(2022)Guizhou Bus Crash (2022)

At 2:40 AM on September 18, 2022, a bus transporting COVID quarantine transfers from Guiyang overturned on the Sanli Expressway in Qiannan, Guizhou — 27 dead, 20 injured. The official notice deliberately omitted the quarantine context; "We are all on that bus" became the most searing popular metaphor of the zero-COVID era.

Background: transfers for "social zero-COVID"

In September 2022, Guiyang's outbreak turned severe. On September 17, Guizhou reported 700 new infections — the highest in China. On the evening of September 16, Guiyang Party Secretary Hu Zhongxiong demanded "firm confidence and resolve, an all-out assault to secure the social zero-COVID target on schedule — transfer risk personnel immediately upon identification, isolate everyone who should be isolated, clear the daily caseload." At the September 17 press conference, deputy secretary-general Wang Jie announced a "decisive battle for social zero-COVID," with citywide social zero-COVID to be achieved by September 19.

Because Guiyang's requisitioned hotels could no longer hold everyone, the city decided to transfer people to other prefectures — drawing up a dedicated "Work Plan for Large-Scale Intercity Transfer of High-Risk Personnel." The press conference disclosed that 7,396 people had already been transferred out of the city, with 2,900 more in transit — meaning on the night of the crash, nearly three thousand people were still being moved overnight to distant counties.

This campaign-style transfer loaded large numbers of asymptomatic residents — some merely "close contacts of close contacts" — onto buses in the dead of night, bound for unfamiliar counties hundreds of kilometers away. Windows sealed, no bathroom breaks, drivers in hazmat suits driving through the night: every safety consideration was subordinated to the political target of "zero-COVID."

Who decided

The decision chain: the zero-COVID imperative → Guiyang's "social zero by September 19" pledge → the city's mass out-of-town transfer plan for high-risk personnel.

Detailed timeline

Evening of September 17, 8–9 PM: Residents of Xiangyang Dayuan (No. 9 Xiangyang Road, Yuyan District — a 1990s slab-and-tower complex near Chemical Road) watched neighbors in blue hazmat suits, masks on, dragging luggage, gather downstairs and board a bus. Caixin later confirmed most passengers came from this compound. Yunyan is Guiyang's old downtown — dense, with outbreaks scattered across it.

September 18, 0:10 AM: Bus plate 贵A75868 departed Yunyan District. Owned by Guizhou Qianyun Group, it was a requisitioned COVID-transfer vehicle with a 49-person capacity. Forty-seven people were aboard: one driver, one attendant, and 45 "epidemic-related" residents of Yunyan. Destination: a quarantine hotel in Libo County, Qiannan — about 250 km, roughly three hours away.

1:33 AM: A passenger nicknamed Xiaoya sent her friend a final message: "Sat so long my butt's gone numb." Xiaoya had been notified around 8 PM on the 17th; her building had no confirmed cases — "unclear if there were even close contacts; at most secondary contacts." She, her sister and the whole building were taken together. She didn't know the destination at first; the driver wouldn't answer. Only around 11 PM did she learn it was Libo.

2:40 AM: The bus overturned on the Sanli Expressway (Guiyang-to-Libo direction) in Sandu County. The vehicle was severely deformed, its roof completely caved in.

September 18, 1:06 PM: CCTV News posted the crash video on Weibo; the hashtag #贵州高速客车侧翻27人遇难# neared a billion views. The first official notices ran just two or three lines — "bus overturned, 27 dead, 20 injured" — not one word about quarantine transfer.

September 18, 5:42 PM: Caixin published "Guizhou bus overturns at dawn, 27 dead — passengers were epidemic-transfer personnel," the first disclosure that it was a quarantine bus. That evening at 6 PM, the Guizhou Party committee and government finally admitted the vehicle was carrying people for COVID isolation.

Evening of September 18: Vice Mayor Lin Gang briefed the press on the vehicle and bowed in apology on behalf of the city. But the apology was pure officialese: "Only '27 victims' are mentioned. Which 27 people? Their surnames? Their names? Their occupations? Their ages? None of that. Just '27 victims.' The whole script is bureaucratic language, ending with a sorry and a bow." (account by a Guiyang resident)

Why the midnight transfer mattered

The crash's most glaring question was the 2–5 AM "red-eye" driving window. Under Article 38 of the Code of Safety Management for Road Passenger Transportation Enterprises (revised 2018), long-distance buses must stop operating or use relay drivers between 2 and 5 AM. Guizhou was among the strictest provinces in enforcing this — as legal scholar Nie Riming wrote: "Guizhou has been the most strictly governed region for long-distance buses traveling at night, and the question we have to ask is why this strictly enforced policy failed here when it came to transferring people for epidemic reasons."

