周庭Agnes Chow

周庭Agnes Chow

香港Hong Kong

Sentenced to 10 months in 2020; exiled to Canada in 2023; formally listed as wanted by Hong Kong's national security police in February 2024, who vowed to pursue her for life.

1. Background and Student-Movement Roots

Agnes Chow Ting was born in Hong Kong on December 3, 1996, raised in a Catholic family, educated at Holy Family Canossian College, and later studied government and international studies at Hong Kong Baptist University, twice suspending her studies for activism. Self-taught in Japanese, she gives interviews and posts in fluent Japanese and has a large following in Japan, where media call her the "Goddess of Democracy." In 2012, aged 15, she joined the school-student group Scholarism, which opposed the government's planned Moral and National Education subject, and became one of its spokespersons and youngest public faces.

In early September 2012, three Scholarism members began a hunger strike outside government headquarters; students and citizens rallied in support in relays, and the September 7 evening rally drew over 100,000 people. Chow, one of the youngest organizers on site, chaired rallies, spoke and gave interviews day after day. The demand was single and concrete: withdraw the national-education subject, widely suspected of being political indoctrination for schools. The government first offered a review committee, which the movement rejected; under public pressure, Chief Executive Leung Chun-ying announced on October 8 that the curriculum guidelines were shelved and schools could decide for themselves — in effect, the subject was withdrawn. It was a rare complete victory for Hong Kong civil society in the 2010s, and it fixed in the Scholarism generation the belief that school students could change policy — a belief carried into the Umbrella Movement and 2019.

In September 2012, Scholarism members hunger-struck and occupied the forecourt of government headquarters, drawing crowds of over a hundred thousand. On October 8 the government shelved the national-education curriculum guidelines — a partial victory that made Chow and Joshua Wong household names. During the 2014 Umbrella Movement she served as a Scholarism spokesperson, speaking at the Admiralty occupation site and to international media. The movement was cleared that December without any concession on electoral reform, but her generation had stepped onto the political stage for good.

Much of Chow's public profile was built in Japan. She taught herself Japanese through anime and idol culture and was posting in Japanese as a teenager; during the anti-national-education and Umbrella movements she gave repeated interviews to Japanese television and newspapers, explaining Hong Kong's situation directly to Japanese audiences in their own language. In June 2019 she travelled to Tokyo to speak at the Foreign Correspondents' Club of Japan, urging attention to Hong Kong's human rights and meeting cross-party Japanese lawmakers. These international ties gave her unusual visibility among young Hong Kong activists — and later made her a ready-made target for the "collusion with foreign forces" narrative: after the National Security Law took effect, every foreign trip and every Japanese-language post could be re-interpreted as evidence.

2. Founding Demosistō and the 2018 Election Ban

On April 10, 2016, Chow co-founded the political party Demosistō with Joshua Wong and Nathan Law, serving as its founding deputy secretary-general and advocating "democratic self-determination." Law won a Legislative Council seat in 2016 but was disqualified in the 2017 oath-taking saga, triggering a Hong Kong Island by-election. In January 2018 Chow renounced her British citizenship and suspended her studies to run. On January 27 the returning officer ruled her nomination invalid because Demosistō's self-determination platform was deemed incompatible with the Basic Law. At 21, she was barred from even standing — a decision legal scholars criticized as screening candidates by political belief, setting a precedent.

Chow filed an election petition. On September 2, 2019, the High Court ruled that the returning officer had breached procedural fairness by not letting Chow respond before disqualifying her; the by-election result was annulled and the winner, Au Nok-hin, lost his seat. But the court did not strike down political screening itself, and Chow said outside court that the ruling had not changed the substance — candidacy rights removed on political grounds. Political vetting by returning officers became routine, and after Beijing overhauled the electoral system in 2021, pro-democracy candidates were shut out altogether.

