(2013)Southern Weekly New Year Editorial Incident (2013)

In January 2013, Guangdong's propaganda department bypassed normal publishing procedures to directly rewrite Southern Weekly's New Year editorial "China's Dream, the Dream of Constitutionalism" into a praise slogan riddled with elementary errors. Reporters protested openly, some went on strike, and street rallies in Guangzhou showed solidarity — making it one of the most symbolic confrontations over China's press censorship system.

目录Contents

背景Background

Founded in 1984 under the Nanfang Media Group (owned by the Guangdong Party Committee's Southern Daily), Southern Weekly was known as one of "China's boldest newspapers" for its investigative reporting and liberal stance. Its annual New Year editorial was its spiritual trademark — pieces like 1999's "There Is Always a Power That Moves Us to Tears" and 2008's "May the Flag of Freedom and Openness Fly High" resonated deeply with readers, and long irritated the central propaganda apparatus.

After the 18th Party Congress in November 2012, Xi Jinping took over as General Secretary, promoting the "Chinese Dream" (national rejuvenation) and, in a December 4 speech marking the Constitution's 30th anniversary, a "constitutional dream" ("the life of the Constitution lies in its implementation," "governing by law"). Outsiders briefly hoped for a "Xi-Li new deal" bringing political relaxation. The Southern Weekly newsroom decided to theme its 2013 New Year special on the "Chinese Dream," originally titled "China's Dream, the Dream of Constitutionalism" — taking official language and bending it toward constitutionalism.

But Guangdong's propaganda department was simultaneously tightening control. For the first time in the paper's history, the New Year special was required to undergo "pre-review" by the propaganda department before publication.

Who decided

The key decision-maker: Tuo Zhen (Guangdong provincial propaganda chief, in office from May 2012).

Detailed timeline

Early December 2012: The newsroom finalized a preliminary plan for the New Year special, with the greeting to center on the "Chinese Dream." Chief editor Huang Can rejected the original "crossing the river" concept and demanded the "Chinese Dream" keyword — later revealed as an attempt to please the propaganda department.

December 23: The newsroom submitted its written plan to Huang. December 24: Huang ordered it sent to the Guangdong Party Committee's Propaganda Department — the first pre-review of a New Year special in the paper's history.

December 26: The department returned its first round of "revisions," which reporters called "five cuts to the body" (身挨五刀): numerous profile subjects were killed (including Ren Jianyu, a college-graduate village official sent to labor camp for owning a "Give Me Liberty or Give Me Death" T-shirt, and scholar Qian Liqun); four of the "Ten Predictions" were deleted (whether the one-child policy would end, whether official asset disclosures would spread, whether re-education through labor would be abolished, whether visa-free access would expand); names like Bai Yansong and Liu Ji were barred from the "practitioners of the Chinese Dream" section.

December 29: Commentator Dai Zhiyong finished the first draft of the greeting, "China's Dream, the Dream of Constitutionalism" (~2,000 characters), calling for implementing the Constitution and constraining public power, and submitted it to Huang. Huang was displeased: "After the first paragraph I don't know how to revise it… I don't even dare submit this — they'll kill the whole special."

December 31: Commentary chief Shi Zhe rewrote it overnight to ~1,800 characters, retitled "China's Dream, the Difficulty of Dreams"; Huang revised again to ~1,400 characters, retitled "Dreams Make Life Shine," further cutting constitutionalism and human rights content. "Once this draft is approved, I'll be mostly relieved," Huang said. At 9 pm Huang relayed department orders: the entire "2012 Newsmakers of the Year" section was cut; "post-90s" Shifang protest teens and other content deleted; the special shrank from 16 to 12 pages. Huang photographed the front-page proof on his phone and sent it to the department. Around midnight, new orders arrived: the "Yu the Great Taming the Flood" front image was "too gloomy" — replace it with an aircraft carrier photo; the "Difficulty of Dreams" headline was banned. Duty editors said the deadline had passed and reworking was impossible; after a phone consultation, the image stayed but the headline became "Dream of Homeland" (家国梦).

January 1, 2013, 3 am: All editing was finished; five editors who had worked three straight overnights went home for the holiday. That same day, Huang Can and executive deputy editor Wu Xiaofeng were summoned by the Guangdong propaganda department, with the deputy minister (also Nanfang Media Group Party chief) and the news division chief present. Tuo Zhen personally took over: tens of characters were deleted from and over a hundred added to the greeting, producing the 1,054-character published version; the Yu the Great cover image was ordered shrunk and paired with a preface redefining "dreams" (recasting the "spirit of Yu" as the "Jinggangshan spirit" and "reform and opening spirit"); a page-three article on "rational patriotism" by Guangzhou youth was replaced with a corporate ad. That evening the special's title was changed again, from "Dream of Homeland" to "Chasing Dreams" (追梦). With normal production over and editors on leave, Huang and Wu bypassed standard procedures and altered six pages in the pressroom.

