王怡Wang Yi

王怡Wang Yi

宗教Religion

Sentenced to 9 years for "inciting subversion" and other charges in 2019.

1. Life: From Constitutional Scholar to Pastor

Wang Yi was born on June 1, 1973, in Santai County, Sichuan, graduated in law from Sichuan University, and taught constitutional law at Chengdu University. Writing under the pen name Wang Shuya, he was an active liberal voice in China's public-intellectual circles of the 2000s, publishing in mainland and overseas outlets in favour of constitutionalism and civil society. Baptized a Christian in 2005, his life turned toward the church. On May 11, 2006, he was received at the White House by President George W. Bush, together with writer Yu Jie and lawyer Li Baiguang, to discuss religious freedom in China — an experience that kept him on state-security watchlists for years. He later resigned his teaching post to pastor full-time. His case starts from this dual identity: a rigorously trained constitutional scholar, and a house-church pastor who refused state registration and insisted the church stands apart from political power; the charges against him straddle both.

Becoming a pastor did not retire Wang to private life. As the New York Times reported in 2019, he took public positions on sensitive issues including forced abortion and the Tiananmen crackdown, and his church's prayers covered the June 4 dead and imprisoned prisoners of conscience. This practice of "bringing public issues to the pulpit" put Early Rain on the Chengdu state-security watchlist from its founding: gatherings repeatedly registered, the pastor repeatedly summoned for talks, and police reliably present on sensitive dates such as June 4 and earthquake anniversaries. The 2018 banning, in other words, was not enforcement against an ordinary church; it was the settling of a decade's account with a public critic — charged first to the church, and finally to the man himself.

2. Early Rain Covenant Church and the Open Resistance of 2018

In 2008 Wang and his wife Jiang Rong founded the Early Rain Reformed Church in Chengdu (renamed Early Rain Covenant Church in 2018), in the Reformed tradition and refusing registration with the official "Three-Self" system. Over a decade it grew into one of China's largest urban house churches, with several hundred members (media reports put the number between five and eight hundred), running church offices, a kindergarten, a seminary and a Bible college, and social ministries including poverty relief and visits to prisoners' families. In 2015 Wang published his "95 Theses" on church–state relations, setting out a systematic case for the separation of church and state. In February 2018 the revised Regulations on Religious Affairs took effect, drastically narrowing the space for unregistered churches; that September, Wang drafted and co-signed a joint statement for the Christian faith, signed by hundreds of house-church pastors, publicly opposing the administrative suppression of belief. He also prepared in advance a text, "My Declaration of Faithful Disobedience," instructing colleagues to publish it if he disappeared for more than 48 hours; it stated he would resist, non-violently, any law or power that violated the faith. Three months later, that instruction was carried out.

Before the mass raid there had been a rehearsal. May 12, 2018 was the tenth anniversary of the Wenchuan earthquake; when Early Rain held a memorial prayer service, Chengdu police entered the hall and took Wang Yi and about two hundred members away, releasing them only over the following day, and the next day's Sunday worship was blocked as well. In June, the church's prayers for the victims of June 4 and the earthquake were likewise obstructed. In the second half of the year the church's WeChat accounts were shut down and landlords of its meeting venues came under official pressure. That year Wang also published an open letter to Xi Jinping, urging the authorities to stop persecuting churches and respect religious freedom, and praying for the country and its rulers. Seen together, December 9 was no sudden operation but the end of a month-by-month tightening siege: first the channels of speech were cut, then the meeting spaces were squeezed, and finally, on an ordinary Sunday evening at year's end, the pastor, his wife and more than a hundred members were taken away together.

3. The Mass Raid of December 9, 2018

On the evening of Sunday, December 9, 2018, Chengdu police raided the Early Rain Covenant Church during worship; that night and over the following days they took away more than a hundred members (some reports put those detained at around 150). The church's premises, offices, kindergarten and seminary were sealed and searched, and many members' homes were raided. Wang was taken that night; Jiang Rong was seized at her mother-in-law's home. The couple were then placed under "residential surveillance at a designated location" — held at undisclosed sites, cut off from the outside, denied access to lawyers — both accused of "inciting subversion of state power." Police declared the church an illegal organization and banned it, and pressed members to sign pledges not to attend again. Wang's 73-year-old mother, Chen Yaxue, told media that the couple's 11-year-old son Shu Ya was in her care, with security personnel posted outside her home around the clock. On December 12 the church released abroad Wang's pre-written "Declaration of Faithful Disobedience." On December 14, Wang was formally arrested.

Where people were taken that night should also be recorded separately. Per CHRD's case file, of the members taken away, reportedly as many as fifty were sent to a "legal education center" in Xinjin County, Chengdu — facilities of a type previously used as extralegal detention sites, commonly called "black jails," for Falun Gong practitioners, petitioners and rights defenders. The rest were released in succession after questioning at police stations, each registered and warned. In a single night, Chengdu police thus deployed three instruments at once: short-term detention and black-jail education for ordinary members, criminal detention for church workers, and residential surveillance at a designated location for Wang and his wife. The entire structure of a church — pastor, elders, preachers, ordinary members — was processed in layers that one night.

