(1978–1979)Democracy Wall Movement (1978–1979)
From late 1978, Beijing's Xidan "Democracy Wall" carried big-character posters demanding democracy and human rights. Wei Jingsheng's "The Fifth Modernization" argued democracy was the fifth modernization beyond the Four. In March 1979 Deng Xiaoping crushed it; Wei got 15 years.

Background: truth-criterion debate
In 1978 Guangming Daily's "Practice is the sole criterion of truth" ignited a debate shaking the "Two Whatevers." That December the 11th Central Committee's Third Plenum shifted focus to economic construction — "reform and opening" began.
The relatively relaxed air let accumulated reflection on the Cultural Revolution and thirst for democracy surface. In November 1978 big-character posters appeared at Beijing's Xidan, denouncing Gang of Four remnants, demanding democracy and human rights — the "Democracy Wall."
Who decided
Deng Xiaoping was the supreme decision-maker — first tolerating, then crushing, in two distinct phases.
Tolerance (November 1978–January 1979):
- November 26–27 and early December 1978: Deng told Japanese, American and French visitors he respected the people's right to express grievances through big-character posters.
- January 18, 1979: at the theory-work conference, Zhou Yang conveyed Deng's instruction: "set no forbidden zones, issue no bans."
- Context: Deng needed popular-opinion pressure to defeat Hua Guofeng's "whateverists" and establish the reform line.
Crackdown (March–April 1979):
- March 25, 1979: Wei Jingsheng posted "Democracy or a New Dictatorship?" at Xidan, naming Deng as walking "the road of dictatorship," an "out-and-out dictator" — the turning point.
- March 29: the Beijing Revolutionary Committee banned all posters and publications opposing socialism, the dictatorship of the proletariat, party leadership, or Marxism-Leninism-Mao Zedong Thought; the public security bureau banned rallies and posters; the same day, Wei Jingsheng and Chen Lü were arrested.
- March 30: Deng's "Uphold the Four Cardinal Principles" speech — the socialist road, the dictatorship of the proletariat, party leadership, Marxism-Leninism-Mao Zedong Thought. The arrests and the speech ended the movement.
- April 8: the "Document No. 9" — 7 of 87 spontaneous organizations nationwide were "controlled by a tiny handful of bad elements"; the order: "strike the ringleaders, split and dissolve" — but "do not label them reactionary organizations." (Text unverified.)
- November 1979: the NPC banned the Xidan Wall; September 1980: the "four bigs" (speaking out, airing views, big-character posters, great debates) were abolished.
No public record exists of Deng's internal decision process. Scholars read it as: Deng's tolerance ended where criticism pointed at himself — "first welcome, then crush," mirroring Mao's 1957 handling of the Hundred Flowers.
Detailed timeline: four phases
Rise (Nov–Dec 1978). Posters multiplied; crowds gathered. Deng initially endorsed the Wall as "a good thing," using popular sentiment against the "Whateverists."
Peak (Jan–Feb 1979). On December 5, 1978, Wei Jingsheng posted "The Fifth Modernization." In January 1979 journals like Exploration and April Fifth Forum launched. On January 8, Fu Yuehua's "Chinese Human Rights Alliance" marched for human rights.
Crackdown (March 1979). On March 16 Deng told a central meeting the Wall endangered "stability and unity." Wei was arrested March 29. In April the Wall was abolished, replaced by a designated posting spot in Yuetan Park (a de facto ban).
Prison aftermath (1979–1981). In October 1979 Wei got 15 years for "counterrevolution." In 1981 Xu Wenli, Wang Xizhe and other journal figures were arrested and sentenced. The movement ended.
Wei Jingsheng and "The Fifth Modernization"
Wei Jingsheng (b. 1950), a Beijing Zoo electrician, posted "The Fifth Modernization: Democracy and More" on December 5, 1978: "Without democracy, the Four Modernizations are empty talk." He called Deng Xiaoping a "dictator," demanding democracy and human rights.
The poster shook China and the world. Arrested March 29, 1979, Wei got 15 years for "counterrevolution" on October 16. Released 1993, rearrested 1994, exiled to the US 1997.
Dissident journals
Exploration: Wei's, most radical — democracy, human rights. April Fifth Forum: Xu Wenli's, milder, pro-rule-of-law. Beijing Spring: Wang Juntao et al. Today: Bei Dao and Mang Ke's literary journal, home of Misty Poetry — less political, banned all the same. Voice of the People: Huang Xiang et al.
These were post-reform China's first independent journals; all banned 1980–1981, editors arrested.
Who executed
Execution chain: Deng set the line → Beijing Revolutionary Committee/Public Security Bureau made arrests → the Public Security Ministry's "Document No. 9" rolled it out nationwide → courts sentenced.

Who opposed
The Democracy Wall's uniqueness: the movement itself was the opposition — the first open civilian political opposition movement after the Cultural Revolution.
- Wei Jingsheng (b. 1950, Beijing Zoo electrician): December 5, 1978 — "The Fifth Modernization: Democracy and Others," signed with his real name and address (then extremely rare); founded Explorations January 1979, naming the movement "Beijing Spring"; March 25 — "Democracy or a New Dictatorship?" directly criticizing Deng. Arrested March 29, 1979; 15 years; released 1993; re-arrested 1994; 14 years in 1995; exiled to the US November 1997.
