(1955—1988)1. Early Life and Literary Criticism (1955–1988)
Liu Xiaobo was born on December 28, 1955, in Changchun, Jilin, into an academic family; his father taught Chinese literature at Northeast Normal University. In 1969 the family was rusticated to Inner Mongolia, and in 1974 Liu worked as a sent-down youth and bricklayer in Jilin. After university entrance exams resumed in 1977, he entered Jilin University's history department, graduated in 1982, then took a master's (1984) and a doctorate in literature (1988) at Beijing Normal University, where he stayed on as a lecturer.
In the mid-1980s Liu won fame as a combative literary critic — a 'dark horse' attacking conservative writing and official ideology's grip on literature. His dialogue with philosopher Li Zehou, Critique of the Choice, appeared in 1988. That year he lectured as a visiting scholar at the University of Oslo, the University of Hawaii and Columbia University. In April 1989, as student protests rose in Beijing, he cut short his time abroad and flew home — a decision that reshaped the rest of his life.
2. 1989: The 'Four Gentlemen' and Qincheng Prison
Returning to Tiananmen Square in late April 1989, Liu became a key adviser to the student movement, arguing for reason and non-violence against radical counsels. On June 2 he began a hunger strike at the Monument to the People's Heroes with Zhou Duo, Gao Xin and Taiwanese singer Hou Dejian — the square's 'Four Gentlemen' — demanding dialogue with the government. The fast continued as the situation collapsed on the night of June 3.
In the early hours of June 4, as martial-law troops closed in, Liu and Hou negotiated with army officers for a corridor and escorted the last several thousand students off the square, averting a bloodbath at its centre. He destroyed a rifle students had seized, then hid in a diplomatic compound. On June 6 the Beijing police arrested him and he was held in Qincheng Prison.
In January 1991 a Beijing court convicted Liu of 'counterrevolutionary propaganda and incitement' but exempted him from punishment, citing his 'major meritorious service' in the square's evacuation; he was freed after some 19 months. He and his first wife divorced; she and their son later emigrated to the United States. Barred from teaching and from publishing on the mainland, he lived as a freelance writer published only abroad. His Tiananmen memoir appeared in Taiwan in 1992; in 1993, after filming interviews in Australia and the US for the documentary The Gate of Heavenly Peace, friends urged him to stay abroad — he returned to China.
3. 1995: Petition, Soft Detention, and the New Normal
On May 18, 1995, on the eve of the sixth anniversary of June Fourth, Liu launched a petition calling on the authorities to reassess 1989 and begin political reform. Beijing police took him the same day. He was held under residential surveillance at a site in Beijing's suburbs, cut off from the world for about nine months, and released in February 1996. There was no charge, no trial, no lawyer — only guards and interrogation. This 'soft detention' became the authorities' standard tool against him.
In August 1996 Liu and Guangzhou dissident Wang Xizhe prepared a joint statement on Taiwan, advocating peaceful handling of cross-strait relations and opposing military threats. The 'Double Tenth Declaration' was issued on October 10. Two days before it appeared, on October 8, Liu was arrested.
4. 1996–1999: Three Years of Re-education Through Labour, and Liu Xia
In October 1996 a Beijing administrative committee sentenced Liu to three years of 're-education through labour' for 'disturbing social order.' Re-education through labour was an administrative penalty: no court, no trial — the police alone could strip a citizen of freedom for up to four years. Liu served his term at a labour camp in Dalian, Liaoning, and was released on October 7, 1999.
The poet and photographer Liu Xia, his partner since the 1980s, travelled from Beijing to Dalian every month of those three years — thirty-six round trips, never missing one. They registered their marriage while he was in the camp: no ceremony, he inside the walls, she outside. Liu Xia became his vital link to the world — and therefore the authorities' prime lever against him.
5. The 2000s: Writing Under Surveillance
Freed in 1999, Liu returned to Beijing, living by his pen under constant state-security surveillance and repeatedly expelled from the capital or confined at home at sensitive moments. He wrote hundreds of essays criticising one-party rule and calling for press freedom and judicial independence, publishable only overseas. He co-founded the Independent Chinese PEN Center, serving as its president from 2003 to 2007, and edited the online journal Democratic China. Reporters Without Borders gave him its press-freedom defender award in 2004. In 2007 police briefly detained him over articles posted on overseas websites.
