(2022)White Paper Movement (2022)
On November 24, 2022, a fire in Ürümqi's Jixiangyuan compound killed 10 (official). Lockdown-blocked fire access and trapped residents detonated public fury. On November 26–27 the White Paper movement erupted nationwide — blank sheets held high, "No to COVID tests, yes to food." The largest street protests since 1989, they ended "dynamic zero-COVID."

Prelude: three years of grievances
The White Paper Movement did not erupt from nowhere. 2022 was zero-COVID's third year — and the year grievances came due. From March to May 2022, Shanghai was sealed for over two months: 25 million people confined at home amid food shortages, patients turned away from hospitals, elderly people dying alone, squalid quarantine camps. On April 22, a six-minute video, Voices of April — nothing but edited recordings of residents' phone calls pleading for help during the lockdown — swept Chinese social media and was deleted nationwide within hours. Netizens relayed it under changed filenames, reversed, embedded in QR codes: the year's first mass rehearsal of memory against censorship.
On October 13, 2022, three days before the CCP's 20th Congress, Peng Lifa hung two banners from Beijing's Sitong Bridge: "No COVID tests, we want food; no Cultural Revolution, we want reform; no lockdowns, we want freedom; no leader, we want votes; no lies, we want dignity; no slavery, we want citizenship" — and named Xi Jinping for removal. He was seized on the spot and has not been seen since (see Sitong Bridge). Six weeks later, Shanghai protesters chanted lines that matched the banners almost word for word — not coincidence, but echo.
On November 1, 2022, a 3-year-old boy in Lanzhou died of gas poisoning after COVID checkpoints delayed his trip to hospital, detonating public anger again. On November 22–23, tens of thousands of Foxconn workers in Zhengzhou broke out of the plant over pay and quarantine conditions and clashed with police, who used tear gas and water cannon — the largest workers' revolt on the movement's eve, its videos seen nationwide. On November 24, a man in Chongqing told his locked-down neighbors: "There is only one disease in this world — being unfree and poor," to cheers; netizens dubbed him "Chongqing Superman Brother." That same night, Ürümqi caught fire. The State Council's "20 optimized measures" of November 11 had already been nullified by local over-enforcement; the public's last trust in "precision prevention" burned away in those November days.
Origin: the November 24 Ürümqi fire
November 24, 2022, 7:49 p.m.: Fire broke out in a high-rise in Ürümqi's Jixiangyuan compound, Tianshan District. Official toll: 10 dead, 9 injured. Ürümqi had been locked down 100+ days.
Lockdown-blame: Viral videos showed fire trucks blocked by lockdown barriers and epidemic wire; residents sealed indoors. Officials claimed "corridors were not blocked," but netizens didn't buy it — a fire on the eve of "reopening" was too "coincidental."
That night Ürümqi residents took to the streets demanding reopening. Videos swept the internet.
Who decided
Xi Jinping was the supreme decision-maker — the author and terminator of zero-COVID.
- Holding the line: Xi styled himself "commander-in-chief" of the "people's war" on the virus. On November 10, 2022, he chaired a Politburo Standing Committee meeting ordering officials to "unswervingly" persist with "dynamic zero-COVID." At the time, Shanghai residents were still being dragged to quarantine camps over a single case in a neighboring building.
- The protests erupted: November 24 Ürümqi fire (10 dead) → November 26–28 protests in at least 31 cities (68+ events) → November 22–23 Foxconn worker protests in Zhengzhou.
- December 1: in a closed-door meeting with European Council President Michel, Xi said the protests reflected the frustrations of "mainly students" and acknowledged the virus had entered a "less lethal phase" — European officials read it as a signal of Beijing's pivot.
- December 7: the State Council's "New Ten Measures" ended zero-COVID overnight. Xi claimed personal "victory." Then: the itinerary code went offline December 13; asymptomatic-case reporting stopped December 14; daily infection totals stopped December 25; international travel restrictions lifted December 26 — ending three years of self-isolation.
- Li Qiang (then Shanghai party chief, premier-designate) set the tone December 25: "the timing is right, conditions are in place," ordering departments to affirm Xi's zero-COVID "great achievements."
- A health official's doubt: NHC senior adviser Zeng Guang said publicly December 16: "Purely from a public-health perspective, we would rather have delayed (the reopening)," urging better elderly vaccination.
- Rewriting history: People's Daily and Xinhua later claimed the reopening decision was made at the November 10 meeting — before the fire and protests. Bitter Winter notes this is false: the November 10 meeting ordered "unswerving" persistence. (Both shown.)
