王丹Wang Dan

王丹Wang Dan

June Fourth student leader

Sentenced to 4 years in 1991, 11 years in 1996; exiled to the US in 1998.

1. Early Life and the 1989 Student Movement

Wang Dan was born on February 26, 1969 in Beijing. Both parents were Peking University alumni: his father, Wang Xian, taught at the university, and his mother, Wang Lingyun, is a historian. He entered Peking University in 1987, first in international politics, transferring to the history department in 1988. On campus he ran the "Democracy Salons," organised student societies and edited student publications, becoming a fixture of campus democracy activism. In the spring of 1989, as mourning for Hu Yaobang grew into a nationwide student movement, Wang served on the standing committee of the Beijing Students' Autonomous Federation, was one of the initiators of the hunger strike, briefly served as a deputy commander of the Tiananmen Square defence headquarters, and joined student delegations that met Premier Li Peng and other officials. In the movement's final phase he argued for withdrawal from the Square to end the protest peacefully.

2. Most Wanted, Arrest and First Sentence (1989–1993)

On the night of June 3–4, 1989, martial-law troops opened fire on protesters in Beijing. The Students' Autonomous Federation was dissolved on June 8; on June 13 the Beijing Public Security Bureau issued a wanted list of 21 student leaders, with Wang Dan at its head. He did not flee abroad; after hiding briefly with relatives in Anhui, he returned to Beijing. He was arrested on July 2, 1989 and held at Qincheng Prison, known for holding political prisoners; given the international attention to his case, he was kept in a cell of his own. Nearly two years after his arrest, in January 1991 the Beijing Intermediate People's Court sentenced him to four years for "counterrevolutionary propaganda and incitement." Among student leaders of the period, four years was seen as relatively light, a result analysts linked to the case's international profile and the authorities' difficulty in processing so many student cases. He was released in February 1993, months before his term expired; Wang himself has noted that China was then bidding for the Olympic Games, and that he and 19 other political prisoners were released about a month before an International Olympic Committee visit.

3. Two Years of Freedom: Speaking Out Again (1993–1995)

After his release in 1993, Wang did not fall silent. He raised mutual-aid funds for the families of political prisoners, launched citizen petition campaigns calling for the release of political prisoners and wider political freedoms, served as a director of the New York-based Human Rights in China, and published in overseas journals. In a March 1995 interview with the US-based magazine Beijing Spring, he argued for a new path: focusing on social movements rather than political movements, and building a civil society. About two months after the interview appeared, he was arrested again. Human Rights Watch's 1996 report on the second trial documented extensive procedural abuses: the family was not notified of his formal arrest until more than a week after it happened; the indictment was not provided until his mother, Wang Lingyun, insisted on acting as one of his defenders in court; and police arbitrarily limited the time the family had to find a lawyer.

4. Second Sentence: Eleven Years for "Plotting to Overthrow the Government" (1995–1998)

On May 21, 1995, Wang was arrested again in Beijing; his home was searched, documents confiscated, and he soon began a hunger strike in custody, his whereabouts unknown to the outside world for a time. He was held incommunicado for 17 months, initially at Beijing's Banbuqiao detention centre. Amnesty International's October 1995 report records that after his arrest his mother, Wang Lingyun, was kept under close police surveillance both at work and at home; during the World Conference on Women in Beijing that year she was among dissidents' relatives subjected to harassment and restrictions. On October 30, 1996, the Beijing Intermediate People's Court sentenced Wang Dan to 11 years for "plotting to overthrow the government." He was then transferred to Jinzhou Prison in Liaoning Province to serve the sentence.

In prison his health deteriorated: beyond pharyngitis and gastroenteritis he suffered persistent headaches. From September 1997 his family wrote repeatedly to the Ministry of Justice, saying doctors had warned his symptoms might indicate a brain tumour, and asking for examination and medical parole. In 1998 his parents wrote to CCP General Secretary Jiang Zemin asking for his release, while Human Rights in China and other groups wrote to US President Bill Clinton urging intervention.

