709 Crackdown

July 2015

What happened: In the early hours of July 9, 2015, the power and internet at rights lawyer Wang Yu's Beijing home were cut. Around 4 a.m. she sent a message saying someone was prying at her door — then went silent. That same night her husband Bao Longjun and their son were seized by police at Beijing Capital Airport; the boy was to fly to Australia that evening to start high school. Over the following days the sweep went nationwide: Zhou Shifeng, director of Beijing's Fengrui Law Firm, and lawyers Wang Quanzhang, Li Heping and others were taken one after another, and the firm was sealed. According to the Network of Chinese Human Rights Defenders (CHRD), the crackdown named for its date — “709” — reached 23 provinces and municipalities, and more than 300 lawyers, law-firm staff, human rights defenders and family members were detained, seized, summoned, interrogated or barred from leaving the country. State media branded them “black-hearted lawyers” and a “criminal gang” the day after the arrests — the verdict delivered before any trial began.

Scale and framing: Before the arrests began, state media had already run a drumbeat of articles attacking the so-called “die-hard” lawyers, preparing public opinion. CHRD's later year-by-year accounting put the number affected at at least 319 people across 23 provinces, autonomous regions and municipalities; more than a hundred were criminally detained, placed under residential surveillance, or formally arrested. The Fengrui firm's offices were searched and sealed and its accounts frozen, and its staff were taken away for questioning one by one. Among those seized were not only lawyers but the firm's administrators, translators and drivers, together with church figures and independent activists who had long helped petitioners and vulnerable groups — the sweep targeted not a handful of individuals but an entire informal rights-defense circle held together by personal networks.

Timeline of the arrests: The operation advanced by the hour. In the early hours of July 9, Wang Yu's family went silent; during the day on July 10, large numbers of police searched the Fengrui Law Firm, taking Zhou Shifeng, Liu Sixing, Huang Liqun and others, and the firm's sign came down. On the night of July 10–11, Li Heping and Wang Quanzhang disappeared in turn. On July 11, families and lawyers in Tianjin began asking around and realized this was a nationwide operation. Over the following two to three weeks, rights lawyers, church figures and independent journalists across the country were summoned and had their homes searched; at the peak, dozens were taken in for questioning in a single day. At the end of July, the authorities published through state media the roster of a “criminal gang,” accusing Fengrui of having “organized, planned and carried out a series of acts undermining the rule of law.” In January 2016, many of the detained were formally arrested for subversion or inciting subversion, and the cases were split among Tianjin, Changsha, Fuzhou and other jurisdictions.

How they were treated: Many of those seized were placed under “residential surveillance at a designated location” — held at undisclosed sites for up to six months with no access to lawyers or family, while the outside world was told only that they were “suspected of crimes and under investigation.” After their release, several described electric shocks, beatings, prolonged sleep deprivation and being forced to take unidentified medication during secret detention. In January 2016, Wang Quanzhang, Zhou Shifeng and others were formally arrested for “subversion of state power.” In August, courts in Tianjin held a rapid series of closed trials: Zhou Shifeng received seven years, church figure Hu Shigen seven and a half, and several others suspended sentences. Around the trials, television aired arrest footage and “confessions”; Wang Yu was released after denouncing “foreign forces” on camera — she later told foreign media those words had been forced out of her. Wu Gan, an activist linked to the Fengrui firm, was sentenced to eight years, among the heaviest punishments in the 709 series.

Verdicts and cases: Sentences in the 709 series were handed down one after another between 2016 and 2019. In April 2017, Li Heping was sentenced to three years, suspended for four, for “subversion of state power,” in a secret trial no family member could attend; after his release he publicly described being shocked with electric batons and forcibly medicated during secret detention. Rights lawyer Jiang Tianyong disappeared in November 2016 after visiting the family of a detained lawyer in Changsha, and in 2017 was sentenced to two years for “inciting subversion.” Xie Yanyi was released after nearly a year of residential surveillance and wrote a long account of the 709 affair; his wife gave birth alone while he was held. Lawyers such as Chang Boyang and Ren Quanniu, who had defended the 709 detainees, subsequently had their licenses revoked or were detained themselves — defending the 709 had itself become a risk.

