Wei Jingsheng

(1950–)Wei Jingsheng (1950–)

Political prisoner

Born May 20, 1950 in Beijing to Communist cadre parents. Sent to a Yunnan farm in 1969; returned to Beijing as an electrician in 1973. Became the most outspoken independent political writer of the Xidan Democracy Wall in late 1978.

Key sentences: October 16, 1979 — 15 years for "counterrevolution"; December 13, 1995 — 14 years for "conspiring to subvert the government." 18 years total in Chinese prisons.

(1950–1978)1. Early Years: A Cadre's Son, a Red Guard, and the Yunnan Years (1950–1978)

Wei Jingsheng was born in Beijing on 20 May 1950, the eldest son of two Communist Party cadres, and grew up inside the world of cadre families. When the Cultural Revolution erupted in 1966 he was sixteen, a student at the high school affiliated with Renmin University, and for a time he joined the Red Guards — an episode he later made part of his own account of himself: it was amid the fervor and brutality of the Cultural Revolution, he said, that he began to doubt the ideology that demanded absolute obedience. In 1969 he left Beijing — biographies differ slightly on the details (this page follows his archive card: farm work with a Yunnan production and construction corps) — and spent four years on the frontier. In 1973 he returned to Beijing and worked as an electrician at the Beijing Zoo, a job with nothing to do with politics, which he held until his arrest in 1979.

This background matters for understanding Wei: he was not a theorist formed in academia but an electrician; his political language came not from the study but from firsthand experience of the Cultural Revolution, the corps and the factory floor. Nor was he an outsider to the system — a cadre family upbringing made him fluent in its language and logic. In 1978, when Deng Xiaoping raised the banner of the 'Four Modernizations' — agriculture, industry, national defense, and science and technology — the 28-year-old Wei drew the opposite conclusion from the official one: without democracy, the other four modernizations were empty words. He would spend one essay, and most of his life, standing behind that conclusion.

2. 5 December 1978: 'The Fifth Modernization' and the Xidan Democracy Wall

In the autumn and winter of 1978, a stretch of wall at Xidan in Beijing became a political spectacle: returned youth, workers and students covered it with big-character posters demanding redress of unjust cases, criticizing bureaucracy and debating democracy. It became known as the Xidan Democracy Wall. At first the authorities tolerated, even used, the wall — Deng Xiaoping needed it as a public-opinion instrument in intra-Party struggle and ideological emancipation. But the tolerance had a boundary, and Wei Jingsheng was the first to cross it.

On 5 December 1978, Wei posted his long essay 'The Fifth Modernization: Democracy and Other Matters' on the Democracy Wall. Its core argument was starkly simple: Deng's Four Modernizations omitted the one that mattered most — democracy; democracy was not a decoration to be added after the other four but their precondition; without it, 'modernization' was merely autocracy under a new name. He wrote bluntly that he would no longer trust any dictator, and named Deng Xiaoping himself as heading toward dictatorship. The essay was copied, printed and circulated nationwide, then carried abroad by foreign journalists, and is widely regarded as the programmatic document of the Democracy Wall movement. He went on to co-found the independent journal Exploration (Tansuo), publishing political commentary, attacking the authoritarian system and speaking up for suppressed Democracy Wall participants.

The Democracy Wall lasted less than two years. In that brief window, Chinese society publicly debated, for the first time since 1949, whether democracy was a necessity. Wei's distinction is timing: he said it when Deng's reforms had just begun and Deng's prestige stood at its height — and Wei was only a zoo electrician. From the moment that poster went up, his fate was effectively written: the authorities could tolerate a wall criticizing the past, but not an essay questioning the present.

