Ding Jiaxi
(1967–)Ding Jiaxi (1967–)
Born August 17, 1967 in Yidu, Hubei; a Beijing human rights lawyer. Co-founded the New Citizens Movement with Xu Zhiyong, advocating official asset disclosure, equal education rights and civic participation. First arrested April 2013; released October 2016 and resumed activism.
The "12.26" roundup: in early December 2019, Ding joined Xu Zhiyong and 20+ others at a private gathering in Xiamen to discuss current affairs. Seized by Shandong police on December 26, 2019; held 6 months under "designated-location surveillance," reportedly tortured — prolonged interrogation, sleep deprivation, strapped to a "tiger chair" 10+ hours a day. Denied pen and paper for nearly four years from detention through sentencing.
Secret trial: tried in June 2022 — a single day behind closed doors, family and chosen lawyers barred. Sentenced April 10, 2023 by the Linshu County People's Court, Shandong, to 12 years for "subversion of state power," plus 3 years' deprivation of political rights. The same court gave Xu Zhiyong 14 years on the same charge. Shandong High Court upheld on appeal in November 2023.
In prison: per family and rights groups, subjected to harsh restrictions — no outdoor time, correspondence limited to immediate-family letters, no phone calls, restricted reading. Per CHRD's December 2025 report and wife Luo Shengchun, currently held at Jiangbei Prison, Hubei. No new family/lawyer statements on 2026 conditions; cannot be independently verified.
Key sentence: April 10, 2023 — 12 years for "subversion of state power" (Linshu County Court). Currently held at Jiangbei Prison, Hubei.

1. Early Life and Education
Ding Jiaxi was born on August 17, 1967, into a rural family in Yidu, Hubei Province. In the 1980s he was admitted to Beihang University in Beijing, where he earned bachelor's and master's degrees in engineering, specializing in aircraft manufacturing. From 1990 to 1996 he worked as an engineer, first at the Shenyang Aviation Industry Corporation and then at the Aviation Industry Corporation in Beijing — a classic technical-elite background for his generation.
While a postgraduate at Beihang, Ding studied law on his own, passed the bar examination in 1994, and became a full-time lawyer in 1996, working at several Beijing firms. In 2003 he co-founded the Beijing Dehong Law Firm as a senior partner, practicing mainly in corporate mergers and acquisitions, investment, bankruptcy, and intellectual property. By 2013, according to public reports, Dehong had more than twenty lawyers and annual revenue of about 25 million yuan. Ding also served on committees of the Beijing Lawyers Association and the legal committee of the China Democratic League, and in 2011 was named one of Beijing's top ten intellectual-property lawyers. By any conventional measure he was a successful man who could have lived out his days in comfort.
2. The Road to the Citizens' Movement: Education Equality and Asset Disclosure
Ding's turning point came years into his legal career. He joined the Open Constitution Initiative (Gongmeng) founded by Xu Zhiyong and others, and gradually became one of the principal organizers and coordinators of the New Citizens Movement. Under the banner of 'freedom, justice, love,' participants met for dinners and civic gatherings to discuss civil rights, equal education, anti-corruption, and constitutionalism. In the words of his friend Guo Feixiong, Xu Zhiyong was the movement's 'brain,' while Ding Jiaxi was its 'heart' — the one who kept the network connected and running.
From 2010, Ding campaigned for equal education rights for the children of migrant workers, demanding that they be allowed to sit the college entrance exam where their parents worked instead of being sent back to their places of household registration. In December 2012, he, Xu Zhiyong, Sun Hanhui, Wang Yonghong, and others published an open letter calling on senior officials — including the newly installed CCP General Secretary Xi Jinping — to take the lead in disclosing their personal assets; the accompanying citizens' petition gathered more than 7,000 signatures. In early 2013 Ding and others took to the streets in Beijing and elsewhere, holding placards demanding asset disclosure. All of these activities were peaceful and public, grounded in the text of China's own constitution and laws.
(2013—2016)3. First Imprisonment (2013–2016)
On April 17, 2013, Ding was criminally detained by the Beijing Municipal Public Security Bureau; his home, office, and car were searched. The charge against him shifted repeatedly — first 'illegal assembly,' then 'picking quarrels and provoking trouble,' then 'gathering a crowd to disrupt order in a public place.' On May 24, 2013, his formal arrest was approved by the First Branch of the Beijing Municipal People's Procuratorate, and he was held at the Beijing No. 3 Detention Center. More than one hundred lawyers nationwide formed a support group for him; in Xinyu, Jiangxi, Liu Ping, Wei Zhongping, and Li Sihua were themselves arrested and sentenced for publicly supporting the asset-disclosure campaign.