Across the decade his essays formed a complete programme: constitutional democracy in place of one-party rule, federal ideas for ethnic and regional questions, and insistence on non-violent, gradual change. He defended Falun Gong practitioners, underground Catholics and rights lawyers, holding that free speech is measured by the treatment of the most suppressed. In 2008 these ideas were written into a single document — Charter 08.
6. Charter 08 and the Final Arrest
Modelled on Czechoslovakia's Charter 77, Charter 08 was drafted by Liu Xiaobo, Zhang Zuhua and others. It set out six principles — freedom, human rights, equality, republicanism, democracy, constitutional rule — and nineteen proposals including judicial independence, free expression, free association, a non-partisan military and a federal republic. It was released on December 10, 2008, International Human Rights Day and the 60th anniversary of the Universal Declaration of Human Rights, with 303 initial signatories; more than ten thousand later signed.
Two days before publication, on the evening of December 8, 2008, Beijing state-security police came to Liu's home with a summons, took him away, searched the flat and seized computers and manuscripts. On December 9 he was criminally detained on suspicion of 'inciting subversion of state power,' held under residential surveillance in Beijing's suburbs; family and lawyers were long denied access. Other Charter participants, including Zhang Zuhua, were likewise summoned and raided.
On June 23, 2009, Liu was formally arrested. In December, Beijing prosecutors indicted him for 'inciting subversion of state power,' citing as evidence Charter 08 and six earlier essays. Every 'criminal fact' in the indictment was a piece of writing.
7. Trial, Appeal, and Jinzhou Prison
On December 23, 2009, Beijing No. 1 Intermediate People's Court tried Liu Xiaobo. The hearing lasted under three hours; his final statement, 'I Have No Enemies,' was cut off partway through. Two days later, on December 25, the court sentenced him to eleven years in prison plus two years' deprivation of political rights for 'inciting subversion of state power.' The judgment listed his writings and the Charter, item by item, as the evidence of crime.
Liu appealed. On February 11, 2010, the Beijing High People's Court rejected the appeal and upheld the sentence. In May 2010 he was transferred to Jinzhou Prison in Liaoning. His term would have run to June 2020. At Jinzhou his mail and visits were tightly controlled; Liu Xia could visit once a month, forbidden to discuss the case or outside news — and she herself remained under state-security watch.
8. The Nobel Peace Prize and the Empty Chair
On October 8, 2010, the Norwegian Nobel Committee awarded Liu the Nobel Peace Prize 'for his long and non-violent struggle for fundamental human rights in China' — the first Chinese citizen living in China to receive it. Beijing called the award a 'political farce' and interference in its judicial sovereignty, summoned Norway's ambassador in protest, froze trade talks for years and restricted Norwegian salmon imports; relations were normalised only by a 2016 statement.
On December 10, 2010, the award ceremony was held at Oslo City Hall. Liu was in Jinzhou Prison; Liu Xia was under house arrest; relatives were barred from leaving China. No one could accept for him. His medal and diploma were placed on an empty chair — the first time since Nazi Germany's Carl von Ossietzky in 1935 that neither laureate nor family could attend. Actress Liv Ullmann read excerpts from 'I Have No Enemies.' Beijing pressured embassies to boycott; dozens of countries attended anyway.
The photograph of the empty chair circled the world. Inside China, coverage was blacked out, broadcasts cut, 'Liu Xiaobo' and 'Nobel' became censored terms, and supporters were summoned or detained. In 2012, more than a hundred Nobel laureates wrote jointly to Xi Jinping urging Liu's release. There was no reply.
9. Terminal Cancer and the Fight Over Medical Parole
In May 2017, a prison medical check at Jinzhou found a mass on Liu's liver; by late May it was confirmed as terminal liver cancer. The news became public only on June 26, when the Liaoning prison authority announced that Liu had been granted 'medical parole' and moved to the First Hospital of China Medical University in Shenyang. More than a month had passed since diagnosis — the treatment window had been spent in custody.
Liu Xia, the family and supporters worldwide demanded one thing: let him be treated abroad. Liu himself passed word that he hoped to spend his remaining time with Liu Xia in Germany. Berlin publicly offered to receive him and called for his release; Washington made the same offer. In early July 2017, two foreign specialists invited by the hospital — Heidelberg surgeon Markus Büchler and Joseph Herman of MD Anderson — examined Liu in Shenyang and said he could be safely transferred and treated in their countries. Chinese doctors insisted he was too ill to travel. The accounts were irreconcilable, and the decision rested entirely with Beijing.