3. The First Imprisonment: Arrest in 1979, a 15-Year Sentence, and Long Solitary Confinement

Wei was arrested on 29 March 1979. The timing was not accidental: the Sino-Vietnamese border war had just been fought in February–March of that year. The prosecution assembled two charges: that he had 'leaked' military information about the war — information he said came from published reports — to a foreign journalist, amounting to passing state military secrets abroad; and that editing Exploration and writing 'The Fifth Modernization' constituted 'counterrevolutionary propaganda and incitement.' At his court hearing on 6 October 1979, Wei delivered a long defense; his friend Liu Qing managed to record it and smuggle out a transcript, for which Liu was himself arrested. On 16 October 1979, the Beijing Intermediate People's Court sentenced Wei to 15 years in prison plus three years' deprivation of political rights for 'counterrevolution' — among the harshest sentences of the era in a case built on speech.

The early part of the term was served in Beijing's Qincheng Prison, including roughly five years in solitary confinement. Solitary meant: no exercise yard, no conversation, no books or newspapers — four walls and a food slot. He was later transferred to a prison in Tangshan and to a labor-reform farm in Qinghai. In prison he did one more thing: he wrote letters. He wrote extensively to Deng Xiaoping and successive leaders — on democracy, on Tibet, on prison administration — and almost all of the letters were confiscated and never sent. They were later collected and published in the United States in 1997 as The Courage to Stand Alone: Letters from Prison and Other Writings, a major document of a Chinese political prisoner's inner world. According to the U.S. Congressional Record and family accounts, the long solitary confinement and harsh conditions seriously damaged his health: arthritis, hypertension, heart disease and neck and back injuries followed, his teeth were extensively damaged, and the prison long refused effective treatment — at times placing other inmates in his cell to monitor him and stop him writing.

Through those fifteen years, his name did not disappear. During the 1989 Tiananmen protests, 'Release Wei Jingsheng' was among the slogans students shouted — a man already imprisoned for a decade had become a symbol for a new generation of protesters. That is also why the authorities feared him particularly: what they had locked up was not just a man, but a name that revived itself with every protest.

4. 14 September 1993: A 'Release' Ten Days Before the Olympic Vote

On 14 September 1993, about six months before his 15-year term would have expired, Wei was released early. The timing speaks for itself: ten days later the International Olympic Committee would vote on the host of the 2000 Games, with Beijing and Sydney the leading contenders. In the final sprint of the bid, releasing China's most famous political prisoner was Beijing's standard gesture of 'human rights improvement' to the international community. The U.S. Congressional Record states it plainly: he was paroled roughly six months early to help the Olympic bid. This site's earlier person card recorded the release as 'completion of sentence' — inaccurate: he was released ahead of time as a bargaining chip, his term unserved. The correction matters, because it determines the logic of the next arrest: a man let out as a chip can be taken back as one at any time.

On 23 September 1993, the IOC voted and Beijing lost to Sydney by two votes. The failed bid meant the chip had lost its value. Out of prison, Wei refused to follow the script of silence the authorities expected: he kept meeting foreign journalists and diplomats, writing for overseas publications, urging the international community not to award Beijing the 2000 Games, and began planning open, peaceful action to advance the democracy movement. By the authorities' measure, within six months he had broken every term of the unwritten deal of gratitude and silence. In February 1994 he met the visiting U.S. Assistant Secretary of State for human rights, John Shattuck — the meeting that proved the last straw.

On 1 April 1994, Wei was arrested again, nominally under 'shelter and investigation.' This time there was no prompt indictment: he was held completely incommunicado for about twenty months; his family did not know where he was, and no lawyer could see him. A man who had spent fourteen and a half years in prison disappeared from the world again for twenty months, less than 200 days after his 'freedom.'

5. The Second Sentence: 14 Years, 13 December 1995

After twenty months of secret detention, Wei was formally indicted in November 1995 for 'conspiring to subvert the government.' The cited conduct included publishing articles critical of the government, raising funds for victims of political persecution, and planning democracy-movement activity — in the summary of the U.S. Congressional Record, the 'subversion' evidence consisted of peaceful acts such as writing and fundraising. On 13 December 1995, the Beijing No. 1 Intermediate People's Court tried the case and the same day sentenced him to 14 years in prison plus three years' deprivation of political rights for 'conspiracy to subvert the government.' Members of Congress recorded that the entire conviction took only a few hours, with the defense given mere days to prepare. Together with the first 15-year term, he was twice sentenced to a combined 29 years, of which he actually spent about 18 years in Chinese prisons.

