1. Early Life and the Hong Kong Alliance
Chow Hang-tung was born in Hong Kong on January 24, 1985. She attended Ying Wa Girls' School and went on to study geophysics at the University of Cambridge. At Cambridge she realised her real interest was human rights; she gave up doctoral studies and returned to Hong Kong in 2010, worked for a time at an NGO, then studied law at the University of Hong Kong. She was called to the Hong Kong Bar in 2016 and practised at Harcourt Chambers. She was long involved in labour-rights advocacy, spoke up for rights defenders persecuted on the mainland, and provided legal help to Hong Kong protesters prosecuted over pro-democracy activities.
The Hong Kong Alliance in Support of Patriotic Democratic Movements of China, which she joined, was founded in 1989 and from 1990 held a candlelight vigil every June 4 in Victoria Park to mourn those killed in the 1989 Beijing crackdown. Attendance often exceeded one hundred thousand, making it the largest June Fourth commemoration in the world. The Alliance's five demands were: release democracy activists, vindicate the 1989 movement, hold those responsible for the massacre to account, end one-party dictatorship, and build a democratic China. Chow became the Alliance's vice-chair in December 2015. In April 2021, after chairman Lee Cheuk-yan and vice-chairman Albert Ho were jailed in other cases, she became the group's public face.
2. The Banned Vigils and Two Arrests in 2021
In 2020, Hong Kong police banned the June Fourth vigil for the first time in three decades, citing the COVID-19 pandemic. Chow still went to the edge of Victoria Park that night to light a candle. She and other pro-democracy figures were later charged with taking part in and inciting others to join an unauthorised assembly. On the morning of June 4, 2021, she posted online urging Hongkongers to "turn on the lights wherever you are" in memory of June Fourth, and police arrested her that day for allegedly promoting an unauthorised assembly. She was released on bail on June 5, arrested again on June 30, and brought before West Kowloon Magistrates' Court on July 2, where bail was refused; further bail reviews were rejected on July 9 and July 23. On August 5 the High Court granted her bail on HK$50,000 cash plus a HK$50,000 surety, on conditions including surrender of all travel documents. From then on she faced a string of pending cases as a defendant.
On December 13, 2021, the District Court sentenced her to 12 months in prison over the 2020 vigil, for taking part in an unauthorised assembly. Several other pro-democracy figures were sentenced in the same case. It was the first in a chain of sentences that followed.
3. The Refusal to Hand Over Data and the Alliance's Dissolution
On August 25, 2021, the police National Security Department wrote to the Alliance claiming reasonable grounds to believe it was a "foreign agent," and demanding that by September 7 it hand over information on its members, staff and sources of funds. The Alliance publicly refused, noting that police had offered no evidence. On September 8, national security police arrested Chow together with standing committee members Leung Kam-wai, Tang Ngok-shing and Chan To-wai. On September 9, police raided the Alliance's offices and the June 4th Museum, froze about HK$2.2 million of the Alliance's assets, and charged the Alliance, Lee Cheuk-yan, Albert Ho and Chow with one count of "inciting subversion of state power," covering the period from July 1, 2020 to September 8, 2021. On September 10 Chow's bail application in the national security case was refused; she has been held on remand ever since. On September 25, under continuing pressure from police and the pro-Beijing camp, the Alliance held a special general meeting and voted to disband, ending the 32-year-old organisation.
4. Stacked Minor Cases: Sentences, Appeals and Reversals
The 2021 incitement case was sentenced at West Kowloon Magistrates' Court on January 4, 2022: her social-media posts and a newspaper article urging people to commemorate June Fourth were held to be incitement to take part in an unauthorised assembly, and she received 15 months, 10 of them to run consecutively with the 12 months from the 2020 case — 22 months in total. Representing herself at the mitigation hearing, she read aloud writings of Tiananmen victims' families in court until the magistrate stopped her, warning that the court would not allow political statements. On December 14, 2022, the High Court ruled that the police ban on the 2021 vigil had been disproportionate and quashed her conviction and sentence. The Department of Justice appealed to the Court of Final Appeal, which on January 25, 2024 ruled for the prosecution by a five-judge panel and restored the conviction; a High Court retrial on February 21, 2024 upheld the 15-month sentence.
