Background: July 5 and terrorism
On July 5, 2009, deadly riots ("7·5 Incident") killed nearly 200 in Ürümqi. In 2013–2014 attacks struck Xinjiang, Beijing and Kunming. After the 2014 Second Central Xinjiang Work Forum, the "strike hard" campaign escalated.
In 2016 Chen Quanguo took over, imposing "grid management" — police kiosks and facial recognition blanketing the region, control tighter than ever.
Who decided
The decision chain: Xi Jinping set the direction → Chen Quanguo executed → Zhu Hailun ran the camps → the "De-extremification Regulations" provided legal cover.
1. Xi Jinping: the top-level directive-maker
- April 27–30, 2014: first visit to Xinjiang as top leader; a suicide bombing at Ürümqi South Railway Station (3 dead, 79 injured) on April 30. Xi demanded "striking first" against terrorism.
- May 2014: a year-long "strike hard against violent terrorism" campaign — after the March 1 Kunming station attack (29 civilians dead).
- May 28–29, 2014 — the Second Central Xinjiang Work Forum: "social stability and lasting security" set as the overarching goal; Xi publicly called for "walls of copper and iron" and "nets above and snares below."
- "The Xinjiang Papers" (NYT, November 16, 2019): 403 pages leaked by "a member of the Chinese political establishment" — Xi's unpublished internal speeches and 150+ pages of surveillance directives. Xi demanded an "all-out struggle against terrorism, infiltration and separatism" using "the organs of dictatorship," showing "absolutely no mercy"; compared Islamic radicalism to a virus requiring "painful, interventionary treatment"; told officials not to fear "hostile forces complaining." The papers also show the crackdown was partly driven by fears of overseas attacks and the US withdrawal from Afghanistan.
- In-party dissent: Wang Yongzhi, party chief of Shache county, released 7,000+ of 20,000 detainees fearing ethnic tensions would worsen — then was detained and investigated for "gravely violating the party center's Xinjiang strategy." (Single NYT source — details unverified.)
- June 2018 remarks by Public Security Minister Zhao Kezhi (in the 2022 "Xinjiang Police Files"): 1–2 million Uyghurs and other minorities detained by the late 2010s, with Xi's knowledge. The claim that "Xi ordered new camps because existing ones were full" is a researcher's interpretation, not a direct quote — unverified.
- Beijing's response: the Foreign Ministry called the reporting "taken out of context with ulterior motives"; the ambassador to the UK called the papers "pure fabrication."
2. Chen Quanguo: the executor (August 2016–December 2021)
- Took over as Xinjiang party chief August 29, 2016, after 2011–2016 as Tibet party chief.
- Pioneered "grid management" and "convenience police stations" in Tibet (from August 2011): neighborhoods divided into geometric grids, street stations linked to CCTV and police databases; 12,313 police posts advertised 2011–2016 (4× the previous five years); 20,000+ cadres sent to villages, 7,000+ stationed in monasteries.
- Replicated and intensified in Xinjiang: mass construction of police stations, mass hiring of contract police; 323 stations per 100,000 people (vs. 216 in Tibet).
- Human Rights Watch: "There is ample evidence Chen Quanguo is responsible for the current crackdown… the 'strike hard' began in May 2014, but many repressive measures were greatly escalated after Chen's transfer from Tibet."
- Sanctioned by the US July 9, 2020: Pompeo imposed visa bans under the Global Magnitsky Act; Treasury imposed financial sanctions, citing Chen's "comprehensive surveillance, detention and indoctrination program" against Uyghurs and other minorities.
- Left Xinjiang December 2021; succeeded by Ma Xingrui.
3. Zhu Hailun: the camps' direct architect
- Promoted in 2016 to deputy party chief and political-legal chief — Xinjiang's "number two" and security czar.