Set against the national background of 2018, the Early Rain case comes into sharper outline. That year, Zion Church, one of Beijing's largest house churches, was banned in September, and Guangzhou's Rongguili Church was sealed in December; the new Regulations on Religious Affairs, a five-year plan for the "Sinicization of Christianity," and cross-removal campaigns across provinces advanced together. The large urban house churches the state had tolerated for years were eliminated one by one in 2018, and Early Rain was the one whose resistance was most public and whose leader was most famous — Wang wrote his disobedience into a declaration and entrusted its publication in advance, and that openness itself was treated by the authorities as a demonstration to be punished. The nine-year sentence was aimed not only at this church, but at every church watching it.

4. Secret Trial and the Nine-Year Sentence

Wang was indicted on November 15, 2019, for "inciting subversion of state power" and "illegal business operations" — the latter aimed at the church's printing and sale of Christian books. On December 26, 2019, the Chengdu Intermediate People's Court tried the case behind closed doors: his family received no notice to attend, the defence lawyer he had retained could not participate, and the US State Department later noted the trial was held in secret without a defence lawyer present. On December 30, the court posted a one-line notice on its website: for inciting subversion and illegal business operations, Wang Yi was sentenced to nine years in prison, three years' deprivation of political rights, and confiscation of RMB 50,000 of personal property. No full judgment, no trial reporting, no word of any appeal. Church elder Qin Defu had already been sentenced on November 29, 2019 to four years for illegal business operations. It was among the heaviest sentences handed to a house-church pastor in the Xi era.

The place of "illegal business operations" in this case deserves separate explanation. The Early Rain Covenant Church is not a company and ran no business; according to multiple organizations' reporting, the charge targeted the church's internal printing and use of Christian books — the very conduct for which elder Qin Defu received four years. Using a criminal-law provision about unlicensed trading to process a church's book printing turned religious publishing from an object of administrative banning into a criminal defendant. Alongside the convictions came the disposal of property: the church hall and several properties were sealed, its offices, kindergarten and seminary searched and shut down, books and equipment confiscated, and the church's school closed. The "confiscation of RMB 50,000 of personal property" in the verdict was only the smallest and most visible item in that liquidation.

One procedural detail best captures the nature of this trial: according to multiple media reports, Jiang Rong and Wang's family learned of the nine-year sentence only when the court's website posted its announcement on December 30 — the trial date, the venue and the composition of the charges were all unknown to the family throughout, and they learned the verdict at the same moment as the rest of the world. From arrest to sentencing, no copy of any legal document in the case has ever been reported in the family's hands. Legal scholars note that excluding a family so completely from the process cannot be sustained even by China's own legal standards; and the case left not even a paper record to appeal against — with no published judgment, there is no text that can be challenged item by item.

5. Jiang Rong, the Family and the Congregation

Jiang Rong's treatment is a textbook case of punishment by association. Arrested the same day as Wang and likewise held under residential surveillance at a designated location for six months, she was released on June 10, 2019, and returned to live with her son Shu Ya in Chengdu — but according to continuing reports by China Aid and others, she has lived since under de facto house arrest: barred from normal contact with church members, relatives and friends, her movements and communications monitored. Wang's mother Chen Yaxue cared for her grandson after the arrests, with personnel posted outside her home around the clock for a period. In 2019 the UN Working Group on Arbitrary Detention issued an opinion on the couple's case, finding both detentions arbitrary and calling for release; Beijing did not respond. The congregation's experience was equally concrete: large numbers were pressed to sign pledges abandoning the church, some lost their jobs, some were evicted by landlords, some had bank accounts frozen, and children were barred from the church's school. The church moved into small home gatherings, which kept being raided: on August 22, 2021, preacher Dai Zhichao was taken at a Sunday gathering; on August 14, 2022, about fifty members at a tea house in Wuhou District were raided and an elder arrested, for illegal assembly of a "banned organization"; on December 19, 2023, elder Li Yingqiang was seized in Deyang and held for eight hours. Some members later left China, fleeing to Taiwan and the United States.

Two documented individual cases illustrate the congregation's fate. Church member Ren Ruiting fled to Taiwan in 2019 after the raid and later moved on to the United States; in 2022 she testified publicly at the International Religious Freedom Summit in Washington about the persecution of Early Rain. Member Fu Hailu, who had been sentenced in 2016 to three years for making a commemorative "June 4 liquor," returned to the church after his 2019 release, only to be evicted under official pressure on his landlord and left with nowhere to live. These cases show that what followed December 9, 2018 was not a one-off roundup but a long-term daily management of an entire community: worship in hiding, homes changed, jobs lost, children's schooling concealed — and leaving China became the only option for some.