Torture allegations and the international legal community: The most concrete documentary evidence 709 left behind is the detainees' own accounts of torture. In January 2017, transcripts of meetings with Changsha lawyer Xie Yang reached the outside: he described continuous interrogation, sleep deprivation and beatings, and being threatened that he would “leave his life in Changsha.” After international media reported the transcripts, bar associations in many countries jointly demanded an investigation. While still in custody, Wang Yu was awarded the 2016 Ludovic Trarieux International Human Rights Prize — she was in a detention center and could not collect it. Xie Yanyi's long memoir after release, Li Heping's public account of electric shocks and forced medication, and the meeting records published by Jiang Tianyong's family together assembled a picture of secret detention from the inside: single cells, lights kept on, fixed sitting postures, interrogation in relays, and one sentence heard again and again — “In your case, no lawyer can save you, and neither can your family.”

Fengrui's practice: To understand why Fengrui, look at its cases before 2015. The firm was small but concentrated on sensitive cases that embarrassed the authorities: after police shot Xu Chunhe dead at Qing'an railway station in Heilongjiang in May 2015, Fengrui lawyers represented his family, and as the official investigation concluded, questioning flooded the internet — work the authorities later labeled “hyping sensitive incidents.” Wu Gan (“the Butcher”), long the firm's administrative staffer, was among the most active on-site supporters in rights incidents. The ecology of rights lawyering at the time was this: two or three hundred lawyers nationwide regularly took politically sensitive cases, referring work to one another, rotating travel, pooling money to speak out; Fengrui was the most visible node. The July arrests struck there, but the radius of intimidation was calculated for the whole profession.

The people: Wang Quanzhang's case dragged on longest. He was missing for over a thousand days; his family received no letters, could learn nothing of where he was held, and at times believed him dead. On December 26, 2018 — nearly three and a half years after he vanished — he was tried behind closed doors, and in January 2019 sentenced to four and a half years for “subversion of state power.” Released in April 2020, he was immediately quarantined and monitored in Jinan in the name of epidemic control, kept from returning to his wife and son in Beijing; his lawyer's license had already been revoked. His wife Li Wenzu had been a full-time mother. After he disappeared, she joined Wang Qiaoling, wife of Li Heping, and Yuan Shanshan, wife of Xie Yanyi, and the other “709 wives” in years of campaigning for their husbands: wearing red dresses to lodge complaints at the Supreme People's Procuratorate, setting out on a “thousand-li journey” on foot from Beijing toward Tianjin to find them, being intercepted, forced to move home, evicted by landlords. Before Wang Quanzhang's trial in December 2018, Li Wenzu shaved her head in protest, leaving one sentence behind: “I can go without hair; you cannot go without law.” In 2019 she received the Franco-German Prize for Human Rights and the Rule of Law. The punishment spilled onto children: Wang Yu and Bao Longjun's son had his passport confiscated and was barred from leaving the country for years. Almost none of the released lawyers could return to the courtroom: Zhou Shifeng was past sixty when he walked free in 2022; Xie Yanyi, Jiang Tianyong and others had their licenses revoked or cancelled; Jiang was sentenced to two more years in a separate 2017 case and, after release, kept under long-term house surveillance.

Timeline of the families' campaign: The 709 families' collective action has a clear chronology. From 2016, Wang Qiaoling, Li Wenzu and others began filing joint complaints with the procuratorate against investigators' unlawful conduct. In July 2017, at the second anniversary, the wives wore red dresses and held placards at the gates of the Supreme People's Procuratorate, and were dispersed. In April 2018, Li Wenzu, Wang Qiaoling and two other wives set out on the “thousand-li search for their husbands”: on foot from Beijing toward Tianjin, intending to walk to the detention center holding Wang Quanzhang and demand an answer in person. They walked six days and over a hundred kilometers, followed and urged to turn back the whole way, and on the sixth day were intercepted and taken back to Beijing. Only a month later did word emerge that Wang Quanzhang's case had been heard in secret in Tianjin. The families said their demands had always been simple: tell us where he is, let the lawyer we hired see him, and let the court try him openly according to law.

The tail of collective punishment: Wang Yu and Bao Longjun's son, Bao Zhuoxuan, was 16 when he was seized at the airport. He was sent back to the family hometown in Inner Mongolia under surveillance, his passport confiscated, and his applications to study abroad blocked for years; only in 2023 did he finally reach Australia, to resume the schooling that should have begun eight years earlier. He was not the only one among the 709 children: several lawyers' children were “spoken to” at school enrollment or advancement, and some were refused admission. The families recorded each of these details, one by one, as part of the price of the crackdown.