- The cost of reopening: by early May 2023 the government reported only 121,000 COVID deaths — unbelievably low even to its staunchest statisticians; fever medicine sold out in hours, hospitals overflowed, hearses queued outside Beijing crematoriums. Bitter Winter estimated ~2 million actual deaths (that outlet's estimate, unverified).
Detailed timeline: three days sweeping China
November 25: Ürümqi announced "phased reopening." But fury was lit; Nanjing Media College students held white papers in mourning — the "white paper" symbol's birth.
November 26: Shanghai's Ürümqi Road. Hundreds gathered with white papers, chanting "No to COVID tests, yes to food; no to lockdowns, yes to freedom," "Xi Jinping step down," "CCP step down" — the first open "Xi step down" chants since 1989.
November 27: Beijing's Liangma Bridge and Chaoyang Park; Guangzhou's Haizhu; Chengdu, Wuhan, Nanjing, Hangzhou — protests in cities and campuses nationwide. Tsinghua students held white papers chanting "democracy, rule of law, freedom of expression."
November 28: Mass police deployment. Shanghai's Ürümqi Road sealed; phones searched, people taken. Journalists and protesters detained.
November 29: No direct official response, but cities began "optimizing" controls: Guangzhou, Chongqing, Zhengzhou reopened districts.
December 7: The "New Ten Measures" effectively ended "dynamic zero-COVID."
On the ground: cities, slogans, details
Shanghai, night of November 26–27: around Ürümqi Road and Wuyuan Road, hundreds to over a thousand residents lit candles and laid flowers for the fire victims. When police knocked over candles, seized flowers and tore up blank sheets, the crowd answered with "No COVID tests, we want food," "Lift the lockdown," "Xi Jinping step down," "CCP step down." In the early hours police sealed intersections and searched pedestrians' phones; several people were taken on the spot. BBC journalist Ed Lawrence was wrestled to the ground, beaten and held for hours while reporting; the BBC protested publicly, while Shanghai authorities said he had been removed for not showing press credentials and later released.
Beijing, night of November 27: thousands lined both banks of the Liangma River from Yansha Bridge to Liangmaqiao, holding blank sheets and chanting "Lift the lockdown," "No more tests," "Freedom of speech." Plainclothes officers filmed the crowd; the standoff lasted past midnight before police cleared the area without mass arrests. The same day, students marched on campuses across Haidian; at Peking University, students protested a quarantine wall the university had erected overnight in the dormitory area — after the protest, it was dismantled overnight.
Guangzhou, November 14 and 29: in Haizhu District's Kangle and Lujiang neighborhoods, residents — many of them garment workers — repeatedly broke through lockdown fencing from mid-November; on the night of the 29th, crowds again filled the streets near Haizhu Square, facing off with police and demanding reopening.
Chengdu, night of November 27: thousands gathered along Wangping Street's riverbanks, lighting candles and chanting "No lifelong rule," "Press freedom," "Free speech" — "no lifelong rule" marking the slogans' further politicization. About 50 people were taken to Longquanyi police station that night (see "Who executed").
Wuhan, November 27: thousands marched around Hanzheng Street and Jiefang Avenue demanding reopening and compensation for lockdown losses, cheered and honked on by residents. Nanjing, November 26: Communication University of China, Nanjing students were the first to raise blank paper; Nanjing University, Nanjing Forestry University and others followed. Campuses in total: by foreign-media and civil counts, at least 50 universities saw blank-paper protests, posters or vigils within three days, with broader counts exceeding 100 — at Tsinghua on November 27, hundreds of students held blank sheets outside the Zijingyuan canteen while a young woman stood before the crowd holding a single sheet, and the university broadcast dispersal appeals on loop.
Other cities: Xi'an, Lanzhou, Kunming, Fuzhou, Shenzhen, Jinan, Changsha and Harbin all saw protests or vigils of varying size on November 27–28. Freedom House's China Dissent Monitor recorded more protests in November 2022 alone than in the previous several months combined, with the November 26–28 white-paper protests spanning at least 31 cities.
The white paper: silent outcry
Holding blank paper means "nothing to say" — under censorship, not even slogans can be written; only a blank sheet remains. A Soviet-style protest replayed, and the sharpest satire of censorship.
The movement also coined "A4 Revolution." Overseas Chinese held white papers in Toronto, New York, London in solidarity.
Crackdown and aftermath
Arrests: Multiple protesters taken. Li Kangmeng (Guangzhou), Qin Ziyi (Beijing) and others criminally detained (charges and sentences per public verdicts only; nothing unverified asserted).
Retribution: In 2023 participants were pursued for "picking quarrels" and other charges; phone location and facial recognition tracked them.
Censorship: "White paper," "A4," "Ürümqi Road" became sensitive terms. Shanghai's Ürümqi Road sign was briefly removed.