In January 2014 Ding, Li Wei, and others were tried at the Haidian District People's Court in Beijing. Defense lawyers protested that the court restricted cross-examination and defense arguments; Ding and his co-defendants at one point dismissed their lawyers in open court, forcing an adjournment. On April 18, 2014, the Haidian court sentenced Ding to three years and six months for 'gathering a crowd to disrupt order in a public place'; Zhao Changqing received two and a half years, and Li Wei and Zhang Baocheng two years each. Ding appealed; in July 2014 the Beijing No. 1 Intermediate People's Court upheld the verdict after a written review. Ding was released in October 2016. Three and a half years in prison did not change his course: after release he resumed his civic advocacy, keeping in contact with rights defenders and lawyers across the country.
4. Blocked from Travel; the Xiamen Gathering
After his release, Ding lived under close surveillance and his freedom of movement was progressively tightened. In 2018 he was barred from boarding a flight to the United States — his wife Luo Shengchun and their two daughters had long since emigrated there, and the family remained separated across the Pacific. In 2019 the authorities also blocked him from traveling to Hong Kong, on the grounds that he 'might endanger national security and interests.' A once-successful lawyer was stripped even of the right to leave the country to see his family, and no legal document justifying it was ever shown to him.
On December 7–8, 2019, Ding, Xu Zhiyong, and more than twenty lawyers and activists gathered in Xiamen, Fujian, sharing meals and discussing the state of Chinese civil society and current affairs. It was a private, peaceful gathering — people eating and talking. Beginning on December 26, 2019, the authorities launched arrests of participants across the country, in what became known as the '12.26 crackdown.' Ding was taken in Beijing on December 26 by officers of the Yantai Municipal Public Security Bureau from Shandong Province, with no legal notice shown to his family. Xu Zhiyong went into hiding and was seized by Beijing police in Guangzhou on February 15, 2020. Among the other participants, Chang Weiping, Li Qiaochu, and Zhang Zhongshun were later sentenced to prison; Dai Zhenya and Li Yingjun were placed under residential surveillance and then released on bail; nearly all participants, and some of their relatives, were placed under exit bans that remain in force.
5. Designated-Location Surveillance, Torture Allegations, and Indictment
After he was taken, Ding was held for six months under 'residential surveillance at a designated location' (RSDL) — confined at a secret site, completely cut off from the outside world, with no access to family or lawyers. UN experts have stated that this form of detention constitutes secret detention and a form of enforced disappearance. According to disclosures by Ding's defense lawyer Peng Jian in court, relayed by his family, Ding was tortured during RSDL: strapped to an iron 'tiger chair' for interrogations lasting more than ten hours a day; prolonged sleep deprivation; exposure to loud noise; restricted food and water; forced immobility for long periods; no sunlight, no showers, no tooth-brushing, no change of clothes. Xu Zhiyong, held at the same site, was treated similarly. The authorities have never investigated or responded to these allegations.
On June 19, 2020, Ding and Xu were formally arrested on suspicion of 'inciting subversion of state power' and transferred to the Linshu County Detention Center in Shandong. There, mistreatment continued: insufficient food, extremely short yard time, poor sanitation, and no hot water. According to family disclosures, for nearly four years — from detention until after sentencing — the two men were denied pen and paper and could not read books or newspapers. In January 2021 the charge was upgraded to the more serious 'subversion of state power.' In August 2021 both were indicted by the Linshu County People's Procuratorate. The indictment cited organizing the 'Citizens Movement,' creating a Telegram group chat, organizing the Xiamen gathering, and the men's own essays and articles as evidence of 'subversion.' Ding and Luo Shengchun applied to have illegally obtained evidence — confessions extracted under torture — excluded; the applications went nowhere. The lawyers chosen by the families were kept out for years and could scarcely even obtain the indictment.