After her disqualification, Chow campaigned for Au Nok-hin, who won the March 11, 2018 by-election. But after the High Court upheld her election petition in September 2019 and voided the result, Au lost his seat that December — Chow had won in procedure while the pro-democracy camp lost a seat; she said the petition targeted the returning officer's political-screening system, not Au personally. The outcome captured Hong Kong's peculiar condition at the time: courts could still correct procedural errors, but disqualifying candidates over political platforms stood, so procedural correction could not undo substantive deprivation. Chow never had another chance to stand; in the 2019 District Council and 2020 Legislative Council elections, waves of pro-democracy candidates were disqualified or screened out. Her case was the beginning of the pattern, not an exception.

3. The 2019 Police Headquarters Siege Case

In June 2019 the anti-extradition-bill movement erupted. On June 21, large crowds surrounded Hong Kong Police Headquarters in Wan Chai, demanding the release of arrested protesters and the withdrawal of the "riot" label. Chow addressed the crowd outside headquarters through a loudspeaker. Police later pursued student leaders for allegedly inciting and taking part in an unauthorized assembly. On the morning of August 30, 2019, Chow was arrested at her home in Tai Po; Joshua Wong was arrested the same day. Both were charged and released on bail. The case dragged on for over a year, reaching its plea stage only after the National Security Law had taken effect.

The events of June 21 itself should be recorded precisely. On June 12, 2019, when the Legislative Council was to resume the second reading of the extradition bill, clashes erupted around Admiralty and police arrested multiple people on riot charges. On June 21, answering online calls, protesters surrounded Police Headquarters on Arsenal Street in Wan Chai for about 15 hours, into the night. They demanded that the Commissioner of Police come out to talk, that the "riot" label be withdrawn, and that arrestees be released; some threw eggs at and spray-painted the headquarters' walls. Chow and Wong addressed the crowd repeatedly through loudspeakers, which the prosecution cast as inciting participation in an unauthorized assembly. The siege dispersed peacefully, with no reported injuries and no substantial damage to the building. Every charge the three later faced arose from that single day — the necessary background for weighing sentences of 10 to 13½ months.

On November 23, 2020, Chow, Wong and Ivan Lam pleaded guilty at West Kowloon Magistrates' Courts; Chow admitted inciting others to knowingly take part in an unauthorized assembly and taking part in one herself, and was remanded in custody. On December 2 the court sentenced Chow to 10 months in prison, Wong to 13½ months and Lam to 7 months. Large crowds of supporters gathered outside as the three were driven away. It was Chow's first prison term; she was 24.

There was an interlude before the plea. On June 30, 2020, the National Security Law was passed in Beijing and took effect the same day. That morning Chow, Wong and Law successively announced their withdrawal from Demosistō, and the party announced its dissolution and the cessation of all activities. The party she had co-founded was gone on the very day the law landed. Her plan to take part in the pro-democracy camp's Legislative Council primaries that July also ended as the election was postponed and candidates were disqualified en masse. By the time she pleaded guilty in the police-headquarters case, her party, her path to elected office and her public political life had all already been erased; only the criminal process remained.

4. Ten Months in Prison and Release in 2021

Chow served her sentence at the Tai Lam Centre for Women and then Lo Wu Correctional Institution, both run by the Correctional Services Department. Hong Kong media reported at the time that she was at one point classified as a Category A prisoner — the highest security category — with tightly controlled transfers and visits, a treatment questioned in the case of a young first offender jailed for an assembly offence. In her 2023 account she wrote that prison left her with lasting fear: even though the term was "quite short" by today's standards, she feared throughout that she would never get out, and the fear did not leave after release. On June 12, 2021, having earned remission for good behaviour, she was released; crowds of media and supporters waited outside Lo Wu as she left by car with friends, without speaking.

