The Foxconn Workers' Long Walk Home

October–November 2022

Background: a city within a city: Foxconn's Zhengzhou Science Park, in the Zhengzhou Airport Economy Zone, is the largest iPhone assembly base in the world. According to the Associated Press (October 31, 2022), the site can accommodate up to 350,000 people, and Foxconn put its workforce at about 200,000; more than 90 assembly lines there build mainly the iPhone 14 series. Most of those who work on them are young people from villages and small towns across Henan, with many from other provinces as well. Labor media such as Gonglao Xiaobao (Workers' Post) record that an ordinary worker's monthly pay typically runs 3,000 to 4,000 yuan, held together by peak-season overtime and attendance bonuses. Dormitories, canteens and workshops merge into a single compound, and workers' lives unfold entirely inside it — an arrangement called "efficiency" in normal times. In October 2022 it became something else: a gate that, once closed, could not be opened from inside.

Zhengzhou, autumn 2022: 2022 was the third year of "dynamic zero-COVID." Zhengzhou locked down again and again that year; from October, controls tightened once more, district after district was sealed, and checkpoints layered the roads between cities. For Foxconn, October carried a second pressure: the iPhone 14 series had just launched, and the year's shipping peak was at its most demanding. The Associated Press, citing the labor group China Labor Watch, reported that Foxconn was under pressure from Apple to sustain output through the peak season. The lines could not stop, so the people could not leave — and it was in this setting that "closed-loop management" began.

The closed loop: 200,000 people sealed in a "bubble": According to the timelines of Taiwan's CommonWealth Magazine (English edition) and Caixin Global, scattered infections were already being reported inside the plant when, on October 13, 2022, Foxconn began closed-loop management and required workers living outside to move into on-site dormitories; the grassroots labor outlet Gonglao Xiaobao dates the start to October 14 (the two dates coexist in the record, and this site records both). A "closed loop" meant workers lived, ate and worked inside the plant, physically cut off from the outside. The company's internal plan stated its aim bluntly: cut the chains of transmission and achieve "complete, absolute closed-loop management." Accompanying measures included N95 masks at all times, daily PCR tests, fixed commuting routes and the closure of some gates. Canteen dining was then suspended and workers carried meals back to their dormitories — though sources differ on exactly when dining stopped: Gonglao Xiaobao says the canteens closed right after the loop began; an official WeChat notice quoted by media said dine-in was banned campus-wide; and workers told China News Weekly that on October 19, after abnormal test results, every canteen in the plant stopped dine-in service.

Disorder in the bubble (I): the quarantine sites: The loop did not stop the virus. Inside the plant and the dormitories, positive cases multiplied. The Associated Press reported on October 31, 2022, citing China Labor Watch, that infected workers were quarantined in sites including unfinished apartment blocks near the plant. A special issue of Gonglao Xiaobao (October 31, 2022) recorded the details of one requisitioned, unfinished housing block used as a quarantine site: there were no proper beds, only flimsy camp cots, and many people slept on the floor for fear of falling; windows and balconies had been screwed shut; night temperatures in Zhengzhou fell below 10 degrees Celsius, and the sick simply had to endure; communications infrastructure around the site was incomplete, and phones and internet often failed. The same issue recorded that many confirmed workers had no medicine and no doctor to contact, and that drugs ordered through the company's channel had to be paid for by the workers themselves and often arrived more than a day late. These are records left by people inside, published through labor media, and this site labels them as such.

Disorder in the bubble (II): food, garbage, no one in charge: The disorder quickly spread to every part of daily life. CommonWealth Magazine recorded that boxed meals in quarantine were going bad and garbage was not being picked up. Gonglao Xiaobao quoted a worker under a pseudonym saying the boxed meals handed out on normal shifts contained undercooked rice and spoiled food, and that anyone who had not tested positive had to report for work or be marked absent and go without food. China News Weekly, citing several employees, reported that household and medical waste in the dormitories went uncollected, and that someone in a work chat offered 300 to 500 yuan a day to hire garbage cleaners — and no one took the job: in an infected plant, even cleaners could not be recruited. The Associated Press quoted one interviewed worker summing up the feeling of those days: "At the start of the outbreak, no one took care of the infected workers. There was no food and no medicine." The sentence is one worker's account, labeled here as such; but it is corroborated by what happened next — when official channels stopped answering, the workers answered in their own way.

