(1983–1987)"Strike Hard" Campaign (1983–1987)

The nationwide anti-crime campaign backed by Deng Xiaoping, lasting three years and five months. Under the slogan of "severity and swiftness," 1.77 million were arrested and 1.74 million sentenced; officials say 24,000 received death sentences. Dancing or dating could land you in prison; countless wrongful cases remain unredressed.

Background: post-Cultural Revolution breakdown

The Cultural Revolution had destroyed China's judicial system: courts were under military control and law was a dead letter. After it ended, masses of youth who had grown up in turmoil — with no proper schooling or job training — flooded society. In 1979, urban unemployment hit 20 million, the highest since 1949; Beijing had 400,000 jobless (8.6% of its population), Tianjin 380,000 (11.7%). The end of the sent-down youth program in 1980 sent educated youth back to cities, worsening job pressure.

Crime figures were shocking. Ministry of Public Security data: over 750,000 cases filed in 1980 (50,000+ major); over 890,000 in 1981 (67,000+ major); over 740,000 in 1982 (64,000 major). Murder, rape, robbery and arson surged; hooligan gangs ran rampant. The Criminal Law and Criminal Procedure Law had only taken effect in 1980 and a new Constitution passed in 1982 — legal reconstruction was just beginning, and judicial organs lacked both staff and experience.

In May 1981 a central work conference on public order adopted the policy of "severity and swiftness according to law." On February 8, 1983, during an inspection tour in Wuxi, Deng Xiaoping heard a report from Central Advisory Commission member Jiang Weiqing: "The economy is growing and politics is stable, but public security is terrible. Women workers dare not go to night shifts; good people fear bad people. This can't go on — only you can make the decision." Asked for advice, Jiang said: "Investigate, prepare for half a year, fight several campaigns — arrest who must be arrested, execute who must be executed, send the rest to the frontier for reform. Criminals fear execution most, and fear losing their hukou and being exiled."

In July 1983 Deng spoke with public security chiefs, explicitly calling for a campaign of severe strikes against criminal activity. The top leadership's will was set; a nationwide campaign was imminent.

Who decided

Deng Xiaoping was the supreme decision-maker; Peng Zhen first proposed "severe and swift"; Liu Fuzhi (public security minister) ran the operation. Key decisions:

Deng's characterization: serious criminals should be treated as contradictions between the enemy and ourselves — "we guarantee the safety of the greatest majority; that is humanitarianism."

Detailed timeline

August 1983: the "severe crackdown on serious criminal activity" formally began nationwide. Strike-hard command posts were set up everywhere; police, procuratorates and courts worked in "joint offices" under Party committees, with political-legal commissions coordinating — a system that slashed coordination costs while eliminating checks among the three organs.

September 1983: the NPC Standing Committee passed the "Decision on Severely Punishing Criminals Who Gravely Endanger Public Security," giving "severity and swiftness" a legal basis. It widened the death penalty's scope, raised sentencing for many crimes, and allowed death sentences in cases where it "may" be imposed — in practice, "may execute" became "must execute."

The three "battles." Officially the campaign comprised three "battles" (phases), running August 1983 to January 1987 — three years and five months. The first battle (late 1983) was the fiercest, with executions most concentrated; the second and third sustained the pressure at slightly lower intensity. Mass sentencing rallies and parading of the condemned were common, manufacturing terror.

How "severity and swiftness" worked. "Severity" meant maximum sentences and expanded executions; "swiftness" meant compressed timelines, with arrest, prosecution and trial all fast-tracked. "Joint offices" put investigators, prosecutors and judges in one room to set the tone — defense was a formality. Many cases went from arrest to execution in days, with almost no chance of appeal.

Cadres' children were executed too. In Shanghai, Tianjin and other major cities, offspring of officials were caught and executed — including Zhu Guohua, grandson of Zhu De (executed for "hooliganism"). State media touted this as "princes and commoners equal before the law" to demonstrate the campaign's "fairness." Deng Xiaoping reportedly said to "handle a few more" cadres' children as a deterrent.

Mass arrest and sentencing rallies, and Tangshan's "Cleaver Gang." During the first battle, cities across China staged mass arrest rallies and mass sentencing rallies attended by tens of thousands. Those sentenced to death wore placards on their chests bearing their names and crimes, the names crossed out in red; sentence was pronounced in the arena and they were taken directly to the execution ground. Beijing, Shanghai, Tianjin, Wuhan and Xi'an all held such rallies, broadcast and reported for days on end — the purpose was explicit: deterrence through public execution. The most famous gang name of the campaign in the north was Tangshan's "Cleaver Gang," a group of youths who carried kitchen cleavers and robbed and attacked passersby; once the campaign began, Tangshan police made them a priority target and several of their core members were sentenced to death. The story that the Cleaver Gang once stopped Deng Xiaoping's motorcade circulates widely in memoirs and social-media retellings, but no reliable public archive or authoritative report supports it; this site marks it unverified and does not treat it as a cause of the campaign — the decision process is documented in formal records such as the Central Committee's August 25, 1983 decision, and needs no such legend to explain it.