The answer is simple: COVID control overrode every law. To meet the September 19 "social zero-COVID" deadline, transfers had to run through the night. The driver in a hazmat suit, sealed windows, no bathroom breaks — the COVID rules themselves made driving conditions worse. Fatigued driving, a pre-dawn highway, mountain curves: tragedy was all but inevitable.

The deeper question is whether the transfer itself was justified. People like Xiaoya — "at most a secondary contact" — had entire buildings loaded onto buses. A family of three — parents with a middle-school child — lived by Chemical Road; "the night before, they told their company they were being taken for quarantine." The next day, "confirmed with the government and police: all three gone." Hauling healthy people 250 kilometers in the dead of night was not epidemic control — it was feeding living people into the "zero-COVID" spreadsheet as numbers.

We are all on that bus"

After the crash, "Guizhou highway accident vehicle was a quarantine transfer bus" briefly topped Weibo's trending list — then was suppressed out of the top 50. Furious posts were deleted from WeChat. Netizens invented evasive code: posts avoiding the words "Guizhou," "highway accident," "quarantine transfer," writing instead — "We are all on that bus" — or "We're all on that bus; ours just hasn't flipped yet."

Weibo user @芮芮兜 wrote: "What makes you think you won't be on that midnight bus?" — 250,000 likes before the account was set to private. One reply: "If we don't speak up, any of us could be on that bus."

A Guiyang resident wrote: "When I learned it was a bus transferring people from Guiyang to Libo for quarantine, I couldn't say a word. Twenty-seven people taken for quarantine in the dead of night, just gone — in that instant it felt like random killing, like The Hunger Games… Ordinary people were obedient enough, cooperative enough — what more do you want from us? Disobey and it's a dead end; obey and it's also a dead end."

Chilling, too, was the information control: many people's employers mass-messaged staff forbidding any discussion or sharing of the bus incident. One resident: "Everyone has developed a stress response — even a quarantine-bus crash, no one dares discuss."

The crash came less than a month before the 20th Party Congress (opening October 16). CNN and other international media covered it, questioning whether zero-COVID was "killing instead of saving." But the investigation report — which China's own emergency-response rules require to be published — has never been released.

Official response and accountability

On the evening of September 18, Vice Mayor Lin Gang bowed in apology at the press conference; provincial Party Secretary Chen Yiqin and Governor Li Bingjun issued instructions demanding "all-out treatment of the injured and proper aftermath work." On September 20, the Guiyang Party committee suspended officials from the Yunyan district government, the municipal health commission and the transport commission for inspection; three cadres were removed from their posts. But the formal investigation report has never been published, in violation of the Regulations on Reporting and Investigation of Production Safety Accidents, which require reports on major accidents to be made public.

Notably, officials labeled it the "9·18 major traffic accident" — a mere traffic accident, not an accountability incident caused by COVID policy. That framing dodges the central questions: why were healthy residents bused 250 kilometers in the prohibited 2–5 AM window? Who ordered "transfer immediately upon identification, isolate everyone"? Whose transfer plan ignored traffic-safety law?

Legal scholar Nie Riming's question remains unanswered: "In recent decades, China built a basically sound safety management system; every law and regulation was paid for in blood, written with history's lessons. The Guizhou bus incident is definitely not some simple traffic accident."

Who opposed

1. "We are all on that bus": the phrase swept the Chinese internet — anyone could end up a passenger on a midnight zero-COVID bus. Netizens asked: why transfer at 2:40 AM? Was the driver exhausted? Was the plan safety-assessed?

2. Public fury: 27 lives — the price of the "social zero" vanity project, questioned nationwide. Media pressed on the decision process; official notices stayed vague.

3. Official response: Guizhou set up an investigation team; Yunyan district's party secretary, district chief and others were removed or disciplined. But the "social zero" achievement logic and the midnight-transfer decision mechanism were never fundamentally reexamined.

4. Historical place: the Guizhou bus was among zero-COVID's grimmest episodes; two months later the White Paper Movement ended the policy. The 27 dead were ordinary citizens — killed not by the virus, but by the anti-virus campaign.

