform, are counted. Any single figure cited must be accompanied by its scope and period.

Wind-down, successor campaigns and historical assessment

From the second half of 1952 the campaign's emphasis shifted from execution to clearing backlogged cases, screening and surveillance. In 1953 the Centre declared the campaign essentially complete. But the machinery it had built did not disappear: conviction by identity and history, percentage estimates of the enemy presence, and case-handling by mass campaign were all retained. The Sufan campaign launched in 1955 — the purge of hidden counterrevolutionaries — directly reused the campaign's organisational methods, moving the battlefield from society at large into offices, schools and work units, with cadres and intellectuals as the objects of screening. Zhenfan was the template; Sufan, the Anti-Rightist Campaign and the later 'cleansing of the class ranks' in the Cultural Revolution were the same template applied to different targets. The system of reform through labour also took shape in this period: large numbers of counterrevolutionaries who were not executed were sentenced into labour reform, the labour-reform regulations were formally issued in 1954, and the camp system operated for decades afterwards.

The consequences for families lasted generations. Relatives of the executed remained on registers, and political vetting files recorded the fact for their children; families of the imprisoned lost their main earners and survived on relatives' support. After 1978 the Party reviewed wrongful cases from past campaigns, and Zhenfan-era cases were included: some families of people wrongly killed or wrongly sentenced received correction notices or compensation, but the standard of review was whether the individual case had been misjudged, not whether the campaign itself had been justified. The large number of people executed in line with the policy of the time fell outside the scope of correction, and many families never learned where their relatives were buried. The official characterisation of the campaign has not changed: in Party historiography it is presented as a necessary struggle to consolidate the new regime, with only localised excesses acknowledged. The complete Zhenfan archives have never been opened to the public; researchers can only reconstruct this history from local gazetteers, quotations from internal documents and eyewitness memoirs — which is why every key figure on this page is given with its source and its scope.

Where the numbers come from: gazetteers, internal reports and research method

The wide divergence in Zhenfan death figures is directly related to how the sources were formed. The new regime never published national statistics for the campaign, and researchers rely mainly on three kinds of material. The first is quotation from internal documents: the January 1954 report by Vice-Minister of Public Security Xu Zirong gives 712,000-plus executions, 1.29 million-plus imprisonments and about 1.2 million placed under surveillance (quotations differ slightly on the surveillance figure), and through the work of scholars such as Yang Kuisong it has become the official-basis figure most used in scholarship. Its nature is an aggregate reported upward through the executing system itself: its strength is that it comes from that system, and so does its weakness — during the campaign some localities under-reported to reduce their responsibility, and whether people beaten to death in land reform were counted in or out varied, leading Yang to judge that actual executions very likely exceeded 712,000. The second kind is local gazetteers: county and city gazetteers compiled in the 1980s and 1990s often record local Zhenfan arrests and executions in their chronicles or public-security sections, and summing them county by county gives an independent check on national figures, though the gazetteers themselves contain omissions and evasions, so the sums serve only as a reference floor. The third kind is eyewitness memoir and oral history — from victims' families, from cadres of the time and from bystanders — which supplies concrete places and details of execution, but with uneven numerical accuracy.

Given sources of this kind, the only responsible practice is to present the figures side by side with their scopes stated, as this page does: 712,000 is the public-security system's internal count of executions for 1950 to 1953; 873,600 is the number of death sentences disclosed in a 1996 official document, and sentences are not executions, so the two cannot be directly subtracted or compared; the scholarly range of 500,000 to two million reaches its upper end by counting deaths in custody, people beaten to death in struggle meetings and the overlap with land reform, while its lower end counts only formal executions. Mao himself, speaking in 1957, put the Zhenfan killings at 700,000, broadly matching the internal count and corroborating its order of magnitude from another direction. Two misreadings must be avoided: adding the totals for surveillance, imprisonment and execution together and presenting the sum as executions; and projecting one county's high ratio onto the whole country. Every figure in this page's table is labelled with its source type and scope, and readers citing them should cite the scope with the number.

The victims of the campaign were not only those executed. On the basis of the Ministry of Public Security's internal report of 1954, besides the 712,000-plus executed, 1.29 million-plus were imprisoned and about 1.23 million placed under control, or surveillance (quoted figures differ slightly). 'Control' was a form of punishment and management of the time: the controlled person did not enter prison but remained in place at labour, his movements supervised by the public security organs and the surrounding masses, required to report his thoughts and whereabouts regularly, forbidden to leave his place of residence without approval, and deprived of political rights, with release from control itself subject to approval at the end of the term. Those on the control lists were mostly people with historical problems whose offences were judged minor; at work and in their neighbourhoods they were treated as objects of dictatorship and re-screened in every later campaign. Of the 1.29 million imprisoned, some were sentenced into labour reform, some were held for long periods awaiting trial, and in the harsh conditions of custody deaths from illness and hunger were not few; those deaths are not in the execution figure and are one source of the gap between the official execution count and scholarly estimates. Total arrests on the same report's basis were 2.62 million-plus, of whom 380,000-plus were released after education — arrest followed by release was itself part of the machinery of intimidation. To record only the execution figure would omit the still larger numbers of the imprisoned and the controlled, and the families punished with them.