- Signed the 2017 camp operating manual: the "New Secret 5656" telegram, marked "issued by Zhu Hailun," covering ~1,300–1,400 camps; 5 of the 6 core "China Cables" documents bear his signature, including detailed orders for arrests "without judicial procedures."
- Sanctioned by the US Treasury July 9, 2020: for "developing the policies and procedures for managing these detention camps."
4. Legal cover
- The Xinjiang De-extremification Regulations (passed March 29, 2017, effective April 1; revised October 2018 to fully legalize the "vocational training centers"). Researchers note Xi's 2014 speeches authorized the local legislation; mass detention began right around the regulations' entry into force.

Who executed
2. IJOP(一体化联合作战平台):算法决定谁进营
1. The camps: the operating manual revealed by the "China Cables" (ICIJ, November 24, 2019)
- The core document: the 2017 "New Secret 5656" telegram — the first known camp operating manual, signed by Zhu Hailun, covering ~1,300–1,400 camps.
- Escape prevention: 24/7 video surveillance with no blind spots in dorms and classrooms; double-locked dorm doors.
- Information lockdown: no phones, no outside work, no unauthorized outside contact; the camps' very existence kept secret.
- Forced thought reform: frequent Mandarin tests; "confession and repentance"; a behavior-modification points system.
- Minimum one-year detention; plus rules on disease outbreaks, family visits, toilet access.
- A companion case: a Uyghur man sentenced to 10 years for urging colleagues not to watch porn, not to drink, and to pray on time.
2. IJOP (Integrated Joint Operations Platform): an algorithm decides who goes to camp
- HRW, "China's Algorithms of Repression" (May 2019): HRW and Berlin's Cure53 reverse-engineered the publicly available IJOP policing app. Maya Wang called it "one of the most invasive mass surveillance systems in the world."
- Ordinary legal behavior flagged as suspicious: "not socializing with neighbors, often avoiding the front door"; 51 network tools flagged (VPN, WhatsApp, Telegram); donating to mosques or unauthorized preaching.
- "36 categories of persons of interest": rarely using the front door, "abnormal" electricity use, unauthorized pilgrimage, "unofficial" imams — the app dispatches "investigation missions" to police.
- Operational data: in one week of June 2017, IJOP flagged 24,412 "suspicious" persons in southern Xinjiang — 15,683 sent to "education and training," 706 criminally detained; 1.8 million Uyghur users of the Zapya file-sharing app flagged. ("China Cables.")
- The Aksu list: 2,000+ detainees, confirming IJOP-flagged people were assessed into "political education" camps. (HRW, December 2020.)
3. Forced labor
- ASPI, "Uyghurs for Sale" (March 2020): at least 80,000 Uyghurs transferred out of Xinjiang 2017–2019 (ASPI: conservative estimate); at least 27 factories in 9 provinces; in the supply chains of at least 82 global brands (Apple, BMW, Gap, Huawei, Nike, Samsung, Sony, Volkswagen). Segregated dorms, after-hours Mandarin and ideology training, constant surveillance, no religious practice, electronic tracking. Official name: "pairing assistance" labor-transfer programs.
- European Parliament resolution (December 17, 2020): at least 570,000 people mobilized for cotton picking in three Uyghur regions in 2018; Xinjiang cotton is 84% of China's cotton; the resolution concluded no independent audit is possible in Xinjiang.
- UN Special Rapporteur on contemporary slavery, Tomoya Obokata (July 2022): some instances of forced labor "may amount to enslavement as a crime against humanity."
4. Sterilization and forced birth control (Zenz, June 2020, Jamestown)
- Natural population growth in minority areas plummeted from 2017; the two largest Uyghur prefectures fell 84% (2015–2018); one Uyghur region's 2020 birth target was near zero (1.05‰).
- Official documents: family-planning violations punishable by extrajudicial detention (into "training" camps).