International response: The 709 crackdown was a turning point in how the world viewed China's human rights situation. In July 2015, the US State Department, the European Union, Germany and Britain issued successive statements urging the lawyers' release; the UN High Commissioner for Human Rights publicly expressed alarm. Thereafter, “709” was written into the US State Department's annual human rights reports, the EU's human-rights dialogue briefs with China, and the records of parliamentary hearings in several countries. The International Bar Association, the International Commission of Jurists and others ran solidarity programs lasting years, and a number of 709 lawyers and family members received international honors — beyond Li Wenzu's Franco-German Prize and Wang Yu's Trarieux Prize, records such as Jiang Tianyong's nomination for the 2022 Dutch Human Rights Tulip appear in awarding bodies' announcements. None of this changed a single verdict, but it ensured that in any country's China human-rights files, the three digits “709” can be retrieved at once.

The license-revocation wave: The rectification after 709 did not end with the verdicts; it moved into license administration. In 2017–18, a series of lawyers who had spoken or acted for the 709 cases lost their licenses: some for “disrupting order” in court, some for things said online, some simply failed their annual assessment. Disbarred lawyers lost the right to appear in court; some changed careers, others kept working with difficulty as citizen agents. At the firm level, judicial departments pushed “Party building” into law firms, and rules requiring sensitive cases to be reported to the firm and the justice bureau were strictly enforced. A released 709 lawyer later told a reporter: 709 arrested dozens of people and frightened hundreds of thousands — a sentence quoted so widely because it roughly names the design of the whole operation.

Aftermath: After 709, the ecology of criminal defense in China changed visibly: far fewer lawyers dared take sensitive cases, and annual firm inspections and license revocations became routine instruments of control. Several firms, Fengrui among them, lost their licenses, and the hundreds summoned or interrogated that summer were placed on lists, receiving warning visits at every “sensitive” period. But the crackdown also created something new — the 709 families. Housewives became petitioners, organizers and spokeswomen in international forums, persisting for years in visiting prisons, sending money and books, and keeping track of every prisoner's news. Wang Yu, afterward: Wang Yu was the first person seized in 709 and became one of China's most internationally known rights lawyers. After her televised “confession” in August 2016 she was released on bail to her Tianjin home, and for years afterward lived with her husband Bao Longjun under close surveillance — unable to practice, unable to leave the country, her social-media accounts deleted. In 2021, the US State Department awarded her its International Women of Courage Award; she could not attend, and the citation was read in Washington. Bao Longjun had been sentenced in 2016 to three years, suspended for three, on the same charge, and after release earned a living in small business. This family's experience is used in much reporting as 709 in miniature: the arrest took one night; the punishment takes a lifetime.

The recorders: Much of the 709 archive exists because the participants rescued it themselves. Xie Yanyi's long memoir, The 709 Affair and the Fate of China's Human Rights Lawyers, published overseas after his release, is among the fullest first-hand records of the crackdown, logging day by day the interrogations and psychological states of residential surveillance. The families of Li Heping, Jiang Tianyong and others scanned meeting records, judgments and appeal materials onto the internet; Wang Qiaoling preserved the families' announcements and statements across the years. Together these materials form an archive parallel to the official narrative: the official version has only a few CCTV clips and one-page court verdicts, while the participants' version has hundreds of specific names, dates and places. This site's 709 entry, and the individual case files in its Persecution archive (Wang Quanzhang, Li Heping, Jiang Tianyong and others), rest mainly on the second archive, with sources noted item by item.

What it left behind: “709” is now a date that stands on its own. Every July 9, lawyers' groups and human rights organizations abroad hold commemorations and solidarity events; Hong Kong director Lo King-wah filmed the daily lives of the lawyers and their families in the documentaries The 709 Lawyers and 709: Beyond the Wall. The families' campaign left a legacy of its own: proof that wives could walk from the kitchen to the gates of the Supreme People's Procuratorate, and from weeping petitioners to organizers. “I can go without hair; you cannot go without law” is quoted again and again. Inside China, the label “709 lawyer” itself became an unspoken badge among colleagues — a mark of risk, and of honor.

Current status: July 2025 marked the tenth anniversary of 709; exhibitions and seminars were held in many cities abroad, while on Chinese social platforms “709” still cannot be searched or discussed normally. Wang Quanzhang was reunited with his family after release, but his travel and practice remain restricted. In 2023, Li Heping's family was stopped by border police at an airport and his daughter's passport application refused, as foreign media reported. Most 709 survivors have chosen silence or withdrawn from public life; a few still write and record. The families keep loose contact, and every July 9 they receive “greetings” from the authorities in their respective cities. The archive of this crackdown is far from closed: as participants' memoirs appear one after another, its details are still being filled in, year by year.

