What Happened

国际声援西藏网络随后发布寻人短片《Where is Tibet's Panchen Lama?》,片尾指向 freepanchenlama.org 行动网站。

On January 28, 1989, the 10th Panchen Lama, Choekyi Gyaltsen, passed away in Shigatse. By Tibetan Buddhist tradition, the search for his reincarnation began. This should have been a religious affair — search, identification, enthronement, as it had been done for centuries. But this time was different: in 1991, Beijing appointed Chadrel Rinpoche, abbot of Tashilhunpo Monastery, to head the search team, and he secretly sent the candidate list to the Dalai Lama in Dharamshala (source: Tibetan Centre for Human Rights and Democracy, TCHRD). A religious thread and a political thread became tangled from that moment on.

On May 14, 1995, the Dalai Lama announced in Dharamshala that he had recognized Gedhun Choekyi Nyima as the reincarnation of the 11th Panchen Lama. The boy was born April 25, 1989, into an ordinary Tibetan family in Lhari, Nagchu — father Konchok Phuntsok, mother Dechen Chodon (sources: TCHRD, citing the Dalai Lama's proclamation; Central Tibetan Administration briefing). The Dalai Lama gave him a long religious name: Jetsun Tenzin Gedhun Yeshi Trinley Phuntsok Pal Sangpo. Beijing was furious.

Three days later, on May 17, 1995, Chinese authorities took the six-year-old Gedhun Choekyi Nyima and his parents from their home. He has not been seen since — thirty-one years and counting. Around the same time, Chadrel Rinpoche was arrested at Chamdo airport; the official charges were "splittism" and "leaking state secrets," and on May 8, 1997, he was sentenced to six years in prison (sources: U.S. Senate S. Res. 252; Amnesty International urgent action ASA 17/07/96). A six-year-old child and his entire family vanished from the world. The international community gave him a title: "the world's youngest political prisoner."

Beijing moved quickly to install its own candidate. On November 29, 1995, Chinese officials staged a "Golden Urn" lottery before the statue of Shakyamuni in the Jokhang Temple and drew the name of Gyaincain Norbu, born February 13, 1990, declaring him the 11th Panchen Lama; on December 8 he was enthroned at Tashilhunpo Monastery (source: China Tibet Online, state media). From then on there were "two Panchen Lamas": one recognized by the Dalai Lama, missing since age six; one installed by Beijing's lottery, appearing regularly at official events. Tibetans overwhelmingly recognize only the former.

The international response came fast. On January 18, 1996, Amnesty International issued an urgent action (AI Index ASA 17/07/96), noting that "a six-year-old Tibetan boy and his family have been missing from their home for eight months," with more than 50 monks and laypeople detained over the Panchen controversy (source: amnesty.org). In December 1995, 200 French parliamentarians signed a joint protest in support of the "youngest prisoner of conscience" (source: TCHRD Chinese site). In 2002, the U.S. Senate passed S. Res. 252, finding that his enforced disappearance violated the Convention on the Rights of the Child and other international instruments (source: congress.gov).

To the question "where did you take the child," Beijing's answer has been identical for thirty-one years: he is fine; leave him alone. In 1996, China first admitted detaining the boy, saying it was to prevent him from being "kidnapped by splittists" (source: The American Interest, 2020). On July 17, 2007, replying to the UN Special Rapporteur on freedom of religion, Beijing called him "a completely ordinary Tibetan boy… in very good health, living a normal and happy life and receiving a good education" — then in high school, 165 cm tall, an excellent student fond of calligraphy, with "parents who are both state employees" (per Wikipedia's account of the Chinese reply; single-source detail, marked unverified). In 2015, marking 20 years since the disappearance, a Chinese official said: "the reincarnated child Panchen you mentioned is receiving education, living a normal life, growing up healthily, and does not wish to be disturbed." On May 19, 2020, foreign ministry spokesperson Zhao Lijian told a press briefing that the boy had "received free compulsory education as a child, taken the college entrance exam, and now has a job," and that the 31-year-old "and his family do not wish their normal life to be disturbed" (sources: CTA rebuttal; International Campaign for Tibet statement, May 19, 2020).