- 2019 rural "free" birth-control campaign in southern Xinjiang: two counties targeted sterilizing 14% (Pishan) to 34% (Hotan) of rural women of childbearing age within one year; funding for hundreds of thousands of tubal ligations; by 2019 at least 80% of rural women of childbearing age in four southern prefectures to receive invasive birth control (IUD or sterilization).
- Hotan and Kashgar birth rates fell over 60% (2015–2018); all of Xinjiang fell nearly 24% in 2019 alone (vs. 4.2% nationally). (AP, June 2020.)
- Disputed: Zenz said 80% of China's net new IUD placements in 2018 were in Xinjiang (1.8% of population); critics recalculating from National Health Commission data say 8.7%. — Both presented; "net new" vs. "new procedures" dispute noted, no standalone verdict.
- Beijing's rebuttal (State Council Information Office, September 2020): denied forced sterilization, claimed "ethnic equality," accused Zenz of "fabricating facts."
5. Mosque and cemetery destruction (ASPI, "Cultural Erasure," September 2020)
- ~16,000 mosques (65%) destroyed or damaged; ~8,500 demolished outright; ~30% of important Islamic sacred sites (shrines, cemeteries, pilgrimage routes, including legally protected ones) demolished; 28% damaged or altered. Based on a 533-mosque satellite sample extrapolated statistically (95% CI ±4%).
- Methodology warning: 16,000 is a statistical extrapolation, not a building-by-building count — not independently verified on the ground.
- Beijing: "slanderous rumors"; 24,000+ mosques in Xinjiang, one per 530 Muslims. (Different measure: ASPI counts change; Beijing counts the current stock — presented side by side.)
6. The "Xinjiang Police Files" (BBC et al., May 24, 2022)
- Hacked from Xinjiang police servers, given to Zenz, published after verification by the BBC and a dozen international outlets; Zenz's paper peer-reviewed in the Journal of the European Association for Chinese Studies.
- Contents: 2,884 detainee photos, a 5,074-person spreadsheet (Shufu county, Kashgar), police manuals, internal speech records.
- Camp police manual: on escape attempts, the armed police "strike team" must fire a warning shot first, then shoot to kill if the "trainee" keeps fleeing; transfers blindfolded, handcuffed and shackled.
- Zenz's analysis: in Shufu county alone, 22,762 residents were in camps or prisons in 2017–2018 — over 12% of the adult population; the files confirm the "re-education camps" and formal prisons are "two distinct but related mass detention systems."

1. Named survivor testimonies (all personal accounts, verification status noted; Beijing denies all):
- Mihrigul Tursun: testified November 26, 2018 at the National Press Club and November 28 at the US CECC — ~60 people in a 40-square-meter cell, sleeping in shifts standing up every two hours; saw nine women die in three months; her four-month-old son died of unknown causes while she was detained. Full testimony at cecc.gov. Beijing: FM spokeswoman Hua Chunying (2019) called it lies, said she was held only 20 days for "inciting ethnic hatred," never in a training center.
- Sayragul Sauytbay (ethnic Kazakh): a kindergarten director ordered into a camp to teach Mandarin in late 2017. Alleged beatings for speaking her mother tongue, forced pork consumption, medical experiments. Fled to Kazakhstan May 2018; a Kazakh court refused deportation; UN-brokered asylum in Sweden June 2019. Pompeo's 2020 International Women of Courage Award.
- Zumrat Dawut: alleged months of detention in 2018, then told four months after release she must undergo forced sterilization. Beijing: said she signed informed consent for tubal ligation during a 2013 C-section for her third child.
- Tursunay Ziyawudun: BBC, February 3, 2021 — during nine months in camp, women were taken from cells nightly and raped by masked men; she was sexually assaulted with an electric baton and gang-raped three times. Corroborated by two women forced to teach in the camp and a guard. Cited in UK Parliament debate February 4, 2021; the US State Department said it was "deeply disturbed."