6. In Prison: Fewer Than Five Family Visits in Eight Years

Wang serves his sentence in a prison in Sichuan (the US Commission on International Religious Freedom's prisoner-of-conscience database records reports that he has been held in solitary confinement and denied adequate medical care). The outside world knows very little about his condition inside, and less as time passes. China Aid reported that Jiang Rong was permitted a visit in 2021 — the couple's first meeting since the 2018 arrests — finding him much thinner but in reasonable spirits and health, and allowed to read in prison. Visits remained rare afterwards. On October 5, 2026, the Early Rain Covenant Church published an open letter disclosing that in eight years the family had been permitted to visit Wang fewer than five times, leaving family and the outside world with almost no knowledge of his physical or mental health; reports about his health had recently circulated, the church said, which it could neither confirm nor dismiss, and it demanded that the prison lawfully guarantee family visits, calls and correspondence, and provide accurate health and medical information openly. That open letter is the latest first-hand document on his condition — a public letter whose core content is "we do not know," which is itself a measure of this case's information blockade.

For co-defendant elder Qin Defu, this site can record only up to the end of his term: detained from December 2018 and sentenced on November 29, 2019 to four years for illegal business operations, his term expired by calculation around the end of 2022; but his release date, health and current situation have never appeared in any public report. Two leaders of one church: one vanished from the public record after his term expired, the other must still spend all of 2027 in prison. This "no such person can be found" status is the shared ending of many files on this site, and it is the most practical form of the information blockade — not that news is banned, but that no news is produced at all.

7. International Response

On sentencing day, December 30, 2019, US Secretary of State Mike Pompeo issued a statement condemning the secret trial, saying Wang had been sentenced for peacefully defending religious freedom, and demanding his immediate and unconditional release; Ambassador-at-Large for International Religious Freedom Sam Brownback also spoke out repeatedly. Amnesty International named Wang a prisoner of conscience and called the sentence a mockery of China's supposed religious freedom. The US Commission on International Religious Freedom entered him in its religious prisoners-of-conscience database; under the Tom Lantos Human Rights Commission's Defending Freedoms Project, Senator Thom Tillis has served as his advocate, and the Congressional-Executive Commission on China maintains a case page on him. Church solidarity abroad continues: from 2026, churches across US cities have held a monthly "9th-day fasting and prayer" observance, marking the December 9, 2018 raid, with Wang's name raised at each gathering (per Bitter Winter's September 2026 report). His pre- and post-imprisonment writings have been collected and published overseas in recent years, including faith essays carried by the English-language journal Plough, keeping his voice in circulation beyond the walls.

His writings, meanwhile, gained a second life outside the walls. In 2022 a collection of Wang's church–state essays was published in English translation as Faithful Disobedience by InterVarsity Press in the United States, gathering his representative works on church and state and the full text of the declaration he had prepared in 2018. Overseas theological and religious-freedom circles treat the book as a core text for understanding Chinese house-church thought. From that year his essays began appearing in English-language journals; in 2026 Plough carried his faith writing with a long editors' introduction to the man and his case. For the archive, the significance of this thread is contrast: a man secretly sentenced and cut off from the world is in his ninth year of isolation, while his book is read openly in overseas university classrooms and churches — a blockade can hold the person, but not the texts already in circulation.

On the night the sentence was announced, Early Rain supporters abroad posted a statement praising Wang as a "faithful witness," answering the sentence with Scripture and calling on churches worldwide to pray for him and his family. Every year since, around December 9, overseas Chinese churches and religious-freedom organizations retell the case: publishing his writings, holding prayer meetings, and telling his story at religious-freedom summits. At a September 2026 prayer gathering in the Dallas area of Texas, participants prayed not only for Wang but also for the pastors of Beijing's Zion Church arrested in a fresh round in October 2025 — the same Zion Church banned back in 2018. Wang's file therefore cannot be closed before his term ends in 2027: it has become a fixed coordinate for measuring religious freedom in China.

8. Current Status (as of October 2026)

As of October 2026, Wang Yi remains in prison. His nine-year term counts from his detention on December 9, 2018, and expires on December 9, 2027 — Bitter Winter's September 2026 report, citing church sources, likewise gives his release date as December 9, 2027, about fourteen months away. But the church's October 2026 open letter shows that no one can confirm his health, that family visits have been fewer than five, and that any judgment about whether he will walk out of prison alive lacks an information base. Nearly eight years after its banning, the Early Rain Covenant Church still meets secretly in small groups under continuing raids and detentions of members. Wang's case is the emblematic religious case of the Xi era: a pastor who never advocated violence and who published his declaration of disobedience in advance was secretly sentenced to nine years for "inciting subversion" — and to this day, the outside world cannot say whether he has grown thin or fat in prison, or whether he is ill, except by rumour.

Our Take

The procedural list in Wang Yi's case deserves item-by-item reading: over a year in a secret detention location, no access to lawyers; a secret trial of which his family knew nothing and at which his defence counsel was absent; a verdict announced in one sentence on a court website; a wife first imprisoned by association for six months and then held under long-term house arrest; round-the-clock guards once posted outside his mother's door; fewer than five family visits in eight years, with even his health a matter of rumour. This entire apparatus was deployed not against violent crime but against a pastor who refused to register his church under the regime and published his reasons for disobedience in advance. When a regime needs a full set of secret procedures to punish an openly stated position of faith, what it is punishing is not conduct but disobedience itself. In his declaration Wang wrote in advance the price he was willing to bear; what he did not write was that his rights to family visits and medical information would be taken too — that part is not in his declaration; it is in this system's normality.