The verdict drew strong international reaction. Both houses of the U.S. Congress adopted resolutions demanding his immediate and unconditional release; the European Parliament declared that he was 'persecuted because he was demanding democratic rights for Chinese people.' On 10 December 1996, while he was still in prison, the European Parliament awarded him the Sakharov Prize for Freedom of Thought. Earlier he had received the Gleitsman Foundation International Activist Award in 1993 and both the Olof Palme Prize and the Robert F. Kennedy Human Rights Award in 1994, and from 1995 he was nominated year after year for the Nobel Peace Prize. None of this changed one fact: suffering from arthritis, hypertension and heart disease, he remained in a prison that refused him effective treatment. His family's applications for medical parole were rejected again and again, and family visits were intermittent. Between international fame and the prison wall lay a whole calculus of hostage diplomacy — Beijing knew this man's market price would peak only in 1997.

6. 16 November 1997: From a Prison Cell Directly onto a Plane to America

The situation shifted again in 1997: Jiang Zemin visited the United States in late October for a summit with President Clinton, who afterwards publicly called for the release of a group of political prisoners including Wei. At the same time, China was preparing its bid for the 2008 Olympics. On 16 November 1997, Wei was released on 'medical parole' — in exactly the manner used for Wang Juntao, Wang Dan and others: no going home, no meeting the press, but direct escort from prison to the airport and onto a flight to the United States. His Chinese passport and right of return were never formally restored; the real legal meaning of this 'medical parole' was exile for life.

On arrival he was examined and treated in Detroit, then moved to New York. Columbia University provided him an office and housing to support his China research — a sponsorship that lasted until 2001, when the university ended it, judging his proposals 'unrealistic' and his research unproductive (reported by the BBC and others; an unhappy page of his early years in America, recorded here as part of the archive). In the United States he published the English edition of his prison letters, testified or appeared repeatedly at congressional hearings, and on 29 July 2008 was received at the White House by President George W. Bush together with Harry Wu, Rebiya Kadeer and others, on the eve of the Beijing Olympics. From zoo electrician, to two sentences totaling 29 years, to being escorted straight onto an exile flight — the first half of Wei Jingsheng's life demonstrates in full the four instruments the CCP uses on famous dissidents: heavy sentences, solitary confinement, release as a diplomatic bargaining chip, and exile in the name of medical treatment.

(1998–2026)7. Nearly Three Decades in Exile: The Wei Jingsheng Foundation and the Overseas Movement (1998–2026)

In 1998 Wei founded the Wei Jingsheng Foundation in New York — later relocated to Washington, D.C. — dedicated to advancing human rights and democratization in China; the same year he became chairman of the Overseas Chinese Democracy Coalition. The foundation's daily work is the classic form of the overseas democracy movement: conferences and commemorations, statements on June Fourth and human-rights days, receiving visitors, commentaries for Voice of America, Radio Free Asia and other media, and raising the cases of the persecuted at home before the international community. Long based in Washington, he remains a Chinese citizen to this day — a man exiled by his own country who has never given up his citizenship of it.

Exile has not been all honors. The overseas movement is chronically divided over strategy, and Wei's positions — for instance, his hard line against any compromise with the CCP — have been contested within it; when Liu Xiaobo received the Nobel Peace Prize in 2010, Wei publicly dissented, arguing others were more deserving, a stance criticized in overseas Chinese circles. These controversies are recorded here as they are: this page documents a whole human trajectory, including its untimely and unpopular parts, not a statue. But one point is beyond dispute: from posting his essay on the Democracy Wall in 1978 to still running his foundation in Washington in 2026, for nearly half a century there has not been a single year in which he stopped publicly opposing CCP tyranny. In 2026 he is seventy-six.

