(2020–2022)COVID Lockdowns (2020–2022)
Wuhan's January 2020 lockdown made "dynamic zero-COVID" national policy. Health codes, travel codes, endless PCR queues — in wind, rain and snow. Secondary disasters multiplied: no medicine, no care, suicides, fire exits locked. In December 2022 policy U-turned 180°; "reopening" brought a tsunami.

Background: from cover-up to lockdown
In late December 2019 unexplained pneumonia surfaced in Wuhan. Li Wenliang and seven other doctors were reprimanded for "rumor-mongering" (see Li Wenliang page). On January 23, 2020, Wuhan locked down — history's first full封锁 of a 10-million-plus city.
"Dynamic zero-COVID" became unshakable state policy. Xi Jinping repeatedly stressed "unswervingly upholding dynamic zero-COVID," under his "personal command and deployment."
Who decided
Xi Jinping was the supreme decision-maker. Unlike earlier campaigns, COVID's decision chain includes Beijing's own self-incriminating record — Xi's February 3 internal speech (published in Qiushi, February 15, 2020) admitting he intervened as early as January 7.
The cover-up phase (December 2019–January 19, 2020):
- December 30, 2019: Dr. Li Wenliang warned his WeChat classmates of a "SARS-like" illness; Dr. Ai Fen circulated a lab report reading "SARS coronavirus" circled in red. The same day Wuhan's health commission ordered that "no unit or individual may release treatment information without authorization."
- January 1, 2020: Wuhan police announced "8 rumor-spreaders" summoned (5:38 PM). Hubei health officials ordered labs that had found SARS-like virus to stop testing and destroy samples.
- January 2: Chinese researchers completed the virus's full genome — published only January 9.
- January 3: Li Wenliang signed a reprimand at Zhongnan Road police station, admitting "untrue statements" that "gravely disturbed social order."
- January 7: Xi chaired a Politburo Standing Committee meeting and "raised requirements" for epidemic control — his earliest claimed intervention, 13 days before his first public statement.
- January 11–17: Wuhan's "two sessions" — the health commission insisted there were no new cases.
- January 13: Thailand reported the first case outside China.
- January 14: WHO stated "no clear evidence of human-to-human transmission" per Chinese authorities.
- January 18: Wuhan held a 40,000-family "ten-thousand-family banquet", aiming for a Guinness record; 200,000 free Spring Festival event tickets issued.
The public pivot (January 20–23):
- January 20: Zhong Nanshan confirmed human-to-human transmission on CCTV; Xi's first public statement; the NHC made COVID a statutory notifiable disease.
- January 22: Xi "explicitly required Hubei to impose comprehensive, strict controls on population outflow" (his February 3 account).
- January 23, 2:00 AM: Wuhan's lockdown order — from 10:00 AM public transport halted, all outbound routes closed. A city of 11 million sealed. ~5 million had already left Wuhan (mayor Zhou Xianwang later admitted). WHO's emergency committee couldn't agree on a PHEIC declaration.
Afterward: Mayor Zhou admitted withholding information, "following Beijing's rules." February 13: Hubei party chief Jiang Chaoliang and Wuhan party chief Ma Guoqiang removed; 337 more officials "held accountable." February 6: Xi personally ordered tighter internet censorship. March 10: Xi's first Wuhan visit. Black box: the January 7 Politburo meeting's actual discussion was never disclosed; why no public warning January 7–20 is unexplained. Stated plainly.

December 7, 2022: The "New Ten Measures" effectively abandoned zero-COVID. December–January saw a tsunami; crematoria overflowed.
The PCR life: queuing in wind, rain, snow
In 2020–2022 PCR tests became daily life. "48-hour PCR," "24-hour PCR" — no test, no movement: work, subway, malls, hospitals all demanded one.
Wind: Northern spring gales left queuers unable to open their eyes; videos of blown-over testing booths circulated.
Rain: Southern plum rains had citizens queuing under umbrellas, rain down their collars. "Big Whites" (suited medics) fogged up, misreading tubes.
Snow: Northern winters at minus teens; elderly and children queued hours in snow. Some places started at 4 a.m. — "test done before dawn."
Testing fraud scandals (e.g., "Zhang Hezi") erupted; accountability never reached the top.