January 3: The special hit newsstands. Readers immediately spotted elementary errors: the preface placed "Yu the Great taming the flood 2,000 years ago" (2,000 years ago was Wang Mang's usurpation of Han; Yu's flood control was ~4,000 years ago); garbled phrasing like "the suffering and glory of half a century-plus of Communist state-building"; the typo 众志成"诚" for 众志成"城"; the greeting's "this is our 1,057th meeting with you" while the front page clearly read "Issue No. 1507." The errors exploded on Weibo; insiders began accusing Tuo Zhen of personally rewriting the piece and causing "a major publishing accident with serious factual errors." Foreign media reported the same day. Multiple Southern Weekly reporters protested on Sina Weibo; 15 reporters' accounts were muted or deleted; the newsroom issued a statement.

January 4: Over 50 former Southern Weekly editors and reporters co-signed an open letter calling Tuo's edits "an act overstepping bounds, an abuse of power, an act of ignorance, utterly unnecessary" (越界之举、擅权之举、愚昧之举、多此一举), demanding his resignation and restoration of banned accounts. The same day, the national propaganda chiefs' meeting convened in Beijing, where Liu Yunshan stressed "Party control of the media is an unshakable basic principle." Asked about the incident, Foreign Ministry spokeswoman Hua Chunying said: "There is no such thing as news censorship in China."

Evening of January 5: Southern Weekly's editorial board held an emergency enlarged meeting where Huang and Wu detailed what happened. Afterward the paper's official Weibo administrator was ordered to surrender the account password; the newsroom negotiated with group leaders. Morning of January 6: paper leaders met Tuo Zhen at the provincial committee; Tuo promised "no post-hoc retaliation" and better management. But that evening, Weibo administrator Wu Wei was forced to hand over the @SouthernWeekly account and password; the account then posted a "clarification to readers" blaming "haste and negligence" by editors; Huang Can publicly "took responsibility," claiming the incident had nothing to do with Tuo.

January 6, 9:18 pm: News chief Wu Wei declared on his personal Weibo that he had surrendered the @SouthernWeekly password and disavowed subsequent posts. At 9:20 pm the seized account posted the false "clarification." At 9:23 pm the culture desk's Weibo confirmed the takeover. 2013 exposed the truth. At 11:04 pm the economics desk's Weibo published a 97-person joint statement: "We will fight the false statement to the end; no normal newsroom work until this is resolved" — the economics desk went on strike first.

January 7: The "Southern Weekly News Ethics Committee" published its public statement disclosing the special's full production process (the widely circulated "January 7 statement"). Street solidarity appeared outside the Nanfang Media building in Guangzhou: citizens holding chrysanthemums (symbolizing the death of press freedom) and signs reading "press freedom, constitutionalism, democracy," peaking at around a thousand people; some staff (Zhang Hua, Chu Zhaoxin, Chao Getu and others) went on strike, with TVB confirming the economics desk's walkout. That evening, the Central Propaganda Department ordered newspapers and websites to reprint the Global Times editorial "Southern Weekend's 'To Our Readers' Is Thought-Provoking," which claimed a "free media" cannot exist under China's sociopolitical reality and insinuated Chen Guangcheng backed the incident. On January 8–9, papers were forced to reprint it; The Beijing News newsroom voted unanimously against reprinting, a Beijing propaganda official pressured them past midnight — "reprint it or we'll shut the paper down" — and it finally ran on page A20 (the duty editor refused to sign); publisher Dai Zigeng offered to resign (rejected). Xiaoxiang Morning News mocked it with punning headlines like "Porridge from the South" (粥/周 homophone).

Who executed

Execution chain: Tuo Zhen (provincial propaganda department) → Southern Media Group's management committee → the newspaper's management → printing and distribution.

Suppression & outcome

Official suppression was multi-pronged. Online, Sina Weibo was ordered to ban Southern Weekly journalists' accounts and delete related posts; "Southern Weekly," "January 7 protest," and "open letter" became sensitive keywords. In the media, the Central Propaganda Department ordered the reprinting of the Global Times editorial, framing the incident as incited by "foreign forces" and demanding a unified line. Inside the paper, the official Weibo account was seized and used to post a false clarification shifting blame onto frontline editors.

The incident ended in a "stability-maintenance" fashion: Tuo Zhen did not resign (he was instead promoted to deputy head of the Central Propaganda Department in 2015); Huang Can stayed on but with shattered authority. There was no public purge list, but the paper suffered a more fatal slow bleed — insiders recall that in 2014, three of the five editors responsible for the New Year special resigned, and the remaining two left within four years; at least five core newsroom reporters quit. Circulation slid from a peak of 700,000–800,000 copies, reaching 600,000 only once after 2013.

Symbolically, Southern Weekly's New Year editorials never regained their pre-2013 edge, and Chinese print censorship in the "new media" era shifted toward a more covert "self-censorship plus deletion" model.

3. Intellectuals and public figures: scholars, lawyers and journalists voiced support on Weibo; "constitutional dream" spread online before being censored.