As of October 2026 he still lives in the United States and the Wei Jingsheng Foundation still operates. He has never returned to China — not for lack of wanting to, but because return would mean prison again. A government that twice sentenced a citizen for writing articles, jailed him for eighteen years, and now bars him from his own country for life, has itself written the most powerful footnote to 'The Fifth Modernization.'

8. Family and Cost: Eighteen Years for One Family

The family chapter of Wei's persecution is thinly documented in public sources, but it is not blank. After his 1979 arrest, his family long bore the label of a 'counterrevolutionary's family.' His prison correspondence was strictly censored; letters to his family were confiscated just like those to the leaders — the family letters preserved in The Courage to Stand Alone are rare survivors of that severance. During the twenty months after his second arrest in 1994, the family knew nothing of his whereabouts: no notice, no place, no charge. That style of disappearance inflicts on families a torment no less than the prisoner's own. After the 1995 trial, the family appealed on his behalf and applied repeatedly for medical parole, without result; the U.S. Congressional Record notes that the family lodged appeals while visits remained intermittent, watching his arthritis, hypertension and heart disease worsen untreated.

When he was escorted straight onto the plane in 1997, his family was not beside him — exile is designed that way: no time to say goodbye, no element of choice. From then on the family was split by a border: he in Washington, they in China; his later life in the spotlight, theirs in silence. Public reporting on the family's subsequent circumstances is scarce, and this page neither speculates nor names individuals. It records the institutional fact: in political-prisoner cases, the family are never bystanders — they are punished together with the prisoner. The only difference is that their sentence is not written in any judgment.

(1979–1981)9. The Fate of the Democracy Wall Generation: From Tolerance to Purge (1979–1981)

Wei's arrest was the signal that the Democracy Wall movement was over. In March 1979 Deng Xiaoping delivered his 'Four Cardinal Principles' speech, marking out the forbidden zone for speech; on 29 March Wei was arrested; and thereafter the authorities picked off the activists of the Democracy Wall and the independent journals one by one: Liu Qing, who had recorded Wei's courtroom defense, was sentenced to seven years (later extended); colleagues from Exploration and Xu Wenli of the April Fifth Forum were jailed in turn, Xu receiving fifteen years in 1981. By 1981 all independent journals had been banned, and the Democracy Wall itself was moved to Yuetan Park under a registration system, where it quietly vanished. From the winter of 1978 to 1981 is barely two years: the authorities first used the Wall as an instrument of intra-Party struggle, and when the instrument had served its purpose, they sent the people who had posted on it to prison, one by one.

This trajectory explains the precedent set by Wei's case: it established a rule unchanged for more than forty years — the boundary of speech is drawn not by law but by the ruler's immediate political needs; yesterday's encouraged 'emancipation of the mind' can become today's 'counterrevolutionary propaganda and incitement.' That is why Wei's friends risked everything to record and smuggle out his courtroom defense: in that courtroom he stated the rule aloud, arguing not his individual case but 'the lawful right of citizens to criticize their leaders.' When a new generation of students shouted 'Release Wei Jingsheng' in Tiananmen Square in 1989, this was the proposition they had inherited. The Democracy Wall generation proved with their own sentences that in this system the first person to tell the truth always pays the heaviest price — and among them, Wei Jingsheng paid the heaviest of all.

Our Take

The 'criminal facts' of Wei Jingsheng's two cases are, the first time, writing essays and telling a foreign journalist what newspapers had already printed; the second time, writing essays and raising funds for victims of persecution. Two heavy sentences, twenty months of secret detention, and denial of medical care show the judiciary used in full as a political instrument; and the two 'releases,' each timed to an Olympic vote or a summit, show how political prisoners are priced and traded as diplomatic chips. An electrician paid eighteen years for one essay — the point of this case was never what Wei wrote, but that this system tolerates no sentence it has not approved.

This page corrects the earlier person card's 'released on completion of sentence' for 1993: per the Congressional Record, the 14 September 1993 release was a parole roughly six months early, tied to the bid for the 2000 Olympics.