Fangcang: boxing people in
Wuhan pioneered fangcang makeshift hospitals for mild cases in 2020 — an emergency measure. By 2022 they had mutated into a dragnet: close contacts, secondary contacts, even people with a "pop-up" health-code alert were all hauled in.
Conditions: open dorms, mixed genders, too few toilets, lights on all night. Some entered negative and left positive. Shanghai's spring 2022 National Exhibition Center fangcang held tens of thousands; "two-hour toilet queues" videos leaked.
Coercion: door-breaking removals were filmed in multiple cities: epidemic workers prying locks, dragging unwilling elderly and children away. Refusal was met with threats of "obstructing infectious-disease prevention" charges.
Business: fangcang construction, transfers and disinfection became an industry; inflated contracts went unaudited.
Health code: the digital shackle
The health code began as a travel-tracking tool and quickly became a movement permit: green meant go, yellow meant restricted, red meant frozen. Color was set by algorithms and local policy, with no appeal.
Abuse: In June 2022, Henan rural-bank depositors found their codes turned red — local authorities weaponized the防疫 tool to stop them traveling to Zhengzhou to protest. Officials were later disciplined, but the system stayed.
Pop-ups: a "pop-up" alert froze people in place: no subway, no work, no going home. Some were stranded for weeks with unanswered complaint lines.
Privacy: health codes harvested travel, test and vaccination data, linked to police systems. After the pandemic, the data's fate remains unknown; nobody was tasked with deleting it.

Who executed
Execution chain: Xi set the tone → the Central Leading Group on COVID (Li Keqiang, visited Wuhan January 27) → Hubei/Wuhan party-government → police, state security → hospital discipline commissions → the propaganda-censorship apparatus.
1. Suppressing doctors:
- Wuhan police: summoned 8 "rumor-mongers" January 1; issued Li Wenliang his reprimand January 3.
- Wuhan Central Hospital's discipline commission: Ai Fen was hauled in for "unprecedented, extremely harsh reprimand," accused of "spreading rumors as a professional"; ordered to discuss it with no one, including her husband. She later said the hospital altered a nurse-patient's diagnosis to cover up virus evidence.
- The National Supervisory Commission: after Li's February 7 death sparked fury, it sent investigators to Wuhan; the conclusion was only "improper reprimand, irregular procedure" — no one publicly held accountable.
2. Arresting citizen journalists (all named, sourced):
- Chen Qiushi (lawyer, b. 1985): entered Wuhan by train January 24, filmed hospitals, funeral homes, empty streets; repeatedly said state security was following him. Missing after February 6; "forcibly quarantined" 600+ days; reappeared September 30, 2021 on a friend's livestream, never explaining the disappearance; now under tight surveillance at his parents' in Qingdao.
- Fang Bin (Wuhan businessman): arrested after posting "8 bodies piled in a funeral-home van" February 1; arrested again after "All people resist — return power to the people" February 9 — no word since.
- Zhang Zhan (ex-lawyer): arrived in Wuhan from Shanghai February 1; posted 100+ videos (crematoriums, stations, hospitals, the Wuhan Institute of Virology). Vanished May 14, brought back to Shanghai. December 28, 2020: Shanghai Pudong court sentenced her to 4 years for "picking quarrels" ("spreading false information," foreign media interviews). Hunger-striking since June; force-fed by tube; shackled 3+ months; wheeled into court. Amnesty said she was tortured.
- Chen Mei and Cai Wei: detained for archiving deleted COVID data.
3. Lockdowns:
- Wuhan (January 23–April 8, 76 days): 11 million; ~5 million had left before the lockdown; 59 million across Hubei partially sealed.
- Shanghai (late March–May 2022): 26 million; district lockdowns from March 27, citywide April 5. April 3: the Central Military Commission sent thousands of troops for mass testing. Food shortages ("one meal a day," "don't know how I'll survive to May"), the elderly without medicine, emergency patients turned away for lacking negative tests — and dying ("we didn't die of COVID, we died of the control measures" — viral Weibo post). COVID-positive children separated from parents; pets beaten to death in the street. Officials claimed 17 deaths April 20; international health officials questioned it. An estimated 53 million locked down around Shanghai; 44 cities, ~350 million people under some lockdown nationwide.
- Information blockade: March 2020 expulsions of NYT/WaPo/WSJ correspondents; YouTube blocked; the Renwu profile of Ai Fen deleted within hours, netizens relaying emoji, Morse-code and pinyin versions.
