Background: the bill and One Country, Two Systems in crisis

In 2018 a Hong Kong man murdered his girlfriend in Taiwan and fled home; no extradition treaty barred transfer. Citing this, the government tabled extradition-bill amendments in February 2019, allowing rendition to mainland China. Lawyers, business and foreign media warned: under a dependent mainland judiciary, the bill would destroy Hong Kong's rule of law.

After the 2014 Umbrella Movement, Beijing had tightened control: the Causeway Bay Books disappearances (2015), NPC interpretations disqualifying lawmakers (2016), the high-speed-rail "co-location." Confidence in One Country, Two Systems was already at rock bottom.

Who opposed

1. The protesters — the 2019 anti-extradition movement (Hong Kong's largest protest wave ever):

2. Democratic politicians:

3. Jimmy Lai and Apple Daily: founded 1995 (3.8M registered users); pro-protest, anti-CCP; ceased June 24, 2021. Lai's timeline: arrested August 10, 2020 (NSL, collusion); remanded since December 31, 2020; 14 months (unlawful assembly, April 2021); 13 months (June 4 vigil, December 2021); 5 years 9 months (fraud, December 2022); NSL trial opened December 18, 2023 (no jury; his UK lawyer barred); convicted December 15, 2025 (2 counts of conspiring to collude + sedition); sentenced to 20 years February 9, 2026 — the heaviest NSL sentence to date, at age 78. Six ex-Apple Daily staff got 6–10 years the same day (all pleaded guilty). UN High Commissioner Volker Türk demanded his immediate release.

4. International responses:

5. Exiled Hongkongers: Nathan Law (ex-legislator, fled to the UK June 2020), Ted Hui, Sixtus Leung; Hong Kong Watch, HKDC.

A named death (disputed, both shown): Chow Tsz-lok (22, HKUST student) — fell in a Tseung Kwan O car park in the early hours of November 4, 2019; died November 8. The 2021 inquest returned an open verdict. The link to police operations is disputed (unverified). Rumors of "suicides" and "deaths at Prince Edward station" lack reliable evidence — not included.

Unlike earlier campaigns where no one questioned the verdict, Hong Kong's "opposition" was a contemporary struggle — 2 million on the streets, an electoral landslide, international legislation (the US HKHRDA, the UK BNO scheme); the crackdown combined the NSL (2020) + Article 23 (2024) + DQs + media strangulation + the 47 case + Lai's 20 years. Presented side by side: ~10,000 arrested in 2019 (RFA-verified) / 291–332 post-NSL arrests (ChinaFile/HK government) / 45 sentenced in the 47 case / Lai's 20 years — no single narrative adopted.

Supplementary record: origins, the autumn of protest, and the numbers in full

The originating case in detail — the murder of Poon Hiu-wing: In February 2018, Hong Kong woman Poon Hiu-wing was killed by her boyfriend Chan Tong-kai while travelling in Taipei; her body was dumped in scrubland near Zhuwei station. Chan fled back to Hong Kong and, for stealing and using the dead woman's bank cards, was sentenced in April 2019 to 29 months for money laundering; he was released on October 23, 2019. Taiwan repeatedly requested his surrender for trial, while the Hong Kong government insisted the extradition bill had to pass first. Lawyers and commentators proposed alternatives at the time — a one-off case-based surrender, or a "sunset clause" covering Taiwan while excluding the mainland — and all were rejected. On his release Chan said publicly that he was willing to surrender himself in Taiwan, but the Hong Kong–Taiwan official dispute prevented it from ever happening, and the case remains unresolved. A murder was the stated reason for the bill, yet the bill was never used to resolve that murder; that is where the whole crisis begins.