Note one detail: in thirty-one years, Beijing has never produced any verifiable evidence — no photograph, no video, no independent visit. Every "he is fine" statement comes paired with a refusal: "he does not wish to be disturbed." On April 8, 2011, the UN Working Group on Enforced or Involuntary Disappearances stated publicly that Chinese authorities had "continuously refused to divulge any information about him or his whereabouts, making his case one of enforced disappearance" (source: Asia Freedom Institute). On June 2, 2020, five UN independent experts — the chairs of the working groups on enforced disappearances and arbitrary detention, and the special rapporteurs on cultural rights, minority issues, and freedom of religion — wrote jointly to Beijing (ref. AL CHN 12/2020), demanding "timely and detailed information" on his whereabouts and access for independent monitors (source: OHCHR spcommreports.ohchr.org, original letter). On July 15, 2025, five UN experts wrote to Beijing again, expressing "serious concern" over China's Measures on the Management of the Reincarnation of Living Buddhas and once more demanding clarification of his fate (source: tibet.net, 2025).

On May 18, 2020, U.S. Secretary of State Mike Pompeo publicly demanded that China disclose the Panchen Lama's whereabouts; on May 21, the State Department said it wished to meet the Panchen Lama in person and urged Beijing to "immediately make public details of his whereabouts" (source: RFA). Beijing's reply was the same script. In September 2020, at the 45th session of the UN Human Rights Council, China's delegate claimed "Gedhun Nyima is not the reincarnated Panchen, only an ordinary Chinese citizen… healthy and living a normal, happy life"; in April 2022, spokesperson Wang Wenbin repeated the "ordinary Chinese citizen" / "does not wish his normal life to be disturbed" formula in response to a U.S. State Department statement (sources: CTA Geneva report; ICT savetibet.eu).

On April 23, 2019, the BBC's The One Show broadcast an unusual portrait: a forensic artist's age-progression rendering of what the boy would look like at 30, based on his childhood photograph. The International Tibet Network then released the short film Where is Tibet's Panchen Lama?, directing viewers to the freepanchenlama.org campaign. A man who should have been blowing out candles on his 30th birthday can only be imagined by the world through a computer-generated face.

Beijing performs the Golden Urn ritual with a straight face, and its logic runs like this: the Qianlong Emperor of the Qing dynasty established the "Golden Urn" lottery, so the central government holds "final say" over Living Buddha reincarnations. In 2007, the State Administration for Religious Affairs issued the Measures on the Management of the Reincarnation of Living Buddhas, writing that logic into administrative law — every reincarnation must be reported up the chain for approval, and important ones require a government-organized Golden Urn draw. In July 2025, five UN experts wrote to Beijing again, singling out these Measures for "serious concern" as an instrument turning religious affairs into state control (source: tibet.net, 2025). Once you see this layer, the picture sharpens: the Panchen case was never just about one missing child — it was Beijing rehearsing a full script for intervening in the recognition of the next Dalai Lama. Whoever controls the recognition of reincarnations controls the future of Tibetan Buddhism. That was the real stake in those three days of 1995.

International advocacy has never stopped; it has only grown quieter year by year. The U.S. Commission on International Religious Freedom lists him in its "religious prisoners of conscience" database; freepanchenlama.org keeps its campaign running; every May 17, the anniversary of the disappearance, exiled Tibetans and supporters march and hold candlelight vigils around the world. But advocacy is advocacy: in thirty-one years, no government official of any country has ever seen him in person — including foreign diplomats who have "visited" Tibet. On May 21, 2020, the U.S. State Department said publicly that it wished to meet the Panchen Lama in person. Beijing did not pick up the line. Nothing followed. The UN's letters keep coming; Beijing's answer is always the same sentence: he is fine; leave him alone.

One often-overlooked detail: his parents. Konchok Phuntsok and Dechen Chodon, an ordinary Tibetan couple from Lhari, Nagchu. Three days after their son was proclaimed the Panchen Lama, the whole family was "taken away." In thirty-one years, they have never appeared in public either. In its 2007 reply to the UN, Beijing said "both parents are state employees" — a pair of "state employees" who have not been seen, heard, or interviewed in thirty-one years, without even one recent photograph. Whether to believe that is left to the reader.

As of October 2026, thirty-one years have passed since the six-year-old was taken away. No independent observer has ever seen him in person; no third party can confirm whether he is alive, where he is, or how he lives. Beijing says he "has a job" and "does not wish to be disturbed"; the United Nations calls it "enforced disappearance"; the U.S. Congress says it violates the Convention on the Rights of the Child. All sides say their piece — but one fact is admitted by everyone: this person has not appeared in public since May 17, 1995.