On July 10 the hospital said Liu was critical; on July 12, that multiple organs were failing. Every bulletin came from the authorities alone; the family could not speak independently, and Liu Xia appeared on camera always flanked by security agents. Appeals ran to the final hours — from the UN High Commissioner for Human Rights, the EU, the US and German governments and rights groups worldwide — and were all dismissed by China's Foreign Ministry as interference in internal affairs.
10. Death, Burial at Sea, and Liu Xia's Eight Years
At 5:35 p.m. on July 13, 2017, Liu Xiaobo died in the Shenyang hospital, aged 61, of terminal liver cancer with multiple organ failure. He was the first Nobel Peace laureate to die in custody since Carl von Ossietzky under Nazi Germany in 1938. The chair of the Norwegian Nobel Committee, Berit Reiss-Andersen, said the Chinese government 'bears a heavy responsibility for his premature death.'
On the morning of July 15 his body was cremated in Shenyang, and that day his ashes were scattered into the sea off Dalian by family, his brother Liu Xiaoguang among them. The funeral was arranged and tightly monitored by the authorities; friends were barred. At an official press conference, Liu Xiaoguang thanked the Party and government. Supporters widely believe the sea burial was meant to leave no grave, no place of mourning. On July 19–20, citizens holding seaside 'seventh day' memorials in Guangdong were taken away and detained by police.
Liu Xia's house arrest began the day the prize was announced in 2010 and did not end with her husband's death. Never charged with any crime, she was deprived of freedom for nearly eight years, her communications, visitors and medical care controlled; she developed severe depression and a heart condition. Her brother Liu Hui was sentenced to eleven years for fraud in 2013 (later bailed) — widely seen as leverage against her. In May 2018 the exiled poet Liao Yiwu released a recorded call in which Liu Xia wept that she was ready to die at home. On July 10, 2018, three days before the first anniversary of Liu Xiaobo's death, she was finally allowed to board a Finnair flight from Beijing to Berlin for treatment of depression. Liu Hui remained in China.
11. 'I Have No Enemies': His Thought and His Path
The final statement Liu prepared for his December 23, 2009 trial was titled 'I Have No Enemies: My Final Statement.' In it he reviewed twenty years from 1989 to Charter 08 and declared that he had no enemies and no hatred — the police, prosecutors and judges who persecuted him were not his adversaries. He held to gradual, peaceful, rational, non-violent change and hoped to be the last victim in China of punishment for speech. The court allowed him to read only a fragment; the full text, published abroad, became his defining political testament.
The core of Liu's thought can be summarised in a few lines: human rights and personal dignity are the starting point of politics, above state-centred rhetoric; rights are to be won by open action within constitutional and legal frames, rejecting conspiracy and violent revolution; and his criticism of the CCP targeted the system, not persons — he opposed tyranny and, equally, the impulse to replace violence with violence. The stance drew disagreement even among dissidents who found him too moderate. But a man who, twice freed, refused exile and accepted eleven years in prison gave his arguments the weight of a life staked on them.
His writing reached beyond political institutions: the cultural criticism of his early career, the love poems written in prison to Liu Xia, and years of advocacy for the Tiananmen Mothers, the victims' families who since 1995 have demanded a published list of the dead, accountability and consolation. Liu wrote in their support almost every year — part of the direct background to his 1995 detention. Speaking for those who cannot speak runs as a single thread through every case against him.
12. 2010–2017: Jinzhou Prison and Seven Years of Campaigns
Of Liu's seven years in Jinzhou Prison, the outside world knows very little. Monthly meetings with Liu Xia were the main source of news, and she was ordered to reveal nothing of what was said. His reading and writing were tightly restricted; the fate of his prison manuscripts has never been made public, and after his death it remains unknown whether his prison writings survive or who holds them. In 2013 Liu Xia's brother Liu Hui was jailed for eleven years on fraud charges; the same year Liu Xia's own health collapsed — severe depression and heart problems, a period in hospital, and repeated interruptions to the prison visits.
International campaigning did not stop at the prison gate. In 2009 PEN America gave its PEN/Barbara Goldsmith Freedom to Write Award to the already-detained Liu. Václav Havel, a founder of Charter 77, spoke for Liu and Charter 08 repeatedly before his death and joined in nominating him for the 2010 Peace Prize. Every December 10, Amnesty International, Human Rights Watch and the Independent Chinese PEN Center issued calls for his release; EU statements and US congressional hearings repeatedly named him China's most emblematic prisoner of conscience. In 2016, twenty-eight members of the US Congress wrote to Xi Jinping seeking his release — again without reply.