5. Medical Parole and Forced Exile (1998)

On April 19, 1998, on the eve of President Clinton's visit to China, the Chinese government approved Wang's medical parole "on humanitarian grounds" and deported him directly to Detroit, United States. On arrival he was examined at Henry Ford Hospital, which found chronic bronchitis, stomach and dental problems, and attributed his persistent headaches to deteriorating eyesight. Reporting and rights-group analysis indicate his release was part of a US–China bargain: Washington dropped support for a UN Human Rights Commission resolution criticising China, and Beijing released political prisoners including Wang. In July 1998 he began studies at Harvard University — the start of an exile that was nominally "medical parole" but in practice one-way: when his Chinese passport expired in 2003 it was not renewed, and he has been barred from mainland China ever since.

6. Life in Exile: Writing, Teaching and Dialogue China

At Harvard, Wang earned a master's degree in East Asian history in 2001 and a PhD in history in June 2008, then researched Taiwan's democratic development at Oxford (visiting fellow at St Antony's College, 2008–2009). He chaired the Chinese Constitutional Reform Association, wrote books including a prison memoir and a memoir of June Fourth, and contributed columns to media in North America, Hong Kong and Taiwan. He taught at several Taiwanese universities: visiting scholar at National Chengchi University in 2009–2010, then PRC history at National Tsing Hua University in Hsinchu from 2010 to 2015, with later posts including National Chenggong University. While teaching at Tsing Hua in November 2010, a woman who had allegedly stalked him for three years entered his classroom with a knife intending to stab him; he disarmed her himself, later calling it the first apparent attempt on his life. In June 2018, around the 29th anniversary of June Fourth, he founded the think tank Dialogue China in Washington and became its director, working with overseas Chinese and figures from Hong Kong and Taiwan on China's transition. He also serves as director of the June 4th Museum in Los Angeles. On June 3, 2020, a June Fourth commemoration he hosted on Zoom from the United States was interrupted and his account blocked; US lawmakers questioned Zoom over its relationship with Chinese censorship, and Zoom apologised, pledging not to repeat blocking outside China.

7. The Fight for the Right to Return, and the Cost to His Family

On paper, Wang's second sentence expired in 2007: on October 2, 2007 (some accounts say his family completed the formalities on October 3), Jinzhou Prison issued his release certificate to his parents, and he became legally "free." That freedom did not include going home. In 2004, invited by the Hong Kong Alliance to speak ahead of the 15th anniversary of June Fourth, he was refused entry to Hong Kong; in 2012, after a typhoon diverted his flight, he briefly landed in Hong Kong but was confined to the airport's restricted area. In March 2008 he joined 15 other exiles, including Yang Jianli and Hu Ping, in an open letter to China's Foreign Ministry demanding restoration or renewal of their passports and the right to return freely; on April 30, 2008 he went in person to the Chinese consulate in New York to demand his passport back, and was ignored; a planned hunger strike was called off after the Sichuan earthquake. His mother Wang Lingyun had been under long-term police surveillance since his second arrest in 1995 (see Section 4); his parents remained in Beijing in their old age, separated from their only son across an ocean for nearly thirty years — itself part of the exile.

8. International Responses

Wang Dan was adopted as a prisoner of conscience by Amnesty International in both imprisonments, and Human Rights Watch documented his 1996 trial in a dedicated report on its procedural violations. His name recurs in US State Department human-rights reports and parliamentary hearings abroad; in 2003 he testified before the US Congress on China's custody-and-repatriation system. Since 1989 he has been among the most recognisable figures of the Tiananmen generation, his case tracked for decades by outlets including Time. In June 2019, he and groups including the Network of Chinese Human Rights Defenders filed a complaint with the UN Human Rights Council accusing the Chinese government of crimes against humanity in the June 1989 massacre and demanding an investigation. His very release was a product of international pressure: the 1998 medical parole, on the eve of Clinton's China visit, was among the emblematic cases of US–China human-rights bargaining of the era.

10. Key Dates Timeline

February 26, 1969: Wang Dan is born in Beijing. He enters Peking University in 1987, transfers to history in 1988, and runs the Democracy Salons. From April to June 1989 he serves on the standing committee of the Beijing Students' Autonomous Federation, helps initiate the hunger strike, and joins student delegations meeting Li Peng and other officials. June 13, 1989: Beijing police place him at the head of a wanted list of 21 student leaders. July 2, 1989: he is arrested in Beijing and held at Qincheng Prison.