One more person deserves remembering: Chadrel Rinpoche. For sending the search list to the Dalai Lama, he got six years. Little is publicly known about his life after release. One outlet claims he died in prison in 2011 (single source, marked unverified). An abbot who staked the second half of his life on a list of names.

This case is unlike other persecution cases: no bloody crackdown footage, no defiant courtroom speeches — just a six-year-old boy taken away in a car, followed by thirty-one years of silence. The silence itself is the evidence.

On July 2, 2025, the stakes of this case were laid bare. On the eve of his 90th birthday, the Dalai Lama issued a statement in Dharamshala: the institution of the Dalai Lama will continue, and the sole authority to recognize his reincarnation rests with the Gaden Phodrang Trust he founded — no one else has any authority to interfere. (Sources: Office of His Holiness the Dalai Lama statement, July 2, 2025; Reuters, July 2, 2025) Amnesty International issued a statement the same day demanding that China stop interfering in Tibetan Buddhist affairs, naming Gedhun Choekyi Nyima directly: Amnesty's China director Sarah Brooks noted that after 30 years Beijing still offers no credible account of his fate or whereabouts and must immediately allow independent access to him. (Source: Amnesty International statement, July 2, 2025) Beijing's reply was as ever: Living Buddha reincarnations must comply with Chinese laws and regulations, go through the Golden Urn, and be approved by the central government. (Source: Foreign Ministry regular press briefing, July 2025, as publicly reported) One side says the authority lies with religious tradition; the other, with state approval — Gedhun Choekyi Nyima's disappearance was the first casualty of that contest.

In March 2025, the Chinese government issued the white paper Human Rights in Xizang in the New Era, boasting that by the end of 2024, 93 reincarnated Living Buddhas had been recognized with government approval, and listing state control over reincarnation affairs as an "achievement." (Source: as cited in Amnesty International's July 2, 2025 statement) From seizing a six-year-old in 1995 to claiming credit in a white paper for "approving reincarnations," thirty years closed the loop: the authority to recognize reincarnations moved from monasteries and religious leaders onto the government's approval forms.

The U.S. legislative response is worth recording. On December 27, 2020, the Tibetan Policy and Support Act was signed into law: Chinese officials who interfere in the recognition of the Dalai Lama and other Tibetan Buddhist leaders face visa and asset sanctions, and the Act calls on Beijing to disclose Gedhun Choekyi Nyima's whereabouts. (Source: U.S. Congress legislative text) It was the first foreign law to move the Panchen case from "appeals" to "consequences." Since then, the State Department's annual International Religious Freedom Reports and USCIRF's annual reports have kept Gedhun Choekyi Nyima listed as a case of enforced disappearance and a religious prisoner of conscience.

The contrast between the two "Panchen Lamas" has run for thirty years. Gyaincain Norbu grew up under official arrangement: as an adult he took posts including vice-president of the Buddhist Association of China and member of the Standing Committee of the CPPCC National Committee, appears frequently at official religious and political events, and presides over large ceremonies such as Kalachakra empowerments — every itinerary covered by state media. (Sources: Buddhist Association of China and CPPCC public materials; state media reports over the years) Of the one recognized by the Dalai Lama, not a single adult photograph exists anywhere in the world. Tibetan attitudes have not changed in thirty years: every April 25 (his birthday) and May 17 (the day he vanished), exiled Tibetans hold candlelight vigils and marches in Dharamshala, Delhi, New York and London; Tibetans inside Tibet cannot commemorate publicly — commemoration itself counts as "splittism."

Chadrel Rinpoche's ending has never been pieced together from public sources. Sentenced to six years in 1997, he would by calculation have completed his term around 2003; after that, his whereabouts rarely appear in public reporting, and the claim that he "died in prison in 2011" rests on a single source (UNPO) and is marked unverified on this page. The head of the search team and abbot of Tashilhunpo, he spent the rest of his life in prison and silence for passing a candidate list to the Dalai Lama. His fate shows the 1995 seizure was never aimed only at a six-year-old: it targeted the whole chain of religious transmission — the recognizer imprisoned, the recognized child disappeared, the monastery taken over, the list rewritten.

In 2026, Gedhun Choekyi Nyima is 37 (by his birth date). When he was taken, China had not yet joined the WTO; thirty-one years on, three generations of leadership have passed, UN experts have rotated again and again, and Beijing's answer remains a variation of one sentence. Whether his parents are alive, where he is, what education he received, whether he has a family — not one of these questions has a verifiable answer. In international law, enforced disappearance is classified as a continuing violation: until the whereabouts are clarified, the violation does not end. (Source: Amnesty International background note, July 2, 2025) That is this case's status in 2026: not history, but present tense.