The silent majority: The surface of 709's impact extends far beyond the dozen or so who were sentenced. Of the more than three hundred affected, the great majority were ordinary practicing lawyers and activists who were summoned, interrogated, had homes searched, and were released. Their “outcomes” appear in no judgment: required to sign pledges not to take sensitive cases, passports confiscated, names placed on justice-bureau watch lists, and a phone call or a home visit at every “sensitive period” — the two sessions, June Fourth, National Day. Many left rights work for commercial litigation; firm directors were spoken to one by one and told to “keep their own people in line.” Such handling produces no news, only a chilling effect: a lawyer in a central province later told a researcher that after 709, no one locally dared take Falun Gong or land-rights cases, and even procedural challenges in criminal cases grew more timid than before. The arrest statistics freeze in time; the number of the frightened away has never had a figure.

Sources for this entry: This entry rests mainly on CHRD's annually updated 709 case database; Amnesty International's urgent actions and annual reports; the public accounts and publications of many participants and family members; the published fragments of judgments from Tianjin and other courts; and reporting by Reuters, AP and The New York Times on the 2015 arrests and the trials of 2016–19. The authorities have never published a complete roster or the full judgments of the 709 cases, and interrogation records from secret detention are beyond reach. This site presents allegations such as torture as the participants' own statements, so labeled; for totals it uses CHRD's figures with their scope noted. As 709 memoirs continue to appear, this entry will be updated with them.

Ten years on: Around the tenth anniversary of 709, several organizations traced those who had been seized, and the composite picture is: all of the sentenced have completed their terms, but not one has resumed practice as a lawyer; a substantial share of those summoned have changed careers or left the legal profession; among the families, Li Wenzu, Wang Qiaoling and others still mark each July 9 in veiled posts on social platforms, which rarely survive a day. Between 2023 and 2025, reports continued — recorded by human rights organizations — of 709-survivor lawyers losing licenses or being criminally detained for taking sensitive cases or speaking publicly. The crackdown can therefore hardly be called “over”: it resembles a mechanism installed in the judiciary's daily operation — no need to arrest another three hundred, only to keep everyone remembering that three hundred were arrested.

The case of Zhao Wei: Among the youngest seized in 709 was Zhao Wei, known online as “Koala,” 24 years old and a legal assistant at Fengrui. She spent nearly a year under residential surveillance at a designated location and was released on bail in July 2016. Soon after her release, texts appeared online in her name stating that she had suffered personal humiliation and threats in custody, causing a public stir; then a further statement appeared saying the earlier text was false and she had been misled, and her account was deleted. Her public statements reversed themselves repeatedly, and the truth cannot be established to this day — this site records only that fact itself: of what happened to a 24-year-old woman during a year of secret detention, society received only mutually contradictory texts. She has since vanished from public view. The Zhao Wei case is a sample of 709's information environment: where there is no public trial and no independent investigation, even a victim's own voice can be processed into versions that cancel each other out.

The lawyers' lawyers: How this crackdown spread is clearest in the fate of the defenders. Li Yuhan, a Shenyang lawyer who defended Wang Yu, was taken away in Shenyang in October 2017; her case was then held and postponed for years, and in October 2023 she was sentenced to eight years — by then over seventy, among the heaviest sentences of any lawyer connected to 709. The Beijing lawyer Yu Wensheng defended several arrested lawyers after 709 and publicly sued the Beijing police; in January 2018 he was seized while taking his child to school, stripped of his license, and later sentenced to four years for inciting subversion. In April 2023, he and his wife Xu Yan were intercepted and arrested on their way to an event at the EU delegation; in October 2024 the Suzhou court sentenced Yu Wensheng to three years and Xu Yan to one year and nine months on the same charge. First the lawyers were arrested, then the lawyers' lawyers, then a lawyer's wife — a chain expanding layer by layer. That is what sets 709 apart from a one-off sweep: it punished not a list, but a network itself.

Confessions on air: The 709 cases also established a procedure used repeatedly since: trials closed to families, but open to television. During the August 2016 Tianjin hearings, the court announced open trials, yet relatives were kept outside while the gallery filled with people whose identities could not be verified; meanwhile state television broadcast polished clips of the detained confessing and repenting, the editing slick, the lines complete. A 2018 investigation by the rights group Safeguard Defenders counted more than one hundred forced televised confessions aired by Chinese state media between 2013 and 2018, with the 709 lawyers among the most prominent; the report noted the clips mostly aired before verdicts — conviction by television first. The practice has since entered the China judicial archive of many rights organizations: a trial may lack the family in the gallery, but never the camera.