January 1991: the Beijing Intermediate People's Court sentences him to four years for "counterrevolutionary propaganda and incitement." February 1993: released early, he immediately resumes activism — aiding prisoners' families, launching citizen petitions, publishing abroad. May 21, 1995: arrested a second time; his home is searched and his mother Wang Lingyun is placed under long-term police surveillance. October 30, 1996: the Beijing Intermediate Court sentences him to 11 years for "plotting to overthrow the government"; he is held first at Beijing's Banbuqiao detention centre, then at Jinzhou Prison in Liaoning.

April 19, 1998: Wang is granted medical parole and deported directly to Detroit, USA. In 2001 he earns a Harvard master's degree; in June 2008, a Harvard PhD in history. In 2004 he is refused entry to Hong Kong for a June Fourth event; his Chinese passport, expired in 2003, is never renewed. October 2, 2007: Jinzhou Prison issues his release certificate to his parents. June 2018: he founds the Dialogue China think tank in Washington. June 3, 2020: a June Fourth commemoration he hosts on Zoom is interrupted and his account blocked; Zoom later apologises publicly.

11. Writings and Public Positions

In exile Wang has written continuously: a prison memoir and autobiography, a memoir of June Fourth, and a large body of political commentary. His central argument was formed early: in the 1995 interview that preceded his second arrest, he proposed that China's democracy movement turn to building a civil society, accumulating strength through social movements. After reaching the United States, he said in interviews that the key to democracy in China is independence — independent intellectuals, independent economic actors, independent spirits. At a Toronto press conference on May 31, 2009, he attacked the so-called "Beijing doctrine," arguing that a logic which permits anything — even killing — for economic improvement means the Tiananmen massacre continues in another form. In 2019 he joined the complaint submitting the 1989 crackdown to the UN Human Rights Council as a crime against humanity. Beijing's characterisation of him has never changed: official media still label him a "democracy-movement element," his name is blocked on the mainland internet, and his books cannot be published there.

His parents are the other thread in his exile. His mother Wang Lingyun, a historian, was placed under police surveillance at both her workplace and home after his second arrest in 1995 — explicitly recorded in Amnesty International's 1995 report. She insisted on acting as one of his court defenders simply to obtain a copy of the indictment. The 2007 release certificate was likewise delivered into his parents' hands. Wang has repeatedly said publicly that he hopes to return to visit his ageing parents; the 2008 joint demand by 16 exiles for restored passports and the right to return received no reply at all. Between his parents and their only son stands not only an ocean, but a return application that has never been approved.

12. Fifty Days in the Square, 1989

Straightening out Wang Dan's 1989 timeline shows why he headed the wanted list. After Hu Yaobang's death on April 15, students at Peking University and elsewhere began marches mourning him and demanding press freedom and action against corruption; Wang was a core member of the Peking University preparatory committee and then of the Autonomous Federation. On April 27, a hundred thousand Beijing students marched against the People's Daily editorial of April 26 branding the movement "turmoil." On May 13 the hunger strike began in Tiananmen Square, with Wang among its initiators. On May 18 he joined the student delegation received at the Great Hall of the People by Li Peng and other officials, a meeting televised nationwide. In the early hours of May 19, Zhao Ziyang came to the Square urging students to leave; that evening the authorities announced martial law. Wang subsequently left the Square and advocated withdrawal and a return to classes, a position that put him at odds with the stay-to-the-end faction. On the night of June 3 he was not in Beijing. He headed the wanted list not for any act of violence — all 21 named were organisers of student bodies — but because the authorities intended to settle accounts organisation by organisation.

Wang's public position on the June Fourth death toll is on full written record in recent years. In an essay for the 37th anniversary on June 4, 2026, he reviewed the competing figures: the CCP's official count at the time was two to three hundred, including soldiers, which he calls not credible — for a direct reason: Ding Zilin's one-woman verification had already produced more than two hundred named dead, so the true figure must be a multiple of that. His own inclination is around two thousand, based on Hong Kong media interviews in June 1989 with staff of the Red Cross Society of China, who said the Society had surveyed Beijing hospitals and counted roughly two thousand dead; after that report appeared, the Society's leadership was almost entirely replaced. Of the "around ten thousand" figure in the declassified 2017 British file, he notes it currently rests on a single source. He also stresses that the tally should include those executed after June Fourth as "rioters" and the dead in crackdowns outside Beijing, such as Chengdu. The essay is his historiographical position after nearly three decades in exile: take the cross-verifiable floor, not the sensational lone figure.