Before the illness was announced in June 2017, all the world knew was that Liu remained in Jinzhou Prison and was 'reportedly stable.' That is the information structure of this case: the health of an imprisoned Nobel laureate was wholly opaque until officials announced terminal cancer with weeks left to live. Whether years of appeals for independent medical access and visits, if granted, would have changed the outcome can never be verified — and that unverifiability is itself part of the record.
13. The Chain of Institutions: Police, Procuratorate, Courts, Prison, Censors
The chain of institutions in Liu's case spanned several systems, recorded here item by item. Arrest and investigation were carried out by the domestic-security department of the Beijing Public Security Bureau, which executed the December 8, 2008 summons, home search and seizure of manuscripts; his residential-surveillance site in Beijing's suburbs was never disclosed to his family. The prosecution was handled by the First Branch of the Beijing People's Procuratorate, whose indictment rested entirely on Charter 08 and six essays. The first-instance trial sat at Beijing No. 1 Intermediate People's Court — presiding judge Pan Jie, per public reports — and the Beijing High People's Court rejected his appeal on the papers. His sentence was served at Jinzhou Prison under the Liaoning Prison Administration Bureau, which also issued the 2017 'medical parole' announcement; treatment was at the First Hospital of China Medical University in Shenyang. The funeral and sea burial were arranged and announced by authorities in Shenyang and Dalian, and the official press conference at which his brother thanked the Party was likewise state-organised.
Two further chains ran in parallel. A diplomatic chain: after the 2010 award, China's Foreign Ministry summoned Norway's ambassador, pressured embassies in Oslo to boycott the ceremony, and froze relations with Norway for six years. And a censorship chain: propaganda and cyberspace authorities listed 'Liu Xiaobo,' 'Charter 08' and 'empty chair' as blocked terms, extending after July 2017 even to private chat content. These chains ran in step with the judicial one — conviction completed in court, silencing completed outside it. Together they form the case's full picture.
14. The Fate of the Charter 08 Signatories
Liu's eleven years were not the only price of Charter 08. Around its publication, signatories across China were summoned, questioned and raided by state security; some lost jobs or were forced to resign. Co-drafter Zhang Zuhua lived under long-term surveillance, his passport confiscated, barred from leaving the country. Sichuan signatory Liu Xianbin was sentenced in 2011 to ten years for 'inciting subversion,' on writings that included his Charter activity; fellow signatory Chen Wei received nine years the same year. PEN centres and rights groups have since documented the 'Charter cases' as a whole: one text, hundreds summoned, multiple long sentences. In his final statement Liu hoped to be the last victim of punishment for speech. The list under the same charge has only grown since.
11. Aftermath: Memory, Censorship, and Status in 2026
After his death, censorship of Liu inside China intensified: University of Toronto Citizen Lab research found that after July 2017 WeChat filtered even his name and images in one-to-one chats — an unprecedented scope. His books and the Charter text are wholly banned on the mainland; public commemoration is impossible there, surviving only overseas and, until 2020, in Hong Kong. Every July 13 and December 10, memorials are still held in Taipei, Berlin, London and New York. Hong Kong's Victoria Park vigils were banned from 2020, driving remembrance underground or abroad.
Liu Xia lives in Berlin and rarely appears in public. In a 2019 interview she said that in her husband's final weeks they could barely speak, and that she still struggles to accept his death. Little is publicly reported about her life in Germany or the preservation of his manuscripts. As of October 2026: Liu Xiaobo has no grave and no memorial site; his name remains blocked on China's internet; other Charter 08 participants remain under surveillance or in prison. Had his eleven-year sentence run its course, it would have ended in June 2020 — he died in its eighth year.
Our Take
Every 'criminal fact' in Liu Xiaobo's case was a piece of writing — essays and a charter. He lost his freedom three times, in Qincheng, in a labour camp, in Jinzhou Prison, never after anything resembling a fair trial: at the last, the verdict came on Christmas Day and his final statement was cut off in court. Once terminal cancer was confirmed, he was denied even the choice of where to spend his last two months — foreign specialists' conclusions set aside, family pleas answered with 'internal affairs,' the funeral arranged by the state, ashes scattered at sea so that not even a gravestone could exist. His wife, charged with nothing, spent eight years under house arrest. The record is plain: against a writer committed to non-violence, the regime used prison, control over his dying, and censorship after death. What it feared was never violence. It was words.