October 26: a denial: While the workers endured inside the bubble, the company's public line told a different story. At noon on October 26, Foxconn issued a statement calling the online claim that "about 20,000 people in the Zhengzhou park have been confirmed infected" "seriously false information," and said production and operations in the park were relatively stable; the same day, Foxconn also assured capital markets that its fourth-quarter outlook was unchanged. At the same time, from October 26 the plant raised attendance subsidies and created full-attendance bonuses — bonuses to hold the workers, a denial to hold the market. Gonglao Xiaobao commented that the response "was not meant for the workers' ears"; that remark comes from a grassroots labor outlet, and this site records it as commentary, not fact. The factual part speaks plainly enough: over the next three days, the answer the workers were waiting for never came. What came was the virus, spreading further through the dormitories.

Over the fences, onto the roads: The turning point came on the night of October 28. Gonglao Xiaobao's special issue recorded the experience of a worker under the pseudonym Li Cheng: at about 9 p.m. on October 28, he climbed over a corrugated-iron wall and made his way past fields and grave mounds toward his hometown, Tongxu in Kaifeng. At first the departures were individual and scattered — over walls, across fields, around checkpoints. By October 29 the trickle had become an open exodus: large numbers of workers left the plant dragging suitcases and carrying bundles, and videos of them walking home along expressways and national roads flooded WeChat, Weibo and Douyin that day. China News Weekly recorded another pseudonymous worker, Li Yan, who, after ten days of quarantine with her roommates, received a text ordering her back to work and decided that night to leave, walking nearly three hours and covering less than twenty kilometers. That night, the shoulders of the expressways carried not one or two people but a column with no name and no number. The authorities have never published a count of those who left in those days (see "A Fog of Numbers" below), and any version that offers a precise figure is not an official one.

Help at the roadside: Another scene along the expressways was recorded by international media. Associated Press reports on both October 30 and 31 noted that villagers near the plant set out food and drinking water by the roadside for the workers walking home. Gonglao Xiaobao recorded that some workers' hometowns sent vehicles to fetch them, and others were picked up near the airport zone by family members who drove out. On October 29 and 30, local governments across Henan successively issued open letters or notices: their message was not to order the workers back to their jobs, but to require those returning home to report to their hometowns in advance and undergo quarantine on arrival; some places promised to organize vehicles to receive them. It should be stated plainly that this site could not verify, from the reporting it relies on, the specific list of counties and cities that issued letters — the lists circulating online do not agree with one another, and this site does not adopt them (see the verification notes). The world's largest factory had locked its gates; the villages and townships outside opened the road. It is the most widely retold scene of the exodus — and the one confirmed by the most independent sources.

October 30: the four-point statement and the work teams: On October 30, the situation reversed within a single day. That morning, Henan provincial departments met with the Zhengzhou Airport Economy Zone to study a response; in the afternoon, local authorities sent work teams into Foxconn (Gonglao Xiaobao, special issue). The same day, Foxconn issued a statement — described both in a Borderless Movement retrospective and in Taiwan Central News Agency coverage as a "four-point statement"; according to CNA's October 31 account of the Hon Hai statement, its contents can be summarized in four points (organized by the editor from CNA's summary; not the official itemized text): caring for employees is the first priority, with closed-loop and point-to-point commuting and daily testing under local guidance; free meals for workers in the park and a 24-hour hotline for their needs; as the outbreak gradually improves, every effort will be made to guarantee supplies and daily necessities; and from October 30, vehicles will be arranged to take workers first to quarantine sites and then home. The Associated Press reported the same day that Foxconn also promised employees that those willing to stay would have their safety, lawful rights and income protected. On October 31, the airport zone's epidemic command announced that Foxconn was required to restore production and daily life in an orderly way, and that provincial, municipal and district work teams had been dispatched to the park. From the afternoon of October 30, bus stops were set up at the dormitory areas and workers were taken home in organized "point-to-point" vehicles; canteen dining also gradually resumed between October 29 and November 1. Three days earlier these same people had been climbing over walls; three days later they were riding government-organized buses. The only difference was that the matter had grown too large to contain.