The data refusal also became a separate case: Chow, Tang Ngok-shing and Tsui Hon-kwong were convicted on March 11, 2023 of failing to comply with the national security police notice to provide information, and each received four and a half months. Her appeal against that conviction was dismissed on March 14, 2024. Separately, on May 28, 2024, police arrested six people — including Chow, already on remand — over allegedly seditious posts on a June Fourth-related Facebook page. These were the first arrests under the Safeguarding National Security Ordinance (the Article 23 legislation) that had taken effect in March 2024. No public report has since indicated that she was formally charged in that case.
5. More Than Four Years on Remand: Hunger Strikes and Solitary Confinement
From September 2021, Chow was remanded at Tai Lam Women's Correctional Institution awaiting the Alliance trial — a wait of more than four years. Her repeated bail applications during pre-trial detention were all refused. Around June Fourth in 2023, she staged a 34-hour hunger strike in prison, one hour for each year since the 1989 crackdown. Friends reported that over roughly three months in the summer of 2023 she was placed in solitary confinement cells at least four times, one of them connected to the June Fourth hunger strike. Amnesty International's 2025 year-end review also recorded repeated solitary confinement punishments during her remand; Agence France-Presse reported in October 2025 that she was again placed in solitary after posting online about her nomination for the 2025 Nobel Peace Prize. The Correctional Services Department has not publicly commented on her individual case.
In 2023, the UN Working Group on Arbitrary Detention issued Opinion No. 30/2023, finding Chow's arrest and detention arbitrary and stating that no trial should take place; the Hong Kong government rejected the finding. Amnesty International recognised her as a prisoner of conscience in October 2024. The trial was first scheduled for November 11, 2025, then postponed twice without official explanation; by December 10, 2025, she and Lee Cheuk-yan had been held on remand for over 1,500 days.
6. The 2026 Alliance Trial: Hearing, Conviction and Sentencing
The Alliance case finally opened on January 22, 2026 at West Kowloon Law Courts Building (sitting as the High Court), before three designated national security judges — Lee, Chan and Lai — with no jury. Albert Ho pleaded guilty before the trial; Chow and Lee Cheuk-yan pleaded not guilty, and Chow represented herself. Before the trial she applied to have the indictment dismissed, arguing that the charge's notion of "unlawful means" was void for vagueness; the court rejected the application. The trial lasted 24 days, and closing submissions began on May 18, 2026. The prosecution's position was that the Alliance's call to "end one-party dictatorship" itself constituted incitement to subversion. On August 21, 2026, the three judges convicted the Alliance, Lee Cheuk-yan and Chow.
At the mitigation stage before sentencing, Chow refused to plead for leniency in the usual way, restating that she had nothing to repent and should not serve a single day in prison; the judges repeatedly interrupted her submissions. Sentencing followed on September 11, 2026: the court held the case to be "of a serious nature," took seven and a half years as her starting point, and after discretionary reductions imposed seven years and three months. Lee Cheuk-yan received seven years; Albert Ho, who had pleaded guilty, five years and two months; the Alliance was fined HK$1.5 million. According to court reporting, counting time already spent on remand, the three are expected to complete their sentences between 2028 and 2030. On October 5, 2026, Chow filed an appeal against both conviction and sentence at the Court of Appeal; no hearing date has been set.
7. Family and Supporters
Chow's mother, Lau Wah-chun (Medina Chow), has attended her daughter's hearings and sentencing over the years, witnessing the entire process outside the courtroom. On the verdict day, August 21, 2026, consular staff from several countries observed the hearing; dozens of supporters queued outside, and police required those queueing to register their identities and submit to bag searches. After sentencing, Lau thanked supporters outside the court and relayed her daughter's message that people should not be overly saddened by the outcome and should not lose heart. Since Chow's imprisonment, friends have maintained her social-media pages, publishing her prison letters and essays — the very posts that twice, in 2024 and 2025, drew sedition arrests and prison discipline.
8. International Reactions and Awards
On October 12, 2021, four UN human rights experts issued a statement expressing deep concern over Chow's arrest and the two refusals of bail, describing the National Security Law as fundamentally incompatible with international law. A November 2022 Reuters report described her as one of Hong Kong's most prominent jailed dissident voices. From prison she received several international human rights awards: in 2023, the Gwangju Prize for Human Rights from South Korea's May 18 Foundation, the Franco-German Prize for Human Rights and the Rule of Law, and the Human Rights Award of the Council of Bars and Law Societies of Europe (CCBE). In 2025 she was nominated for the Nobel Peace Prize (as reported by AFP). On Human Rights Day, December 10, 2025, nearly 30 international rights groups and unions issued a joint statement demanding the immediate release of Chow and Lee Cheuk-yan. After the September 2026 sentencing, the UN Human Rights Office called the sentences "regrettable" and urged that they be quashed; the European Parliament condemned the sentences by 459 votes to 12 (as compiled by Hong Kong Watch).