- Liu Qing: April Fifth Forum editor; arrested for publishing Wei's trial transcript; ~11 years; released December 1989; later chaired Human Rights in China.
- Xu Wenli: April Fifth Forum editor-in-chief; 15 years in 1982; paroled 1993; co-founded the China Democracy Party's Beijing-Tianjin branch 1998; 13 years; exiled December 2002.
- Wang Xizhe: 1974 "Li Yizhe" poster on socialist democracy and legality; 14 years in 1981, served 12.
Dissident journals (winter 1978–spring 1981, 50+ in Beijing): Explorations, April Fifth Forum, China Human Rights League, Today (literary), Beijing Spring, Fertile Soil, plus Tianjin, Wuhan and Qingdao titles.
Party dissent — Hu Yaobang: in June 1979 the then party secretary-general publicly criticized Wei's arrest: "Wei Jingsheng has been held three months; if he dies he becomes a martyr in the people's hearts." (Attributed — unverified.)
Unlike April Fifth's masses who left poems, Democracy Wall's opponents left names, journals and organizational embryos.
影响Impact
"Reform without political reform" set. The crackdown showed Deng's reform was economic only; political democracy was off the table. The "Four Cardinal Principles" became untouchable red lines.
Harbinger of 1989. The Wall's demands — democracy, human rights, press freedom — resurfaced in 1989. Wei, Xu and others became spiritual forebears of the 1989 movement.
Source of overseas democracy activism. Exiled Wall figures anchored the 1980s–1990s overseas movement.
Archive supplement: the Wall's texts, Wei Jingsheng's trial and the shutdown
The Wall day to day. The Democracy Wall stood on a grey brick wall on the north side of the Xidan crossing in Beijing, originally the fence of a bus depot and sports ground. From late November 1978 big-character posters spread along it until the wall became a standing public forum. From dawn to midnight crowds pressed in to read: people copied posters out by hand, read by torchlight after dark, and foreign correspondents kept a permanent watch, cabling new texts abroad the same day. Contemporaries joked that this stretch of wall was "China's only free news square." Its contents ranged across the era's grievances — redress for Cultural Revolution victims, attacks on privilege and corruption, demands to rehabilitate the April Fifth Movement, reassessments of Mao — up to systematic calls for democracy itself.
What "The Fifth Modernization" actually said. On the evening of December 5, 1978, Wei Jingsheng posted "The Fifth Modernization: Democracy and More." Its argument: Deng Xiaoping's Four Modernizations — agriculture, industry, defence, science and technology — were incomplete; without a fifth, political democratization, the other four could never truly be achieved. Democracy, Wei wrote, was not a gift from above but a right of the people. He warned readers against "a new dictator" and asked whether, having just thrown off one tyrant, they meant to enthrone another. Crowds flocked to the poster; Wei followed with question-and-answer sheets rebutting critics point by point. In March 1979 his journal Exploration published "Democracy or a New Dictatorship?", aiming the criticism openly at Deng himself — widely regarded as the immediate trigger for his arrest days later.
Arrest and trial. Wei was arrested on March 29, 1979, charged among other things with passing "important military information to foreigners" — he had discussed the ongoing Sino-Vietnamese war with a foreign journalist — and with counterrevolutionary propaganda. On October 16 the Beijing Intermediate People's Court sentenced him to 15 years plus three years' deprivation of political rights. In court Wei defended himself and insisted that demanding democracy was no crime. The trial left an unusual archive: a recording was secretly carried out of the courtroom and reached the outside world, and his defence statement was published abroad in full, letting readers everywhere follow, word for word, an electrician's courtroom case for democracy. He served his sentence in labour camps in Beijing, Tangshan and Qinghai, much of it in solitary confinement, his health badly damaged.
The Fu Yuehua case: "human rights" becomes a charge. Fu Yuehua was an ordinary Beijing woman worker whose petitions over an assault by her work-unit boss had gone nowhere for years. On January 8, 1979 — the third anniversary of Zhou Enlai's death — she led several thousand petitioners to Tiananmen under the banner of the Chinese Human Rights Alliance, shouting "we want human rights, down with hunger, down with persecution." It was the first time since 1949 that "human rights" had been raised as a public slogan in Beijing's streets. She was arrested the next morning and later sentenced to two years, nominally for defamation. The case showed the crackdown would reach not only writers but the lowliest petitioners; Ren Wanding, the Alliance's organizer, was also imprisoned.
How the shutdown proceeded. The end came in steps. On March 30, 1979, Deng Xiaoping told the party's theory conference that four principles were inviolable — the socialist road, the dictatorship of the proletariat, party leadership, and Marxism-Leninism-Mao Zedong Thought — drawing the theoretical boundary of the permissible. From April, posters were permitted only at a designated spot in Yuetan Park, and only by people who registered their names and work units; self-registration emptied the Wall within weeks. In December 1979 the Xidan Wall was formally abolished. In 1980 the National People's Congress deleted the constitutional clause protecting "the four bigs" — speaking out freely, airing views fully, great debates and big-character posters — ending the poster as a legal form of expression.