A fog of numbers: How many people actually left in this exodus? This site must answer that question head-on — and honestly: the authorities never published a figure for departures. The Associated Press reported on October 31 that estimates by employees and on social media put the number who left at "up to half" — an unverified estimate, recorded here as existing, not as established. CommonWealth Magazine recorded a different rumored figure: that only about 120,000 remained at the plant. Infection figures polarized the same way: the online claim of "20,000 confirmed cases" was denounced by Foxconn as seriously false, while CommonWealth quoted a person familiar with Hon Hai as saying about 2,000 were infected and 80,000 close contacts needed quarantine — a single source, uncorroborated elsewhere. Even the plant's scale comes in two versions: the Associated Press said the site could accommodate up to 350,000 people (October 30, 2022), while Foxconn put its workforce at about 200,000 (Associated Press, October 31). This site's position is simple: what can be verified is written with its source; what cannot is marked unverified; and where no official number exists, we say so. A factory of 200,000 people, and a body of them walked away — how many is in that "body" has never been answered, and the absence of an answer is itself part of this record.

The cost: iPhones and a lowered outlook: As images of workers walking home circled the world, the bill arrived on the production lines. Reuters, as relayed by PYMNTS and others, quoted a source saying iPhone output at the Zhengzhou plant could fall by as much as 30 percent in November. On November 6, 2022, Apple issued a rare statement: the Zhengzhou plant, its principal assembly site for the iPhone 14 Pro and Pro Max, was "operating at significantly reduced capacity," shipments would be lower than previously expected, and customers would wait longer. Foxconn promptly lowered its fourth-quarter outlook. TF International analyst Ming-Chi Kuo estimated that more than 10 percent of global iPhone capacity was affected — an analyst's estimate, labeled here as such. Barely a week earlier, Foxconn had told capital markets its outlook was unchanged. What the workers' footsteps rewrote was that outlook.

Those who stayed, and the rising bonuses: For those who stayed or returned, the price began to climb. According to Reuters, relaying a Foxconn official WeChat announcement via CommonWealth Magazine, from November 1 the daily attendance bonus rose from 100 yuan to 400 yuan — a fourfold increase; those who worked 25 or more days in November could receive bonuses of up to 5,000 yuan, and the fully attending could earn more than 15,000 yuan in bonuses that month. An ordinary worker's monthly wage, it should be remembered, was typically only 3,000 to 4,000 yuan. In late October, the full-attendance award had topped out at 1,500 yuan (see above). Within days, the bonus had multiplied tenfold. That was not an improvement in welfare; it was a price quote on a hole in the workforce — to know how many had left, one need only look at what the company would pay to replace them. Only the exact size of that hole was a figure the authorities never published.

The state becomes a recruiter: The hole grew so large that the government itself stepped in. In mid-November, Reuters reported that authorities in Jiyuan, Kaifeng and elsewhere in Henan were calling on retired soldiers and government workers to take shifts at the Zhengzhou plant, keeping their original salaries while also drawing factory pay and bonuses (Reuters, November 17, 2022). The New York Times reported that local governments set recruitment quotas for Foxconn, posting recruitment notices on government-run social media pages; some villages were reportedly asked to supply at least one person, and village cadres promised additional subsidies to those who returned. Foxconn said it was cooperating with local governments to recruit. It was through this province-wide mobilization that, in late November, Foxconn received a large cohort of newly hired workers — and the next storm began with exactly these newcomers.