Release did not mean freedom. Back on August 10, 2020 — the same day media founder Jimmy Lai was arrested — officers of the police National Security Department had arrested Chow at home on suspicion of "collusion with foreign forces" under the National Security Law. After a night in custody she was bailed late on August 11, her passport seized and a travel ban imposed. She had to report to police every three months and repeatedly received notices extending the seizure of her travel documents by three months at a time. She described this endless "three months after three months" waiting as devastating to her mental health; she was diagnosed with depression, post-traumatic stress disorder and anxiety, according to her own public account in 2023. On June 28, 2021, her Facebook page abruptly closed, and she fell silent in public for two and a half years. The national security case was never charged and never dropped — leaving it unresolved was itself an instrument of control.

The scale of the August 10, 2020 arrest also belongs on the record: ten people were arrested that day, including Apple Daily founder Jimmy Lai, his two sons and several Next Digital executives, while some 200 officers raided the Apple Daily building. Police said the case concerned an online advocacy network calling for foreign sanctions on Hong Kong. Chow was taken back to her Tai Po home for a search that night; on her release late the next day she told reporters the arrest was political suppression, and that she was afraid but had no regrets. For over two years afterwards, police never charged her in that case, yet used it to keep her on bail and her passport seized. In her own account, during that period she rarely went out and, even at home, would imagine police breaking down her door, able only to cry, tremble, or confide in friends — details from her public writings of 2023, consistent with contemporary media reporting.

During her imprisonment, supporters in Hong Kong and Japan organized letter-writing efforts and a substantial volume of mail reached the correctional institutions; she later wrote that these letters were among her few links to the outside world in prison. Both her sentencing and her release received prominent coverage across Japanese national media — a level of attention in a neighbouring country unusual for a young Hong Kong activist jailed at home. This also explains why Japanese media were among the earliest and fullest reporters when she later made the details of her exile public.

5. The Shenzhen Trip: A Passport in Exchange for a "Patriotic Tour"

In 2023 Chow applied to study abroad and was admitted to a master's programme in Toronto, Canada (at OCAD University). She applied to the national security police for the return of her passport. According to her public account in December 2023, police demanded full details of her course, timetable, dormitory and payment records, questioned her choice of study, and required a "letter of repentance" pledging regret for her past political involvement, no further political activity, and no contact with former Scholarism or Demosistō colleagues. In July 2023 police added a further condition: one trip to mainland China, escorted by national security officers, in exchange for her passport.

In August 2023, escorted by five national security officers, Chow spent a day in Shenzhen visiting an exhibition on reform and opening up and the headquarters of tech giant Tencent, photographed with exhibits throughout, as she later wrote. Back in Hong Kong, police asked her to write a letter thanking them for arranging the trip so she could understand the motherland's great development. She got her passport back only the day before departure, and in mid-September 2023 flew to Toronto to start her degree, due to report back to Hong Kong police at the end of December under her bail terms. She later told the BBC she had initially bought a ticket home but changed her mind in November, fearing that returning would mean arrest, another exit ban, and another forced mainland trip; she did not want to be forced into such things again, even at the cost of her body and mind collapsing.

6. Announcing Exile and Being Listed as Wanted

On December 3, 2023 — her 27th birthday — Chow broke two and a half years of silence with two long Instagram posts announcing she would not return to report to police and "probably won't go back for the rest of my life." She disclosed the Shenzhen trip for the first time, saying that if she stayed silent, those photographs might one day be used as evidence of her "patriotism" — the fear was that concrete. On December 4, Hong Kong police "strongly condemned" what they called a blatant challenge to law and order, urging her to turn back before bearing the name of "fugitive" for life; Chief Executive John Lee said fugitives would be pursued for life, and China's Foreign Ministry said those involved would face legal consequences. The reporting deadline passed on December 28 without Chow; on December 29 police confirmed they would pursue her arrest with full effort.