Execution chain: the center (Xi set the tone) → local police (on-site arrests + settling accounts afterward) → detention centers/prisons → state security (summonses, phone searches, collective punishment).
No on-site commanding officer is named in public records — stated plainly, not invented.
- On the night: police dragged large numbers of protesters into vans; CHRD noted police showed "some restraint," with limited on-the-spot detentions.
- "Settling accounts afterward": police used street surveillance footage and interrogation-derived information for mass arrests. A released Shanghai detainee told the Washington Post: "Only standing allowed, no talking. No sleep — if you dozed off they'd bang on the door to wake you."
- Companion measures: tightened online censorship; roads blocked by security; door-to-door checks; pedestrians' phones searched for protest content; continued protesters arrested.
- Chen Pinlin (named): 33, a documentary filmmaker ("Plato") who shot and edited the 77-minute Ürümqi Road from phone footage of the Shanghai protests and deleted videos; uploaded to YouTube in early December 2023, the account deleted within a week. Taken by Shanghai police November 29, 2023; formally arrested January 5, 2024 for "picking quarrels." In January 2025, Shanghai Baoshan Court tried him behind closed doors and sentenced him to 3 years 6 months; he pleaded guilty and said he'd appeal. (Reuters, January 7, 2025; RSF condemned and called for release.)
- The four Beijing women (named): editor Cao Zhixin (26), writer Li Siqi, accountant Li Yuanjing, teacher Zhai Dengrui. They joined the November 27 Liangmaqiao vigil; summoned 24 hours November 30 then released; friends went missing one by one from December 18; Cao pre-recorded a plea ("If you're seeing this video, I've been taken by police"); taken December 24; formally arrested January 19, 2023 for "picking quarrels" (up to 5 years), held at Chaoyang detention center. On March 8, 2023 (International Women's Day), 25 organizations jointly called for release. Released on bail April 20, 2023 (nearly four months detained).
- Missing from Ürümqi Road, Shanghai (named): Li Yi, Chen Jialin — HRW's January 2023 report said whereabouts unknown; Reuters couldn't independently verify.
- Other named cases recorded by CHRD: Chuanchuan (shoved into a van on Huaihai Road November 27, with a dozen+ protesters); Jin Jiawei (taken on Ürümqi Road November 27 night); a suspected Uyghur man on Wangping Street, Chengdu (taken 10 PM November 27, whereabouts unknown); ~50 people on Wangping Street (sent to Longquanyi station 9 PM November 27, still missing 30+ hours later); Lin Duidui (missing in Shanghai the night of November 28/29 — police came to search her phone while she was on the phone with a journalist); Jing Xueqin ("Li Xiaoxiao," taken in Wuhan 11:30 PM November 28, last heard at Changfeng station, Qiaokou); Li Kangmeng (missing near Nanjing West Road, Shanghai, November 30); Xia Chaocuan (taken December 5 for tweeting about abuse of protesters at a Shanghai station, later released); Qin Chao (taken on Ürümqi Road 10 PM November 27). (All individual records; some follow-up statuses unverified.)
- Journalists: RSF condemned Beijing's arrest of four journalists — Li Siqi, Wang Xue, Yang Liu, Qin Ziyi — on "picking quarrels" and "gathering crowds to disrupt public order" (the latter up to life).
- Overall scale: CHRD's November 2025 third-anniversary report — over 100 known arrests from November 2022; but the total remains unknown, many missing. Activists estimated 100+ (February 2023); media verified 12 Beijing names, at least 5 bailed.
Special cases: Kamile Wayit (young Uyghur student, 3 years for "promoting extremism" for sharing protest videos online); Yashar Shohret (3 years for "promoting extremism"); Zeng Yuxuan (enforced disappearance after "inciting subversion" charges); Wu Yanan (Nankai associate professor, taken under the pretext of a COVID test after publicly supporting protesters, sent to a psychiatric hospital, no news since — unverified).
Impact: the end of zero-COVID
180° policy U-turn. Ten days after the movement, the "New Ten Measures" ended "dynamic zero-COVID" in substance — the first time since 1989 that street protest directly changed a national policy.
"The people's" verdict. Never admitted officially, but the timing speaks; the public widely credits the movement with forcing reopening.
Cost: The post-reopening tsunami brought an estimated 1M+ excess deaths December 2022–January 2023 (unverified). The "long pain vs. short pain" debate rages on.