4. Outcome: the protests were quelled by mid-January; Tuo never resigned — later promoted to Xinhua deputy president and Central Propaganda Department deputy head. Southern Weekly never recovered; its golden age ended. But January 2013 remains a rare moment: state-media journalists openly defying the propaganda department.

影响Impact

A landmark defeat for press freedom. The Southern Weekly incident was one of the rare open collective actions by Chinese journalists; its failure marked the end of the "reform-from-within" path. Investigative reporters left the industry en masse afterward, with "Southern系" talent dispersing to new media, NGOs, and overseas.

The end of the "constitutional dream." The trigger was precisely the word "constitutionalism" — from 18 occurrences in Dai Zhiyong's original draft to zero in the published version. Later in 2013, the Yanhuang Chunqiu website was shut down and an "anti-constitutionalism" campaign saw official media openly attack the concept. The Southern Weekly incident was the starting point of the constitutional dream's shattering.

An upgraded censorship playbook. Pre-review with "five cuts," a propaganda minister personally rewriting copy, seizing an official Weibo account to post false clarifications, forcing reprints of editorials to "unify the line" — this combination has been reused ever since as the standard repertoire for controlling media and online opinion.

A brief rallying of civil society. The thousand-strong January 7 street solidarity in Guangzhou was a rare offline civic gathering since 2008. Though quickly dispersed and forgotten, it proved that even under tight control, public incidents could briefly forge cross-class solidarity networks.

Note: No deaths in this incident. Key figures: 15 reporters' Weibo accounts banned, 50+ former staff co-signed the open letter, 97 people signed the economics desk strike statement, street solidarity peaked at around a thousand (on-site estimate — unverified), at least 11 papers reprinted the Global Times editorial.

The endgame: streets and negotiations, January 8-10

The January 7 gathering did not end that night. On January 8 and 9, supporters kept arriving outside the Nanfang Media building with flowers and placards, while a counter-crowd carrying pro-propaganda-department signs faced them across police lines; officers mostly limited themselves to persuasion and registration for the first two days. On the morning of January 10, police dispersed the gathering and took some supporters away, ending several days of street protest. Meanwhile, negotiations ran in parallel. Guangdong Party Secretary Hu Chunhua, newly arrived in December 2012, pushed for a quick settlement, according to contemporary reporting by Reuters, Caixin and others. Between January 8 and 9 the paper and the provincial authorities reached an informal arrangement: normal publication would resume and the strike would end, in exchange for a promise of less direct intervention during production. Its terms were never published and press accounts differ in detail. The January 10 issue appeared on schedule, without a New Year-style leading essay, and the newsroom went back to work. But the concession was asymmetrical: the forced reprinting of the Global Times editorial at The Beijing News the same week showed the “unify the line” machinery still running nationwide, and pre-review did not disappear — it merely moved back behind the scenes, from a minister’s personal pen to routine topic filings, page proofs and after-the-fact discipline. What the strike won was a public record of resistance, not a change in the system.

Aftermath: from the shattered constitutional dream to “Party media must be surnamed Party”

The incident’s real echo came months later. From May 2013, official media ran a sustained campaign against “constitutionalism,” arguing the concept belonged to capitalism and was incompatible with socialism. In August 2013, The New York Times reported the contents of an internal Party communiqué circulated that year — known as Document No. 9 — which listed “constitutional democracy” among the ideological perils to be combated. Six months separatedDai Zhiyong’s deleted phrase “constitutional dream” from a nationwide anti-constitutionalism campaign; the three characters cut from the greeting were the earliest public signal of the tightening to come. Tuo Zhen paid no price at all: promoted to deputy head of the Central Propaganda Department in 2015, he became president of the People’s Daily in 2018 — from rewriting one weekly’s greeting to running the Party’s flagship newspaper. On the newsroom side, editors and reporters who had made the special and joined the protest left Southern Weekly one after another in the following years, many leaving journalism altogether. Chinese journalists commonly date the end of investigative reporting’s golden age to 2013. In February 2016, Xi Jinping toured the central media outlets and laid down the doctrine that “Party media must be surnamed Party,” requiring all news work to align with the Party centre — the January 2013 line that Party control of media was “unshakable” had become openly proclaimed routine. At home, the incident itself is scrubbed each January, its photographs and petitions hard to keep on domestic platforms; its tenth anniversary in January 2023 passed with no public commemoration on the mainland. What survives is the record itself: proof that in 2013 the newsroom of a state-owned newspaper once said “no” in public, and that a thousand ordinary citizens carried flowers to its door.

The incident also left an unusually complete paper trail: the pre-censorship original, the successive revised drafts and the published version were preserved and circulated side by side, becoming core material for the study of how Chinese press censorship actually operates. The China Media Project at the University of Hong Kong published a detailed reconstruction within the month and followed both the paper and Tuo Zhen for years afterwards; the case is now taught in journalism courses abroad as a textbook example of the censorship system at work. How a New Year greeting was cut layer by layer, and how a newsroom was broken piece by piece, is documented in full — the outcome censorship least wants: the act of cutting became the most complete evidence of all.