November 22–23: the second wave: In late November, the newly hired workers arrived — and found that the accounts promised in recruitment did not add up. According to recruitment pay documents seen by CNN, workers had been promised a bonus of 3,000 yuan after 30 days of work and another 3,000 yuan after 60 days; after arriving, they were told the first payment would not come until March 15, 2023, and the second not until May 2023 — meaning they first had to work through the 2023 Lunar New Year holiday period. The South China Morning Post's version differed slightly: the retention payment's deadline moved from February 15 to March 15, 2023. The two versions point to the same fact — payday had been pushed back by more than a month (this site records both, and does not merge them into one). The Associated Press quoted a 28-year-old worker, Li Sanshan, who said he had quit his restaurant job because recruitment advertising had promised 25,000 yuan for two months' work, only to be told on arrival that he would have to work two additional months at lower pay to receive it, and that those who had come from all over felt they had been played for fools. That is one worker's account as quoted by the AP, and this site labels it as such. On the night of November 22, the grievances erupted in the dormitory areas.

Two days of clashes: On the night of November 22 and through November 23, protest escalated into clashes. There is no official figure for participation: the reports of Reuters, the BBC and CNN all said hundreds of workers, while the Associated Press, describing video footage, said thousands — this site records both: hundreds to thousands of workers took to the plant's roads, chanting slogans including "Give us our pay" and "Defend our rights" (Reuters, BBC, CNN, November 23–24, 2022). In the footage, rows of personnel in white hazmat suits held riot shields; the Associated Press reported that law-enforcement personnel in protective suits kicked and beat protesters with batons and metal poles, and that protesters sprayed fire extinguishers toward police (AP, November 23, 2022). Reuters described other footage showing tear gas being deployed and workers pulling down quarantine fencing, and said surveillance cameras and windows were smashed (Reuters, November 23, 2022); Reuters also cautioned that the livestreamed videos could not be immediately verified. The AP reported that workers were beaten and detained: in the footage, one man's head was struck with a pole, and another was led away with his arms pinned behind his back. How many were taken away, how many were injured in total, and what happened to them afterward were never announced by Foxconn or Zhengzhou authorities, and no reliable follow-up reporting could be found within the scope of this site's search — the record can only go this far. At the same time, workers accused the company of housing new arrivals in the same dormitories as veteran workers who had tested positive, and of failing to provide food in quarantine; Foxconn's November 23 statement called the mixed-housing claim "untrue," saying dormitories had been disinfected and passed government inspection before new workers moved in. Accusation and denial are both recorded here, without adjudication.

From denial to apology: The company's response came in two stages. On November 23, Foxconn stated that work subsidies "had always been fulfilled based on contractual obligation," and denied that positive workers were housed with new employees. One day later, the line reversed completely: on November 24, Foxconn apologized, saying an investigation had found a "technical error" in the onboarding process, apologizing for an input error in the computer system, and guaranteeing that actual pay would match what had been agreed and what official recruitment posters said (Reuters, AP and BBC, November 24, 2022); Reuters called it an about-face from the previous day's claim. With the apology came an exit payment: according to a Foxconn human-resources text message seen by CNN (sent November 23), workers who agreed to resign and leave would receive 8,000 yuan first and a further 2,000 yuan on boarding the departure buses — 10,000 yuan in total; the BBC quoted a worker on the 24th saying he had already received the 8,000 yuan. Apple said its team was on site at the Zhengzhou plant, working with Foxconn to ensure workers' concerns were addressed. In the October exodus, it had taken the company three days to organize buses; in November's clashes, it moved within a day from denial to apology plus payment. Between the two crises, what changed was not the principle — it was the arithmetic of cost.

Dispersal and recovery: On the evening of the 23rd, after the exit-payment offer went out, the protests largely dispersed, though smaller protests continued on the 24th. On November 25, Reuters quoted a person with knowledge of Foxconn's position as saying that more than 20,000 employees had left, most of them newly hired workers who had not yet joined production lines; Foxconn declined to comment. The distinction must be kept clear: these 20,000 were departing new hires, not a count of protesters, and the two figures must not be merged. Production then gradually recovered: Henan official media reported that by December 30 the Zhengzhou plant's capacity had recovered to 90 percent, with about 200,000 people on site (relayed by Bloomberg); on January 5, 2023, Foxconn said December production at the plant had "basically returned to normal." What later became of those who had been taken away, neither the authorities nor the company ever said; and most of those who walked home left no names behind — only images: expressways, suitcases, and rows of food and water by the roadside.