The autumn of 2019: After the school year opened in September, student boycotts and human chains spread across the city; on August 23, some 210,000 people had already formed the 60-kilometre "Hong Kong Way" human chain, marking thirty years since the Baltic Way. On October 1, large-scale clashes erupted in multiple districts, and in Tsuen Wan an 18-year-old secondary student, Tsang Chi-kin, was shot in the left chest at close range by a police officer and seriously wounded — the first protester hit by a live round in the movement. (The officer's shot was later ruled lawful; Tsang was sentenced to 47 months for rioting and other offences.) On October 4, Carrie Lam invoked the Emergency Regulations Ordinance to enact the Prohibition on Face Covering Regulation, effective October 5, triggering protests across districts and a full-day shutdown of the entire MTR network — the government's first use of emergency powers since the handover. On the night of November 8, when Chow Tsz-lok's death was announced, mourning and clashes spread across districts; during the November 11 "dawn action," a traffic officer in Sai Wan Ho fired live rounds at an unarmed young man, and in Ma On Shan a man was doused with flammable liquid and set alight, suffering grave burns. Both incidents were captured on complete video records.

Arrests and prosecutions — the full accounting: The District Council elections saw a turnout of 71.2 percent and roughly 2.94 million voters, both records in Hong Kong electoral history (Registration and Electoral Office figures). On arrests, figures submitted by the police and the Department of Justice to the Legislative Council show that by mid-2022 more than 10,200 people had been arrested in total, about 2,800 prosecuted, and over 600 charged with rioting; figures released at different dates vary slightly, so this page records the order of magnitude with its source stated, rather than treating any single day's snapshot as final. Those sentenced included many underage students. The case of the twelve Hongkongers intercepted by Guangdong coast guards while fleeing by boat to Taiwan in August 2020 — whose family-appointed lawyers had their licences revoked and whose families long did not know where they were held — is covered on this page's linked "Twelve Hongkongers" entry.

Measuring the emigration wave: Census and Statistics Department figures show Hong Kong's population falling from about 7.52 million in mid-2019 to about 7.29 million in mid-2022; in the single year from mid-2021 to mid-2022 the population fell by about 121,500, including a net outflow of about 113,200 residents (department figures published in August 2022). That measure counts net resident movement — Hongkongers leaving and foreign residents departing combined — and is not itself a count of "emigrants." Application figures for Britain's BNO scheme, Canada's "lifeboat" pathways and Taiwan residence permits each appear in the receiving jurisdictions' official statistics; the BNO arrival figures are given in the "Who opposed" section above, and the different measures must not be added together.

The suppression of remembrance: In 2020 and 2021 police banned the June 4 candlelight vigil two years running on pandemic grounds, and Victoria Park was sealed on June 4 — after the vigil had been held there for thirty consecutive years. In 2021 the June 4th Museum was raided and closed; its collection and archives were later moved overseas, and the museum reopened in New York in 2023. Case-level detail on the nominations, trial and sentencing in the 47 democrats' case is carried on the Persecution section's dedicated page; this page records only its place in the whole picture: a primary election in which 610,000 people voted was characterised as "subversion of state power," the largest single prosecution brought under the National Security Law.

The movement's everyday face: In the second half of 2019, Lennon Walls covered pedestrian tunnels and footbridges across Hong Kong, papered with handwritten sticky notes; malls saw "Sing With You" gatherings, the airport saw sit-ins, and finance workers staged flash lunchtime marches in Central. Police figures record roughly 16,000 tear-gas canisters, some 10,000 rubber bullets and about 2,000 beanbag rounds fired over the half year (police-released figures), and the Hospital Authority repeatedly treated hundreds of injured people in a single day. The numbers and the street-level experience corroborate each other: this was not one or two riots, but a whole city's sustained collective action over six months — and a sustained armed dispersal to match.

Impact: National Security Law and exodus

National Security Law: Effective June 30, 2020 — secession, subversion, terrorism, foreign collusion. Above the Basic Law; new security police and Beijing's security office followed. Then Apple Daily forced to close (2021), the 47 democrats' primary case, the Alliance disbanded.

Exodus: The UK BNO visa and Canada's lifeboat scheme drew mass emigration; Hong Kong's net outflow 2020–2022 reached hundreds of thousands.

International sanctions: The US Hong Kong Human Rights and Democracy Act (2019) and Hong Kong Autonomy Act (2020) sanctioned Carrie Lam and others.