4. The censorship machine: January 29, 2021 — propaganda chief Zhuang Rongwen declared war on "citizen journalists," requiring press licenses; Tencent warned WeChat accounts against unapproved breaking news.

1. The whistleblowing doctors:
- Li Wenliang (1986–2020, Wuhan Central Hospital ophthalmologist): December 30, 5:48 PM — warned 150 classmates on WeChat of "7 confirmed SARS cases at the South China seafood market." Hauled in by the hospital, signed the January 3 police reprimand. Coughing January 10, fever January 11, hospitalized January 12, diagnosed February 1; published his reprimand ordeal January 31. Died February 7, aged 34. The National Supervisory Commission only recommended "rectification." Public fury: "Wuhan owes Li Wenliang an apology"; "freedom of speech" trended before being censored. His last words: "A healthy society shouldn't have just one voice." Beijing posthumously named him a "martyr" — while recasting him as a "Party vanguard." As the China Media Project put it: "The leadership's message: Li Wenliang belongs to the Party; any attempt to cast him as a folk hero or opposition figure is unacceptable."
- Ai Fen (ER chief, Wuhan Central Hospital): "I'm not the whistleblower — I'm the one who handed out the whistles." In a March 2, 2020 Renwu interview: "If I'd known what was coming, damn the criticism — I'd have shouted it everywhere." The interview was deleted network-wide; netizens relayed emoji, Morse-code and pinyin versions. In late March Australia's 60 Minutes reported her missing; her Weibo then posted a cryptic "a river, a bridge, a road, a bell's toll."
2. Citizen journalists: Chen Qiushi (missing 600+ days, reappeared September 2021), Fang Bin (no word since February 9, 2020), Zhang Zhan (4 years, hunger strike), Li Zehua. See "Who executed."
3. The writer's record:
- Fang Fang (Wuhan writer): 60 Wuhan Diary entries January 25–March 25, documenting life, death and bureaucracy under lockdown; first praised by state media, then censored and banned from publishing; her 3.8M-follower Weibo suspended; the diary translated into English abroad (Michael Berry, UCLA). Nationalists called her a "traitor," "handing knives" to enemies.
4. International origin investigations:
- January–February 2021: the WHO team spent 4 weeks in Wuhan; Beijing refused to hand over raw early-case data. The March 30 report called a lab leak "extremely unlikely"; Director-General Tedros publicly said "we have encountered difficulties accessing data," "I do not believe this assessment was extensive enough," "all hypotheses remain on the table." The team leader said cases were "quite possible" around Wuhan in October–November 2020; the Australian expert said there was "definitely political pressure from the Chinese side."
- July 22, 2021: NHC vice-minister Zeng Yixin rejected the WHO's phase-2 origins plan, calling the lab-leak idea "against common sense and science" — "impossible to accept."
- No further international origins work has been conducted inside China since.
COVID is the archive's most recent and best-documented page: from Li Wenliang's December 30 WeChat message to the January 3 reprimand (published in full), to Xi's self-disclosed January 7 intervention, to Zhang Zhan's court verdict — every step is named and checkable. The three-week cover-up (December 30–January 20) was the key window in which the virus went global. Official and academic death tolls differ by more than an order of magnitude; both are shown, no single figure adopted.
Supplementary record: three cities under lockdown, and the disputed death toll after reopening
Wuhan: seventy-six days, on the record. At 2 a.m. on January 23, 2020, Wuhan's epidemic command issued its notice: from 10 a.m. that day, all city buses, the metro, ferries and long-distance coaches were suspended, and the outbound channels at airports and railway stations closed. From January 26, private vehicles were banned from the city centre; by mid-February every residential compound was under closed management, with residents obtaining food through rationed group buying. Huoshenshan Hospital broke ground on the night of January 23 and was handed over on February 2; Leishenshan received its first patients on February 8; the first fangcang shelter hospitals began admitting mild cases on February 5. At midnight on April 8 the outbound controls were lifted — the lockdown had lasted seventy-six days. On April 17, 2020, Wuhan authorities issued a rare official revision of their own figures: cumulative confirmed cases were corrected to 50,333 and deaths to 3,869, an upward revision of 1,290 deaths. It remains the only large-scale upward correction of COVID figures published by a Chinese city, and it is the benchmark against which all later official figures should be read.