Censorship, narrative, and the surviving record: In China's domestic public record, this episode has remained incomplete. Posts exposing workers' conditions briefly reached trending lists before being throttled (Gonglao Xiaobao's special issue recorded that an October 25 post about dormitory garbage trended and was then suppressed). Official and company notices spoke of production recovery and epidemic order, not of why the workers had walked. Among domestic media, China News Weekly's investigative reporting preserved comparatively more on-the-ground detail; many other details — the unfinished quarantine blocks, the hour of the fence-climbing, the drinking water by the roadside — survived only through workers' phones and the compilations of grassroots labor media. International outlets (the Associated Press, Reuters, the BBC and others) reported extensively on October 29–30, and BBC journalist Stephen McDonell posted scene footage continuously on social media at the time. In writing this entry, this site has used only the footage and accounts those reports actually cited; the limits of verification for circulating videos are addressed in the notes below.

Site commentary: The October 2022 exodus had no organizers, no program, and not a single banner. What the workers wanted was modest to the point of humility: if I test positive, let someone care for me; when I eat, let there be food; and if I truly cannot stay, let me go home. It was precisely because demands like these were met with a printed denial that people climbed fences and took to the roads. Dozens of kilometers of expressway were their petition; the villagers who laid out water and food by the roadside signed their names along its margins. November's second wave taught the same lesson again: people are not numbers on a recruitment poster, and a promised account must be settled at the promised figure. Most entries in this section have leaders and manifestos; this one has neither. It belongs to 200,000 unnamed workers, and to the most ordinary kind of resistance in China — no slogans shouted, only feet set toward home. And what it changed was not small: one giant's quarterly outlook, an industry's global production schedule, and everything anyone would remember afterward about the words "closed loop."

(1) The closed loop's start date is given as October 13 (CommonWealth Magazine, Caixin Global) and as October 14 (Gonglao Xiaobao; a worker's post cited by CNA); the text records both. (2) The timing of the canteen dining suspension likewise has three versions, each labeled with its source in the text. (3) The four points of the "four-point statement" were organized by this site from CNA's summary; they are not Foxconn's official itemized text. (4) Departure numbers were never officially published: the Associated Press's "up to half" is an estimate by employees and social media, and CommonWealth's "only about 120,000 remained" is a rumored figure; neither is verified as a settled number. (5) Infection figures: the online claim of "20,000 cases" was denied by the company; CommonWealth's single-source account of about 2,000 infections and 80,000 close contacts has no second-source corroboration; this site adopts neither as a settled figure. (6) The date of the November apology: Reuters, AP and BBC same-day reporting consistently gives November 24; some secondary roundups give November 25; this site follows November 24. (7) In the second wave, the claims that new workers were housed with positive veteran workers and denied food in quarantine are worker accusations; Foxconn publicly denied the mixed-housing claim; the text presents both sides. (8) The number of people taken away in the clashes, the total number of injured, and their subsequent treatment have no official notice and no reliable follow-up reporting; this site offers no speculation. (9) Lurid claims circulating online involving deaths, including alleged ways of disposing of bodies, were checked and have no reliable source; this site does not use them. In the second wave, claims of deaths and of police gunfire likewise lack mainstream-source confirmation, and "water cannon" appears only in Radio Free Asia's reporting; none is written as fact. (10) The limits of video verification: Reuters noted that livestreamed videos could not be immediately verified, and AP noted that not all circulating footage could be verified; this site uses only footage and accounts the wire services actually cited. Latest status: at this site's last check (2026), the plant remains a principal iPhone assembly base, and no comparably large public protest there has been publicly reported since; the subsequent circumstances of the workers who walked home in 2022 and of those taken away in the clashes have no public record, and this site records that plainly as no record.