影响Impact

"We are all on that bus": the collective metaphor of the zero-COVID era. The phrase transcended Guizhou to become a shared psychological portrait of China in late 2022: anyone could be loaded onto a midnight bus; anyone was "epidemic-related." It turned abstract COVID policy into a horror scenario everyone could inhabit.

A turning point for collateral damage. Before the Guizhou bus, the Lanzhou boy's death and the Hohhot jumper had already sparked fury; the bus crash made "the collateral damage outweighs the virus itself" undeniable. Two months later, the Ürümqi fire (November 24) ignited the White Paper Movement, and zero-COVID ended with the December 7 "New Ten Measures" — the Guizhou bus was a key link in that chain of collapse.

A specimen of law yielding to policy. The 2–5 AM driving ban, the transfer plan, the "social zero-COVID" deadline — when the three collided, the law lost. As Nie Riming wrote: "Every law was paid for in blood" — and Guizhou proved that before a "political task," blood-bought rules can be voided overnight.

Unfinished accountability. Three cadres removed, several suspended — but the decision chain — who set the "September 19 social zero-COVID" deadline, who approved the midnight transfer plan — was never pursued. The investigation report was never published. Twenty-seven lives bought almost nothing beyond deleted Weibo posts.

Guiyang before the crash: two weeks under lockdown

The midnight departure only makes sense against the Guiyang of the preceding two weeks. A new outbreak was reported in early September 2022; mega-compounds such as Huaguoyuan were sealed first, and from September 5 several districts entered “temporary static management” — lockdown in all but name. Food supply failed almost immediately: residents could not buy vegetables, deliveries broke down, and donated produce was filmed rotting by the roadside. After Huaguoyuan residents’ pleas for food trended online, Guiyang’s epidemic-control authorities apologised to the compound’s residents and promised to fix distribution. A provincial capital that could neither feed its locked-down residents nor suppress the outbreak reached for the one lever left: a deadline — “social zero-COVID by September 19” — and, when isolation beds ran out, buses to other prefectures. One comparison drove the public fury. By official figures cited at the time by the Associated Press and others, the whole of Guizhou province, population 38 million, had recorded just two COVID deaths since the pandemic began. In a single night, the transfer operation killed more than thirteen times that number — most of them people who had never tested positive at all.

A list of the punished, and no list of the dead

Accountability after the crash produced one list and withheld another. The list that exists names cadres: on September 19, the Guizhou provincial government announced that three Yunyan district officials — the district Party secretary, the head of the district group responsible for coordinating transfers, and a deputy chief of the district police — had been suspended pending investigation, a step reported by both Caixin and the Associated Press. Nothing followed in public: no final disciplinary outcome for the three men, no word on whether the operator, Guizhou Qianyun Group, faced sanctions, and no disclosure of who approved a transfer plan that put buses on the highway in the prohibited hours. The investigation team’s conclusions, and the formal accident report required by China’s own production-safety regulations, have never been published. The missing list is the victims’. The names, ages and occupations of the 27 dead were never released. Everything known about them comes from journalists’ fragmentary interviews with families and neighbours: mostly ordinary residents of Xiangyang Dayuan in Yunyan district — a family of three with a middle-school child; young people collected within hours of a phone notification; a passenger whose last message, sent at 1:33 a.m., complained she had sat so long her backside had gone numb. In official notices they remain a number: “27 dead.” According to Initium Media and other outlets, transfers out of Guiyang did not even stop after the crash; they were rescheduled to daylight hours with more attendants, and the zero-COVID machine ran on. The date adds a final irony: September 18 is also China’s National Humiliation Day, marking the 1931 Mukden Incident. That day, state media commemorated wartime memory at length while mourning posts for the bus dead were deleted in bulk — one September 18 that must be remembered, and one that must be forgotten.

The information gap extends beyond the dead. After the initial pledge of all-out treatment, officials never systematically reported the condition or recovery of the 20 injured, and the families’ compensation and role in any accountability process were never covered publicly. Under China’s own production-safety regulations, an accident killing 27 people requires a published investigation report: the public is entitled to know why a coach was on the road in the prohibited hours and who approved the plan. Years later, that report still exists in no public channel. Looking back after zero-COVID ended in December 2022, the Guizhou crash is widely regarded as one of the moments that broke public trust in the policy: “we are all on that bus” condensed the era’s verdict — what people feared was not only a virus, but a machine that brooked no questions, counted no costs, and explained itself to no one afterwards.