On February 6, 2024, Deputy Commissioner of Police (National Security) Andrew Kan announced at a press briefing that Chow was formally listed as a wanted person and would be hunted for the rest of her life unless she surrendered. Police had previously put HK$1 million bounties on each of 13 other overseas Hongkongers, but Kan did not say whether a HK$1 million bounty also applied to Chow — a detail Reuters and Radio Free Asia both noted as unconfirmed. This site therefore records: Chow is formally wanted and police vow lifelong pursuit; the amount of any bounty on her has not been confirmed by police.

7. International Response and Her Family

Chow's exile drew responses from several governments. In February 2024, US Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink met several wanted overseas Hongkongers and publicly called on Hong Kong authorities to stop intimidating people in Hong Kong and around the world. Japanese politicians and media followed her case closely, reflecting her prominence in Japan. Rights groups noted that her experience displayed the National Security Law's machinery in full: prolonged bail without charge, a seized passport, a repentance letter and a "patriotic tour" as the price of leaving, and finally a lifelong wanted listing. As for her family, Chow has declined to comment on their situation for safety reasons; as of this site's October 2026 check, there are no reliable public reports of her family members being arrested or wanted, though she has said she remains wary of transnational surveillance in Canada and at first did not dare go out alone.

Rights groups focused on the procedure itself. Amnesty International and Human Rights Watch have long listed Chow among Hong Kong's political prisoners, noting that she was jailed for peaceful assembly and then held for years in a bail limbo — neither charged nor cleared — a textbook case of the National Security Law using process as punishment. After her December 2023 exile announcement, several rights organizations stated that requiring a bailed person to write a repentance letter and take an arranged mainland tour to retrieve her own passport would be unthinkable in any common-law jurisdiction. In Canada she entered legally as a student; she told media in December 2023 that she was considering whether to seek asylum (per Japanese media and Radio Free Asia reports at the time). There has been no further public information, and this site draws no inference.

8. Current Status (as of October 2026)

The detail of her change of mind deserves recording: she told the BBC she had bought a ticket back to Hong Kong in October 2023, and decided not to return only as the reporting deadline approached after settling in Toronto, because she foresaw arrest, another exit ban and another forced mainland trip. She asked how she could live another ten, twenty or thirty years under such control. This explains a key fact of her case: what drove her into exile was not a wanted notice — the formal listing came only after her announcement — but the indefinite, chargeless, endless control of three years on bail itself.

From 2024 Chow gradually resumed a public life. In interviews with Japanese and Hong Kong media in Toronto she described ordinary days: shooting film photography, learning to ice-skate, adjusting medication and routines in treatment — a life slowly approaching that of an ordinary overseas student. She said recovery would take a long time and that symptoms sometimes kept her from going out; on whether she would resume political work she had no fixed plan and ruled nothing out. These interviews show that the theme of her exile has been recovery from fear, not political mobilization — a far cry from the "colluding with foreign forces" image in official propaganda.

Chow now lives in Toronto, continuing her studies and daily life, occasionally giving interviews to Japanese and international media and posting on social media again. In interviews she speaks most about recovery — treating her mental-health conditions and learning to live beyond fear. Japanese Wikipedia records that she completed her master's degree at OCAD University in July 2025 (this detail has not been reported by major English-language media; unverified). The Hong Kong wanted listing remains in force: she faces arrest if she enters Hong Kong or any jurisdiction with an extradition arrangement with China. The original 2020 national security allegation of collusion with foreign forces was never formally charged and never closed. As of October 2026 there are no reliable reports of her leaving Canada or of any change to her exile status.

Our Take

The most telling fact in Chow's case is how she finally left: not by legal right, but with a passport obtained in exchange for a repentance letter, a Shenzhen tour escorted by five national security officers, and a thank-you letter. A person never charged had her documents seized for three years, reported to police every three months, and had to undergo "patriotic education" before being allowed to study abroad. That is not law enforcement; it is ideological remoulding with personal freedom as the bargaining chip. When she refused to return, the answer was "pursued for life." A regime that hunts for life a young woman who already served ten months for an assembly offence is not pursuing a crime — it is pursuing her refusal to repent.