To understand 1995, one must first know who the 10th Panchen Lama was. Choekyi Gyaltsen (born 1938) was the highest-ranking Tibetan Buddhist leader inside the CCP system, holding posts including vice-chairman of the NPC Standing Committee. During the Cultural Revolution he spent nearly a decade in prison for his 1962 "70,000-character petition" to Mao criticizing policy in Tibet; after rehabilitation he returned to politics and in the 1980s repeatedly criticized the authorities' "leftist" errors in Tibet in public. In January 1989, shortly after presiding over the dedication of the memorial stupa hall at Tashilhunpo Monastery in Shigatse, he passed away at 51. (Sources: public historical records; TCHRD) Precisely because he held both religious stature and a position inside the system, the recognition of his reincarnation was never going to be a purely religious matter — Beijing would not allow a second Panchen Lama of independent prestige outside its control.

The history of the "Golden Urn" also needs to be presented in both versions. Beijing's account calls the Golden Urn an "historical institution" established in 1792 under the Qianlong Emperor, requiring all Living Buddha reincarnations to pass through the lottery and central-government approval. Tibetology scholars point out, however, that among the successive Dalai and Panchen Lamas, only a minority were actually recognized through the Golden Urn; most followed the traditional procedures of search, divination and recognition by senior lamas — and the 10th Panchen Lama himself was exempted from the lottery with Nationalist government approval and enthroned directly. (Sources: Tibetology research literature; ICT historical background materials) After 1949, a Qing imperial ritual was rewritten into a modern state's approval power over religious succession; the November 29, 1995 lottery at the Jokhang was the fullest performance of that rewrite. Calling the ritual "since ancient times" and the approval "religious tradition" is the core of this case's official rhetoric.

The search process itself left a complete paper trail. After the search began in 1989, Beijing organized a search team led by Tashilhunpo Monastery's democratic management committee; Chadrel Rinpoche took charge in 1991. By Tibetan Buddhist tradition, final recognition authority belongs to the Dalai Lama — it was on that basis that Chadrel secretly sent the candidate list and divination results to Dharamshala. (Sources: TCHRD; Amnesty ASA 17/07/96) Beijing's later characterization was "colluding with foreign forces and leaking state secrets": a religious procedure reaching the Dalai Lama became, in Beijing's dictionary, a crime. That logic of criminalization is the same line that, thirty years on, folded reincarnation recognition wholesale into administrative approval under the Measures on the Management of the Reincarnation of Living Buddhas.

Verification: Core facts — date of birth (1989-04-25), the Dalai Lama's recognition (1995-05-14), the removal (1995-05-17, age six), the Golden Urn ceremony (1995-11-29), the enthronement (1995-12-08), Beijing's repeated "normal life / does not wish to be disturbed" statements, and the UN Working Group on Enforced Disappearances case plus the two joint letters from five UN experts — are cross-verified by TCHRD, CTA, Amnesty International, the U.S. Congress and OHCHR. The following details are single-source or secondhand and are attributed or marked unverified: the father's name is "Konchok Phuntsok" per the Dalai Lama's original proclamation (not the commonly misreported "Konchok Tseten"); details in China's 2007 reply (height, school grades) appear only via Wikipedia's account of the letter; the claim that Chadrel Rinpoche "died in prison in 2011" comes from a single outlet (UNPO) — unverified; no Amnesty document formally designating him a "prisoner of conscience" was found — "world's youngest political prisoner" is the widely used phrasing by parliamentarians and USCIRF. Official denials are quoted as stated; both sides' accounts are presented, and this site draws no one-sided absolute conclusions.

Our Take

What sets the Panchen Lama case apart is state power reaching directly into the core of religious succession. Who may recognize a reincarnation is, by tradition, an internal religious procedure of Tibetan Buddhism; after 1995 it became an administrative approval. The candidate recognized the "wrong" way vanished — the child and his whole family with him — while the replacement received the endorsement of a state-run ritual. What did a six-year-old do wrong? Nothing. He was simply "recognized by the wrong people," and the judge of right and wrong was neither the monasteries nor the faithful, but the regime. Thirty-one years without a photograph, without a visit, with only "he is doing well" on repeat: that is not privacy protection, it is the normalization of enforced disappearance. Once this precedent stands, the succession of any religion's leadership can be rewritten on power's approval form.