- Gulbahar Haitiwaji: an engineer living in France since 2006; lured back to Karamay in November 2016 on a pension pretext, then detained. Alleged 4 months 7 days bound to a bed for 20 days, then nearly two years in a "school" — 11 hours daily of "education" indoctrination, forced to deny her identity and denounce her language and culture. Memoir How I Survived a Chinese "Reeducation" Camp (Penguin). Freed in 2019 through her daughter's efforts.
2. The United Nations
- CERD, August 2018: "alarmed" at mass detention of Uyghurs and other Muslims in political re-education camps; demanded an end to detaining the unconvicted in extrajudicial facilities; estimated detentions from tens of thousands to over a million. Beijing first denied the camps existed, then in October 2018 rebranded them "vocational education and training centers."
- OHCHR assessment, August 31, 2022 (released on Bachelet's last day): blocked from field access, based on document review, victim interviews and "the government's own laws, policies, data and statements." Core finding: "serious human rights violations" against Uyghurs and "other predominantly Muslim communities"; the scale of arbitrary detention "may constitute international crimes, in particular crimes against humanity." Torture allegations "credible": patterns of torture or ill-treatment, forced medical treatment, poor detention conditions; sexual and gender-based violence allegations likewise "credible," including invasive gynecological exams. "Serious indications" of reproductive-rights violations through "coercive and discriminatory enforcement" of family-planning policy. Key caveat: even if the VETC system "has been reduced in scale or wound up" as Beijing claims, "the laws and policies underpinning it remain in place," and rising imprisonment rates show arbitrary detention shifting into criminal-justice channels. "Conditions for serious violations to continue or recur remain." Beijing: the report "completely illegal and void."
- Human Rights Council vote, October 6, 2022: a US-led draft merely to debate the OHCHR report was defeated 19 against, 17 for, 11 abstentions. Amnesty's secretary-general called it "absurd"; HRW called it "a betrayal of victims."
3. Foreign governments
- US Uyghur Human Rights Policy Act (2020): unanimous Senate (May 14), House 413:1 (May 27), signed by Trump June 17, 2020. Sanctions on Chen Quanguo, Zhu Hailun, Wang Mingshan, Huo Liujun followed July 9, 2020.
- US genocide determination: January 19, 2021 — Pompeo declared China was committing genocide against Uyghurs; Blinken concurred at his confirmation hearing; the Biden administration maintained it.
- US Uyghur Forced Labor Prevention Act (2021): signed by Biden December 23, 2021, effective June 21, 2022. Core: rebuttable presumption — all goods made wholly or partly in Xinjiang presumed made with forced labor and barred, unless importers rebut with "clear and convincing evidence."
- Coordinated EU-UK-Canada sanctions, March 22, 2021: the EU's first major economic sanctions on China since 1989. Beijing retaliated against 10 MEPs and others.
4. The Uyghur diaspora
- World Uyghur Congress (Munich): the largest overseas Uyghur organization; the London Uyghur Tribunal was set up at its request.
- The Uyghur Tribunal (London): an independent "people's tribunal" announced September 2020, chaired by Geoffrey Nice (lead prosecutor against Milošević). Public hearings in 2021 with ~30 witnesses and experts. December 9, 2021 verdict: genocide against Uyghurs through forced birth control and sterilization; crimes against humanity, torture and sexual abuse; Nice said Xi Jinping, Chen Quanguo and others bore "primary responsibility." No government mandate, non-binding; Beijing called it a "political farce" and sanctioned organizers.
5. Journalists and researchers: Adrian Zenz (~1 million detained, 2018; forced-sterilization research, 2019–2020; the 2022 "Xinjiang Police Files"); BBC (systematic-rape investigation, February 3, 2021).
6. Beijing's counter-narrative: white papers (2019); "all trainees have graduated" (December 2019, numbers undisclosed, million-scale estimates "pure fabrication"); staged visits for journalists and diplomats; systematic denial and discrediting of survivors by name.