6. Secret Trial and a Twelve-Year Sentence
On June 22, 2022, Ding's case was tried in secret at the Linshu County People's Court in Shandong. The hearing was held behind closed doors and finished in a single day; the family received no notice, the family's chosen lawyers were not permitted to participate, and who sat in the gallery remains unknown. Nearly ten months of silence followed. On April 10, 2023, the Linshu County Court delivered its verdict: Ding was sentenced to twelve years in prison for 'subversion of state power,' plus three years' deprivation of political rights; the same court sentenced Xu Zhiyong to fourteen years on the same charge. Court officials declined to confirm the sentences to the media, and lawyers were forbidden from publishing the judgment — Luo Shengchun had to piece the outcome together from lawyers and rights organizations.
Both men appealed. In November 2023 the Shandong Provincial High Court upheld the original verdicts. The two subsequently filed petitions for retrial. A county-level court, in a single closed day of hearings, sentenced China's two best-known citizens'-movement participants to a combined twenty-six years in prison. From investigation to trial, the case was handled entirely by the police, procuratorate, and courts of one corner of Shandong — it had nothing to do with Fujian, where the gathering took place, or Beijing, where the men lived — and this jurisdictional arrangement has never been publicly explained.
On the day of sentencing, Luo Shengchun told Reuters and AFP by telephone from the United States that she had no details of the judgment, because the lawyers were forbidden to publish the verdict documents and did not dare reveal where the men had been sentenced or on what charges; an official of the Linshu County Court declined to confirm the sentences to reporters. She said she would not let the authorities jail Ding Jiaxi and Xu Zhiyong so easily, and would keep demanding answers. The same day, Human Rights Watch condemned trials riddled with procedural problems and allegations of mistreatment. In other words, verdicts totaling twenty-six years were confirmed and made known to the world sideways — by journalists and rights groups — while the convicted men's own families could not even obtain the judgment.
7. In Prison: Jiangbei Prison, Hubei
After the verdict took effect, Ding was transferred to Jiangbei Prison in Hubei Province (in Jiangling County, Jingzhou). According to continuing disclosures by his family and rights organizations, he is held under strict, isolated control: outdoor exercise time ('yard time') has been cancelled and he is not allowed outside; correspondence is limited to letters from immediate family and is strictly censored and withheld; telephone calls are forbidden; purchasing and reading books is restricted; family visits have long been impossible to arrange. A December 2025 report on torture by the Network of Chinese Human Rights Defenders (CHRD), confirmed by Luo Shengchun, records that these restrictions continued through 2025 and that his exercise time falls short of minimum international standards. Luo says he is rarely allowed outdoors, cannot phone his family, and that their letters are strictly censored.
Ding's twelve-year sentence is credited with the time he has been held since December 2019. As of October 2026 he has been deprived of liberty for nearly seven years. During 2026, neither family nor lawyers have issued new public statements about his condition inside, and his current state of health cannot be independently verified — itself a feature of the information blockade: everything the outside world knows about him depends on how much the prison chooses to let out.
Since December 2019, Luo Shengchun and her daughters have not seen Ding Jiaxi in person. What they know of him comes only from words occasionally carried out by lawyers and from fragments that survive the prison's censorship of letters. In August 2024, on Ding's fifty-seventh birthday, Luo recorded publicly that he would once again spend his birthday alone in a cell. A family is thus cut in two by a national border and a prison wall: one half testifying at hearings in America, the other half silent in a Hubei prison.
8. The Family: Luo Shengchun and Two Daughters
Ding Jiaxi and Luo Shengchun married in 1993 and have two daughters; the family lived in Beijing in the early years. Luo later emigrated to the United States with the girls while Ding stayed in China to continue his civic work, and the family was separated across the Pacific, reuniting only when he was occasionally allowed to travel — a possibility closed off entirely in 2018. When news of his December 26, 2019 arrest reached the United States, the two daughters were, Luo says, stunned into silence; afterwards they chose as far as possible not to speak of their father, and the elder daughter still will not discuss the subject at home. Because Ding was arrested the day after Christmas, the holiday has become a painful date for the family; since 2019 the three of them have not spent a Christmas together at home.