Excesses and wrongful cases

The campaign's most condemned feature was its boundless excess. "Hooliganism" became a catch-all crime — dancing, dating, listening to pop music could all land you in prison:

The Chi Zhiqiang case. In 1983, popular actor Chi Zhiqiang, 25, listened to Teresa Teng tapes and danced cheek-to-cheek at a friend's home, and had consensual relations with a young woman. After a neighbor reported him, a court sentenced him to four years for "hooliganism." A rising star's life was rewritten.

Executed for a kiss. A young man bet friends he dared kiss a passing girl — and did. Arrested afterward, he was sentenced to death and executed.

Executed for a glance. A girl bathed in her courtyard on a summer night; a village boy passing by peered over the low wall. She cried "hooligan"; he was arrested and executed.

Dance parties as "hooligan gangs." A woman who hosted dance parties at home was labeled the head of a large hooligan gang; over 300 were arrested, and she was executed.

These were not isolated cases. Under "severity and swiftness" pressure, local authorities kept raising the bar: dating, watching pornographic videos, ballroom dancing were all targeted; some places stretched petty theft and brawls into capital cases to meet quotas. Many of the executed had committed acts that by normal legal standards did not merit death.

The other side of wrongful cases was the total collapse of due process. With police, prosecutors and courts in "joint offices," investigation, prosecution and trial merged; hiring lawyers or appealing was nearly impossible. Torture to extract confessions was rampant, and under "leniency for confession, severity for resistance," the truth of many confessions is doubtful. After the campaign some cases were quietly corrected — but most wronged souls could never be brought back.

Who executed

Execution chain: Central Committee → Central Political-Legal Commission (rebuilt January 1980) → party committees at all levels → joint police-procuratorate-court case handling → courts.

Who opposed

Unlike zhenfan, the anti-rightist drive and land reform — where no one questioned the goal itself — the Strike Hard campaign drew opposition from legal scholars and in-system dissenters, in writing. All of it was suppressed or ignored at the time.

Among this site's "who opposed" sections, this is one of the cases where dissenters left the most written records — though most names remain undisclosed.

影响Impact

Short-term order, doubtful long-term effect. Officials claimed "marked improvement" afterward. But criminological research notes the deterrent effect faded fast and failed to resolve public-order problems — three more nationwide strike-hard campaigns followed in 1996, 2001 and 2010, and the "sweep away black and evil" campaign ran from 2018, showing campaign-style policing cannot cure crime at its roots.

A great leap backward for rule of law. The Criminal Law and Criminal Procedure Law had just taken effect in 1980; legal reconstruction was in its infancy when "severity and swiftness" and "joint offices" crushed due process. Investigation, prosecution and trial merged; the right to defense existed in name only; devolved death-penalty review made wrongful executions hard to correct. The campaign set back China's nascent legal consciousness by years.

The wrongful-case tradition continues. The campaign produced vast numbers of wrongful convictions, many never redressed. It set a dangerous precedent: when social problems arise, the rulers' first instinct is not to improve institutions but to launch a campaign and "execute a batch." That reflex persists today.

The "strike-hard model" became a governance template. After 1983, "yanda" became a fixed feature of Chinese governance: 1996, 2001, 2010, and the 2018 anti-gang campaign — each with "severity and swiftness," quota pressure and excesses. The 1983 campaign was the start of this model, and its most intense iteration.

Effects on later campaigns and on death-penalty policy. The 1983 model was copied again and again: the second Strike Hard of April 1996 to early 1997 and the two-year "Strike Hard Rectification" from 2001 both reused mass arrests, sentencing rallies and severity-and-swiftness — and crime rates rebounded soon after each campaign ended. Institutional correction came much later. In the 1997 revision of the Criminal Law, the crime of "hooliganism" was abolished and broken down into specific offenses such as picking quarrels and provoking trouble, narrowing the catch-all — though only partly. On January 1, 2007, the Supreme People's Court took back the death-penalty review power that had been delegated to the provinces in the 1980s, and all death sentences again required its approval; official explanations of the reform stated plainly that during the years of delegation, standards had varied by place and the risk of wrongful executions had risen. The two problems buried in 1983 — an over-broad death penalty and a review process that existed in name only — took more than twenty years to be partly corrected in law. Those executed in the meantime could not be brought back.