Xi'an and Shanghai: the two 2022 city lockdowns. Xi'an confirmed local cases on December 9, 2021, and sealed the whole city from the early hours of December 23, keeping some 13 million residents at home; its "one-code" health app crashed twice, on December 20 and again on January 4, stranding residents who could not prove a negative test. The lockdown was eased in stages only from January 24, 2022. Shanghai began "staged, district-by-district" controls on March 28, 2022 — Pudong first, Puxi from April 1 — each side nominally for four days; in practice the entire city stayed under static management until June 1. For two months, 25 million residents lived on group buying and government supply packs. On April 22, "Voices of April," a six-minute video compiled from genuine audio recordings of the lockdown — a man begging for hospital care, a 120 emergency call refused, a resident confronting officials — spread across Chinese social media and was deleted everywhere within hours; users reposted it upside down, in translation, and in mirrored form for days. Shanghai's health commission put the spring 2022 wave at more than 600,000 reported local infections and 588 deaths (official figures published by early June 2022, counted under a standard attributing deaths to underlying conditions combined with infection — a standard outside specialists publicly questioned).
"Layer upon layer": the state's own admission. In June 2022 the State Council's joint prevention mechanism issued the "Nine Prohibitions," formally banning localities from arbitrarily widening lockdowns, extending static management, or abusing health codes — an official admission that excessive layering was nationwide practice. It changed little on the ground: Henan's red-code scandal broke the same month, and through the autumn cities still imposed silent-management orders. On October 2022's Foxconn exodus from Zhengzhou (recorded in this page's timeline) and the November 11 "Twenty Measures" — which shortened close-contact quarantine and abolished secondary contacts and medium-risk zones — local enforcement swung back and forth until the December 7 "New Ten Measures" ended zero-COVID in substance. The Ürümqi fire and the Guizhou transfer-bus crash each have their own pages on this site; the White Paper movement that followed the fire is likewise covered separately — this page records only their place in the chain that brought the policy down.
After reopening: the death toll in three layers. Infection after December 7, 2022 was nationwide and fast; China CDC chief epidemiologist Wu Zunyou and colleagues estimated that roughly 80 percent of the population was infected within the following months (an expert estimate, not a count). The death figures must be read in three separate layers, because the methods differ. First, the official hospital count: the China CDC reported 59,938 in-hospital COVID-related deaths between December 8, 2022 and January 12, 2023 — of which 5,503 were deaths from respiratory failure caused by COVID itself and 54,435 deaths from underlying conditions combined with infection. That measure counts hospital deaths only; deaths at home are outside it. Second, the cumulative official notifications: the totals China reported to the World Health Organization stood at roughly 120,000 deaths by mid-2023. Third, excess-mortality research: a study published in JAMA Network Open in 2023, modelling from university obituary data and search-index proxies, estimated about 1.87 million excess deaths among people aged thirty and over in the first two months after reopening; The Economist's model estimated around 1.5 million. "Excess deaths" means total deaths in the period minus the deaths expected in a normal year — it captures direct COVID deaths together with indirect deaths from overwhelmed hospitals and deferred care, and it cannot be compared head-to-head with the "in-hospital COVID-related" count. The gap between roughly 60,000–120,000 and roughly 1.5–1.9 million is a gap of scope and method, not a choice between a true and a false number; this page presents the layers side by side and adopts none as the final figure.
Remembrance and erasure. After reopening, the official narrative turned to "three years of achievement"; discussion of lockdown-era deaths was steered away from public space. Li Wenliang's Weibo page — for years a "wailing wall" where citizens left messages to the reprimanded whistleblower — has been repeatedly restricted and pruned. Fangcang halls and PCR booths were dismantled across the country without any public accounting of their cost, and the fate of the health-code system's accumulated personal data — movement, testing and vaccination records linked to police databases — has never been publicly explained. No memorial to the victims of secondary lockdown disasters has been permitted anywhere in China.
影响Impact
Bankruptcy of "dynamic zero-COVID." Three years of lockdowns never killed the virus; policy U-turned 180°. "Personal command" became a joke.
White Paper movement. The Ürümqi fire ignited nationwide protest (see White Paper page) — the largest street movement since 1989.
Trust collapse. Health codes were abused (e.g., Zhengzhou bank depositors red-coded); "scientific control" yielded to "political control"; public trust hit rock bottom.