The death toll after reopening (figures side by side): Officially, the National Health Commission reported roughly 121,000 COVID deaths by early May 2023 — counting only deaths inside medical institutions, excluding those who died at home. Academically, a 2023 study in JAMA Network Open, based on nationally sampled data, estimated about 1.87 million excess deaths among people aged 30 and over in December 2022–January 2023 alone; The Economist's model put total excess deaths between 1.3 and 2.1 million. The gap is methodological: officials counted "confirmed, in-hospital" deaths, while excess-mortality studies count all deaths above the expected baseline. This page presents both without a verdict; what is certain is that the authorities never gave the public a full accounting of the dead, before or after reopening.
Who opposed
1. The protesters themselves (by city):
- Shanghai (November 26 night): a candlelight vigil on Ürümqi Road became a protest. Slogans captured in Chen Pinlin's film: "End the lockdowns," "We want elections," "Xi Jinping step down," "No Communist Party," "No dictatorship, we want democracy," "We want human rights," "Press freedom," "Vindicate June 4," "Free speech." The blank paper became the banner — "everything we can't normally say" under censorship.
- Beijing (November 27): the Liangmaqiao vigil became a protest.
- Chengdu (November 27): Wangping Street protest; ~50 taken to Longquanyi station.
- Wuhan, Hangzhou, Nanjing and many universities: Nanjing Media College responded first (mourning the Ürümqi dead, students holding blank paper).
- Prelude: October 13 — Peng Lifa's Sitong Bridge protest ("No COVID tests, we want food; no lockdowns, we want freedom," criticizing Xi) — detained, never seen publicly since; November 22–23 Foxconn worker protests in Zhengzhou.
- The symbol: the internationally recognized censorship metaphor — holding up wordless paper to say "we have something to say but aren't allowed."
2. International solidarity:
- Solidarity protests in Melbourne, New York, Tokyo and beyond, often on campuses; many participants (including Chinese students) masked, knowing authorities might identify them. Even in democracies, Chinese citizens feared punishment on return and retaliation against families.
- November 23, 2024: a second-anniversary candlelight vigil at St Mary-At-Hill, London ("China Deviants"), displaying a replica "Ürümqi Road" sign and reading anonymous messages from people in China too afraid to attend.
3. The direct consequence: zero-COVID ended overnight on December 7. Analysis holds the November 25–27 demonstrations "played a small but important role" — removing "hard lockdown" from the policy toolkit; the authorities might have waited out the winter, but the situation no longer allowed it. Reuters sources said the protests accelerated the end.
The White Paper Movement was China's largest nationwide protest since 1989 and the first open challenge of Xi's rule since 2012. Its "opposition" had three layers: (a) spontaneous cross-city protests starting from mourning (31 cities, 68+ events); (b) the blank paper itself — a wordless indictment of censorship; (c) the diaspora's solidarity and memory-keeping (films, anniversaries). The crackdown's signature was "settling accounts afterward" — restraint on the night, arrests from surveillance footage later; the total detained remains unknown. Chen Pinlin's 3.5-year sentence (January 2025) is the heaviest known White Paper sentence.
Images and memory: from "Voices of April" to "Ürümqi Road"
One of the movement's most important legacies is its images. The protests lasted three days; the race between their documentation and censorship has never stopped.
Voices of April (April 2022) was where the race began: a black-screen video with no pictures at all, carried by audio recordings and subtitles, which swept the Chinese internet and was wiped within hours. It proved something — in the China of 2022, memory itself was a form of resistance. The relay reposts, reversed uploads, and files hidden in stickers and QR codes that netizens invented then became the rehearsal for how White Paper footage would spread.
"Teacher Li Is Not Your Teacher": during the three days, this Twitter (X) account became the hub between inside and outside China, aggregating, checking and publishing protest videos from across the country; its following exploded from tens of thousands to over a million within days. Deletion inside the wall could not keep pace with archiving outside it — a large body of on-the-ground footage survived on overseas servers, forming the movement's most complete raw visual archive.
Ürümqi Road (2023): director Chen Pinlin edited phone footage of the Shanghai protests and masses of already-deleted videos into a 77-minute documentary (see "Who executed"). Uploaded to YouTube in early December 2023, the account was banned within a week; Chen was arrested and, in January 2025, sentenced to 3 years and 6 months for "picking quarrels." A documentary and a director's prison term are the official price tag on memory: the act of recording is itself the crime.
Anniversaries and erasure: in November 2023 and November 2024, on the movement's anniversaries, heavy police patrols guarded Shanghai's Ürümqi Road and passers-by were stopped and checked; on domestic social media, "white paper," "A4," "November 27" remain throttled and filtered terms. Meanwhile the annual vigils in London, New York, Toronto, Sydney and Tokyo have never missed a year (see "Who opposed"). The same memory, erased inside the wall and preserved outside it — which is why this page exists: to pin the facts down by time, place, person and source, and make deletion fail.