In Wang's case, an exile's memory work has a concrete institutional form. The June 4th Museum opened in Manhattan, New York in 2023 — the world's only permanent exhibition space devoted to June Fourth — and later moved to Los Angeles, with Wang as its director; its holdings include period leaflets, photographs, banners and victims' belongings. Every year around June Fourth he speaks at commemorations in Washington, New York, Los Angeles, Toronto and elsewhere, on an unchanging theme: preserve the memory, demand accountability. He has said commemoration is not ritual but daily work against forgetting. This belongs to the same thread as Ding Zilin's register, Zhang Zhan's camera and Chow Hang-tung's candlelight: with the official archives sealed and the witnesses ageing one by one, memory can only be kept by being handed on, generation to generation, by people who were punished for it.

13. His Generation, and Testifying Before Congress

Wang's sentences were not the heaviest of his generation. Chen Ziming and Wang Juntao, designated by the authorities as the movement's "black hands," each received 13 years; the fates of workers such as Han Dongfang are recorded elsewhere. In that spectrum, Wang's four years in 1991 were a light sentence on the student side — but the eleven years of 1996 made up the difference: fifteen years across two verdicts, about seven actually served (nearly four in 1989–1993, nearly three in 1995–1998), plus exile of effectively unlimited duration. Amnesty International adopted him as a prisoner of conscience twice over. The spectrum reveals the authorities' calibration: students start with speech offences; if they refuse silence after release, the charge is escalated to subversion. Wang's second verdict punished precisely the fact that in the two years after his 1993 release, he did not stay silent.

In 2003 Wang testified before the US Congress on China's custody-and-repatriation system. That March, the young graduate Sun Zhigang was beaten to death in a Guangzhou custody centre, provoking national outrage; Wang testified as both witness and scholar that the system could deprive anyone of liberty without trial, and that police could confine people on a whim. He urged the international community to press for its abolition. In June of the same year, China's State Council repealed the custody-and-repatriation measures. His testimony entered the congressional record. The episode is often overlooked: a man convicted of "subversion" by a Chinese court testifying in another country's parliament about a specific Chinese institution, which was abolished that same year. It captures the several faces of his exile — witness, scholar, advocate, and permanent defendant.

14. Still Judging the Next Generation's Awards

One thread of Wang's exile continues to this day: he co-founded and convenes the judging of the Chinese Youth Human Rights Award, which honours young Chinese activists working at personal risk. In 2020 the award went to citizen journalist Zhang Zhan (see this site's Zhang Zhan file) — a student leader jailed in 1989 presenting an award to a journalist jailed in 2020, a line joining two generations' files. In 2025 he was still touring American universities and think tanks, speaking on China's totalitarian turn and the preservation of June Fourth memory. For Beijing his name remains on the blocklist; for successive generations of young activists he is one of the few surviving June Fourth participants who can be contacted openly. Neither identity needs a verdict to sustain it: one is kept by censorship, the other by memory.

9. Current Status

As of October 2026, Wang Dan is 57, based in the United States, serving as director of Dialogue China and of the June 4th Museum in Los Angeles, active between the US and Taiwan as a speaker and commentator on June Fourth memory, China's democratisation and the CCP's external expansion. He remains barred from mainland China, his passport status never resolved; it has been 28 years since he left in 1998. Both his sentences — four years in 1991 and eleven years in 1996 — have long expired in law, but his exile has no end date.

Our Take

Wang Dan's file contains two verdicts — and two transactions. His early release in 1993 fell just before an Olympic inspection visit; his 1998 "medical parole" fell just before Clinton's state visit. A regime that releases political prisoners as diplomatic currency knows these people committed no crime — only that they have hostage value. At his second trial, the family went more than a week without notice of his formal arrest, and the indictment reached them only because his mother fought to act as his defender. Nearly twenty years after his sentence expired, he is still refused return. A prison term has a number; exile does not — and that is the design of this punishment: no need to jail a man for life if you can simply ensure he can never go home.