1981: the journals' end. In 1980–81 the campaign moved from paper to organizations. Journals across the country were closed one by one and their editors arrested: Xu Wenli of April Fifth Forum, seized in April 1981, received 15 years; Wang Xizhe in Guangzhou received 14; Qin Yongmin of Wuhan's Bell was jailed in the same sweep. By spring 1981 all fifty-plus Beijing journals were gone, and a generation was in prison, silenced or bound for exile. Wei Jingsheng was paroled in September 1993, detained again in 1994 after meeting a visiting US official, and sentenced in 1995 to a further 14 years for conspiring to subvert the government; in November 1997 he was put on a plane to the United States on medical parole and has never been allowed back. The Wall's site is now commercial buildings, with no marker of any kind — the movement exists in neither Beijing's maps nor its textbooks.
The China Human Rights Declaration: nineteen articles. The Wall left more documents than the Fifth Modernization. On New Year's Day 1979 the Chinese Human Rights Alliance posted its Declaration on the Wall, listing nineteen demands in systematic form: freedom of speech, publication and association; release of all political prisoners; abolition of privilege; general elections. It was the first systematic human-rights manifesto published by a Chinese civic group since 1949 — less famous than Wei's essay, but closer to a political programme. Its organizer, Ren Wanding, a former schoolteacher, was arrested in April 1979 and imprisoned; after his release he devoted the rest of his life to documenting abuses. In the genealogy of China's rights movement the Declaration marks the moment demands rose from redress of individual cases to a claim of rights as such.
Beyond Beijing: walls and journals nationwide. Democracy Wall was no Beijing anomaly — it was the capital of a countrywide phenomenon. In October 1978 the poet Huang Xiang and fellow members of Guizhou's Enlightenment Society came to Beijing, posted Huang's long poem "Symphony of the Fire God" near Wangfujing, and held a poetry reading by Tiananmen on New Year's Day 1979, carrying a provincial protest onto the capital's streets. Shanghai's Bund, Wuhan, Xi'an, Chengdu, Guangzhou and Qingdao all developed their own poster walls and unofficial journals — Wuhan's The Bell, Tianjin's Bohai Shore among them — corresponding, visiting and reprinting one another into a loose national network held together by letters and train tickets. Attempts in 1979 to give the network a common name and programme failed on differences of background and opinion. When the crackdown came, editors across the country were arrested in the same seasons, province by province — evidence that the authorities had always treated the movement as the single network it was.
The timing of tolerance: recognition, the America visit, then arrests. The Wall's few months of life coincide exactly with the establishment of US–China relations. The joint communiqué came on December 16, 1978; Deng Xiaoping was named Time magazine's Man of the Year, with the Wall widely reported in the West as the picture of a China "opening up." Deng toured the United States in late January and early February 1979 while the Wall still stood. Within two months of his return, Wei Jingsheng was arrested and the Four Cardinal Principles proclaimed. The standard scholarly reading of this sequence is that tolerating the Wall served a double purpose in late 1978 — demonstrating reformist resolve simultaneously to conservative rivals at home and to Washington — and that once both purposes were served, and the criticism on the Wall had turned on Deng personally, tolerance ended. This page records the sequence as fact and the reading as scholarly inference; the two should not be conflated, but read together they make the boundary between the tolerance and the crackdown unusually visible.
One generation's continuity: from the Wall to 1989. The Wall's people did not disappear; they became the backbone of Chinese civic politics for the next decade. Chen Ziming and Wang Juntao of Beijing Spring ran independent academic institutes in the 1980s and were branded the "black hands" behind the 1989 student movement, each sentenced to thirteen years — among the heaviest June Fourth sentences handed down. Xu Wenli, released in 1993, helped found the China Democracy Party in 1998 and received another thirteen years, before exile to the United States in 2002. Wei, Xu, Wang, Qin Yongmin and their contemporaries form a single traceable lineage — posting posters in 1978, imprisoned in 1989, exiled or party-building in the 1990s. That lineage explains both why the 1989 movement did not appear from nowhere, and why the authorities' tolerance for any unofficial publication or organization afterwards fell to zero: the lesson of the 1978 wall was learned, on both sides, for forty years.
The present day: the Wall is gone; its people are not silent. The Democracy Wall generation outlived the Wall. Wei Jingsheng, based in Washington, runs the foundation bearing his name, whose annual Wei Jingsheng Chinese Democracy Prize has honoured dissidents in prison and at home since the late 1990s. Xu Wenli spent years in research and teaching at Brown University after his exile. Qin Yongmin went home to Wuhan and kept organising — arrested again in 2015, he was sentenced in 2018 to thirteen years for subversion, among the longest cumulative imprisonments of any Wall veteran. At the forty-fifth anniversary in December 2023 commemorations were held in several cities abroad; mainland media carried not a word. A wall that stood for less than a year has had its archive written by its people's subsequent forty years of prison and exile — which is why this site files it as a complete event, not as a footnote to reform and opening.