10. Key Dates Timeline
January 24, 1985: Chow Hang-tung is born in Hong Kong. In 2010 she gives up doctoral studies at Cambridge and returns to Hong Kong; in 2016 she is called to the Bar. In December 2015 she becomes vice-chair of the Hong Kong Alliance. On June 4, 2020, police ban the Victoria Park vigil for the first time on pandemic grounds; she lights a candle outside the park that night and is later charged with taking part in, and inciting others to take part in, an unauthorised assembly.
June 4, 2021: she is arrested for urging people to commemorate June Fourth by turning on lights, and is bailed the next day. June 30: arrested again. July: bail refused twice. August 5: the High Court grants bail with surrender of travel documents. August 25, 2021: national security police demand the Alliance's membership and funding records. September 8: she and several standing committee members are arrested. September 9: police raid the Alliance offices and the June 4th Museum, freeze about HK$2.2 million in assets, and charge her, Lee Cheuk-yan, Albert Ho and the Alliance with inciting subversion. September 10: her bail is refused; she is remanded from this point on. September 25: the Alliance votes to disband.
December 13, 2021: 12 months for the 2020 assembly case. January 4, 2022: 15 months for the 2021 incitement case — 22 months combined. December 14, 2022: the High Court quashes the 2021 conviction. March 11, 2023: four and a half months in the data-refusal case; the same year, the UN Working Group on Arbitrary Detention finds her detention arbitrary. January 25, 2024: the Court of Final Appeal restores the 2021 conviction. February 21, 2024: a retrial upholds the 15-month sentence. March 14, 2024: her data-case appeal is dismissed. May 28, 2024: while on remand she is arrested again over alleged sedition — among the first arrests under the Safeguarding National Security Ordinance.
October 2025: AFP reports she is again placed in solitary confinement after posting about her Nobel Peace Prize nomination. December 10, 2025: her remand alongside Lee Cheuk-yan passes 1,500 days, and nearly 30 rights groups jointly demand their release. January 22, 2026: the Alliance trial opens at West Kowloon; Albert Ho has pleaded guilty, Chow defends herself and pleads not guilty. The trial runs 24 days, with closing submissions from May 18. August 21, 2026: she is convicted. September 11, 2026: she is sentenced to seven years and three months. October 5, 2026: she files an appeal.
11. Her Self-Defence and Prison Writings
Chow chose to represent herself in most of her cases. The core questions she argued in court never changed: whether the police ban on commemoration was lawful, whether the charges' wording was too vague for citizens to know where the line lay, and whether "ending one-party dictatorship" as a political belief could be a crime. At mitigation in the 2021 incitement case she read aloud writings by Tiananmen victims' families until the magistrate stopped her, ruling that the court would not permit political statements. At mitigation in the Alliance case, the written statement she submitted was later published in full by friends; it ranged from popular sovereignty and the relation between law and conscience to her reasons for refusing to plead for mercy. She kept writing in prison, her essays and letters posted by friends to her social-media pages, on topics including the remand regime, solitary confinement and June Fourth memory. Those writings were the direct background to the actions police and prison authorities took against her in 2024 and 2025: a person inside the walls writing, and institutions outside counting every piece.
The June 4th Museum raided on September 9, 2021 stood in Mong Kok; its exhibits included victims' belongings, historical photographs and the vigil archive. Police seized exhibits and computers that day, and the museum never reopened. After the Alliance disbanded, the disposition of its assets and archives was never publicly accounted for. The museum and the Victoria Park vigil were the two physical spaces in which June Fourth memory could once be publicly kept in Hong Kong; by 2026 both are gone, and the keeping of that memory has moved into court records, prison writings and archives overseas.
12. What Happened to Her Co-defendants and the Alliance Network
The Alliance leadership faced far more than this one case in 2021. Lee Cheuk-yan and Albert Ho had already been jailed in April 2021 over an unauthorised assembly in August 2019; it was after their imprisonment that Chow took over the Alliance's public work. Ho was arrested in another case in August 2022 and his bail in the primaries case was later revoked. Lee's wife, Elizabeth Tang Yin-ngor, a former Confederation of Trade Unions chief executive, was arrested by national security police on March 9, 2023 on suspicion of collusion with foreign forces, shortly after visiting her husband at Stanley Prison; she was later bailed and not charged. In other words, for two of the three Alliance defendants, either they or their closest family members accumulated national-security arrests beyond the main case. This pattern — one case untried, several others in tow — is the context for the four-plus years of remand: the defendants were not waiting for a single trial but being held on multiple fronts at once.