Luo Shengchun did not stay silent. From the United States she has campaigned continuously for her husband: meeting U.S. State Department officials and members of Congress, recounting Ding's case before bodies such as the Tom Lantos Human Rights Commission of the U.S. Congress, and giving interviews to Reuters, AFP, Voice of America, and other outlets — repeating one point: her husband had only attended a private gathering. She told Amnesty International that she knows clearly that attending a private gathering violates no law, that these citizens should not be imprisoned for a single day, and that she will campaign to overturn the case to the end. In 2024 Luo resigned from her job to advocate full-time and co-founded the Alliance for Citizens Rights, bringing the cases of Ding Jiaxi and Xu Zhiyong, together with broader Chinese human-rights issues, into international forums. She always approaches the cases from a family's perspective — the best way, she says, to make the international community understand them.
In fact, Luo began speaking out publicly as early as January 2020, less than a month after Ding was taken. In a video recorded for an international rights organization she said her husband was a good man and a good citizen, and that China needed more people like him. For nearly seven years since — from video appeals to resigning her job for full-time advocacy, from hearings in Washington to the joint statement on the fifth anniversary of the Xiamen case — her voice has not stopped. Luo Shengchun's name appears nowhere in Ding Jiaxi's case file, yet she is one of the most important chroniclers of this case: the sentencing date the authorities would not announce, the place of detention they would not acknowledge, the torture allegations they would not answer — in many instances the world learned of them first from her.
9. International Response
The case drew international attention from the start. Amnesty International designated Ding and Xu prisoners of conscience and has repeatedly demanded their immediate and unconditional release. The UN Working Group on Arbitrary Detention issued opinions finding their detention arbitrary and in violation of international law, and called for their immediate release. UN High Commissioner for Human Rights Volker Türk stated publicly that the verdicts did not meet the standards of international human rights law. After the April 2023 verdicts, the U.S. State Department condemned the sentences and demanded the men's release; Human Rights Watch called the convictions and sentences 'cruelly farcical.'
Honors reached him in prison. In 2021 Ding received the China Human Rights Lawyer Award. In 2023 the U.S. Department of State gave him its Global Human Rights Defender Award, and the Council of Bars and Law Societies of Europe (CCBE) gave him its annual Human Rights Award. In December 2024, on the fifth anniversary of the Xiamen gathering case, Amnesty International issued a statement demanding release, and more than thirty rights organizations signed a joint statement noting that over five years the two men had suffered arbitrary detention, torture, and unfair trials merely for attending a private gathering. CHRD's December 2025 torture report again named Ding's prison conditions. None of these statements and awards has altered the Linshu County Court's judgment — but they form a record parallel to the official file: one record calls him a criminal guilty of 'subverting state power,' the other calls him a prisoner of conscience and a human rights defender. Which of the two will withstand the test of time needs no elaboration.
10. The Others in the Same Case
The Xiamen gathering case was never a case of two men alone. More than twenty people attended the gathering, and over the following years they were dealt with one by one. Lawyer Chang Weiping was held under RSDL in October 2020 and, by his own account, tortured; in June 2023 the Feng County People's Court in Baoji, Shaanxi, sentenced him to three years and six months for 'subversion of state power'; he was released in July 2024 but remains banned from leaving China. Feminist and labor activist Li Qiaochu — Xu Zhiyong's partner — was arrested in February 2021 for campaigning online about the case and visiting fellow detainees; on February 5, 2024, the Linshu County Court sentenced her to three years and eight months for 'inciting subversion'; she was released in August 2024, likewise under an exit ban and deprived of political rights. Zhang Zhongshun, a teacher at Yantai University, was sentenced in November 2024 to four and a half years over items allegedly stored at his home in connection with the gathering. Dai Zhenya and Li Yingjun were released on bail after residential surveillance but have long been barred from leaving the country. A dinner of some twenty people thus produced at least five prison sentences and exit bans on nearly everyone — the length of that reckoning list is the most accurate footnote to this case.
Our Take
Ding Jiaxi's entire list of 'crimes' fits on one line: calling on officials to disclose their assets, demanding equal examination rights for migrant children, attending a private gathering, and writing essays online. For this, a man was sentenced first to three and a half years and then, after his release, to twelve more. The judicial logic the case displays is that the charge can be escalated at will — from 'disrupting order' to 'inciting subversion' to 'subversion of state power' — while the conduct stays the same; what changes is the label the authorities need. A trial staged in a remote county town, closed to the public, finished in a day, with the judgment barred from publication, torture allegations never investigated, and family lawyers shut out from beginning to end: every element shows this was not a judicial error but institutional design — verdict first, procedure afterwards. To define a dinner gathering as subversion is to declare that citizens do not even have the right to eat and talk together.