The Alliance's peak offers a contrast. From 1990 the Victoria Park vigil was held every year; organisers estimated over 150,000 participants at the 20th anniversary in 2009, and for the 30th anniversary in 2019 organisers estimated 180,000 against a police estimate of 37,000. The June 4th Museum, opened in Tsim Sha Tsui in 2014, was the world's first permanent museum devoted to June Fourth, later moving to Mong Kok. After the vigil was first banned in 2020 and the Alliance's 2021 application was refused again, the Alliance announced it would no longer organise the event; Chow said she would go to Victoria Park in a personal capacity — telling media afterwards that wherever there is candlelight, there is Victoria Park. Between 180,000 people lighting candles together and one woman defending herself at trial over the six characters of a slogan lie the six years of the National Security Law.
There is an institutional background to this trial: national security cases are heard without a jury, by judges designated by the Chief Executive, and bail thresholds are far higher than in ordinary criminal cases. From the refusal of bail in September 2021 to the verdict in August 2026, at every court appearance across nearly five years Chow was the person brought from a correctional institution in a prison van. On verdict day, police outside the court required queueing spectators to register their identities and submit to searches, while consular staff from several countries observed inside. These details, together with the trial itself, form the complete record of this case: a trial about commemoration, conducted in a manner that is itself a footnote to the state of free expression in Hong Kong.
13. The Court's Reasoning and Awards Received in Prison
The reasoning in the Alliance verdict provides a complete sample of the charge's logic. As summarised from the judgment by court reporters and multiple outlets, the three judges held that the Alliance's platform and years of activity showed an intent to incite others to end CCP leadership by "unlawful means," itself a breach of the order established by the Constitution. The court noted in particular that Chow bore strong hostility toward the CCP, knew the "end one-party dictatorship" platform risked breaching the National Security Law, yet held to her beliefs without any retreat and encouraged others to persist. The court also acknowledged that the case involved no violence and that the defendants had put forward no concrete means or timetable, but still classified the offence as "of a serious nature," taking seven and a half years as the starting point and, after discretionary reductions for the trial's repeated delays and the defendants' past public service, arriving at seven years and three months. Criticism of the sentences from the UN Human Rights Office and Amnesty International converges on one point: construing a political platform as incitement to subversion criminalises peaceful expression itself.
One detail of her prison awards deserves recording: when the Gwangju Prize for Human Rights was presented in 2023, she was on remand, and her acceptance remarks — about memory and not giving up — were read aloud by a friend. The same year brought the CCBE Human Rights Award from Europe's legal profession and the Franco-German Prize for Human Rights and the Rule of Law. International lawyers' bodies observed that the combination — a practising barrister jailed for organising commemoration, then honoured by her own profession from inside prison — is itself a measure of how Hong Kong's rule of law has changed. After reports of her 2025 Nobel Peace Prize nomination appeared, she commented through friends on social media and was, by report, placed in solitary confinement afterwards: the nomination brought not protection but punishment — the most precise footnote to her situation in prison.
9. Current Status
As of October 2026, Chow Hang-tung is 41 and serving the seven-year-three-month sentence in the Alliance case; her appeal against conviction and sentence awaits scheduling. The correctional institution where she is held after sentencing has not been publicly reported, and this site makes no conjecture. Counting from her first arrest on June 4, 2021, she has been deprived of liberty for over five years, apart from roughly one month on bail in August 2021. The sentences in the 2020 and 2021 vigil cases and the data-refusal case overlapped with her remand; it is the Alliance conviction and sentence that now keep her in prison.
Our Take
Every "offence" in Chow Hang-tung's record is lighting candles, publishing articles, and refusing to hand over a civic group's membership list. Police first banned remembrance on pandemic grounds, then prosecuted assembly; the High Court once held the ban disproportionate, and the Court of Final Appeal restored the conviction. In the Alliance case, the core of the charge was not any act of violence but a platform slogan voiced for thirty years: when "end one-party dictatorship" can be construed as inciting subversion, a regime has in substance made opposition to itself a crime. More than four years of pre-trial remand, repeated solitary confinement, and arrest over social-media posts meant the process itself completed the punishment before any verdict.
