Wang Quanzhang

Wang Quanzhang

Rights lawyer

Sentenced to 4 years 6 months for "subversion" in 2019; released in 2020.

1. A Lawyer Who Took the Cases Nobody Dared Touch

Wang Quanzhang was born on February 15, 1976, in Wulian County, Shandong, graduated from Shandong University Law School in 2000, and practiced in Jinan and Beijing. His caseload reads as a list of sensitivities: Falun Gong practitioners, housing activist Ni Yulan, journalist Qi Chonghuai, New Citizens' Movement participants, and farmers whose land was seized. State security officers raided his home in 2008. As in Gao Zhisheng's cases, his clients' opponent was state power, and Wang's only weapon was procedure — demanding meetings, file access, open hearings, and cross-examination. Among the rights lawyers who emerged in the 2000s he was known for not backing down: when colleagues were warned off, he kept taking cases. He was on the authorities' list before the "709" crackdown of 2015; afterward, he became the man on that list held the longest.

2. Jingjiang, 2013: Detained Ten Days for Defending a Client

On April 3, 2013, after defending a Falun Gong practitioner at the Jingjiang People's Court in Jiangsu, Wang Quanzhang was ordered into ten days of judicial detention by the judge for allegedly disrupting court order, and held at the Jingjiang detention house. A practicing lawyer jailed by the very court before which he was defending a client drew a collective protest from the legal profession: lawyers travelled to Jingjiang demanding access, and the outcry continued online. Under pressure, the court released him early, on April 6. The episode was a rehearsal for 709: when a court can lock up defense counsel at will, the courtroom stops being a place where reasons are heard and becomes a place where verdicts are merely announced. Two years later, Wang faced not ten days but more than three years of total isolation.

3. August 2015: Disappearance Into "Residential Surveillance at a Designated Location"

The "709" crackdown began on July 9, 2015, at Beijing's Fengrui Law Firm and spread nationwide within days; more than three hundred lawyers and activists were seized, summoned, or interrogated (see this site's 709 event file). Wang Quanzhang lost contact in early August 2015. His family eventually learned that Tianjin police held him under "residential surveillance at a designated location" — the location withheld from the family, with no lawyer meetings and no correspondence. In January 2016 the Tianjin Public Security Bureau formally arrested him on suspicion of "subversion of state power." Every lawyer the family retained was refused access on "state security" grounds; his counsel Yu Wensheng, who kept demanding access and publicly accused the handling agencies, had his license revoked in January 2018 and was himself detained. Lawyer Cheng Hai counted at least five family-appointed lawyers blocked between 2015 and 2018. For nearly three and a half years Wang was the only 709 detainee denied both lawyer and family access for so long. On paper it was residential surveillance; in fact it was enforced disappearance.

4. Li Wenzu: Shaved Heads, a 100-Kilometre Walk, and Petitions to the Supreme Court

When Wang vanished, his wife Li Wenzu was 29 and their son Quanquan was two. Over the next three years she became China's best-known searching wife: more than thirty times she took complaints to the Supreme People's Court accusing the Tianjin agencies of blocking lawyer access and overlong detention, and each time she was stopped at the gate or taken away. In December 2017 she and other 709 wives — Wang Qiaoling and Yuan Shanshan among them — shaved their heads in protest, exploiting a pun: "we can be without hair (fa), you cannot be without law (fa)." On April 4, 2018, the 999th day of her husband's disappearance, Li set out on foot from Beijing toward Tianjin, where he was held, on a roughly 100-kilometre "thousand-li search for her husband"; on the sixth day Tianjin state security seized and returned her. In May 2018, Chancellor Angela Merkel met Li and another 709 wife during her China visit. Her campaign did not free her husband, but it achieved something else: the whole world knew Wang Quanzhang was alive and in custody — which made it impossible for the handling agencies to disappear him in silence.

5. A Secret Trial on December 26, 2018; Sentenced January 28, 2019

On December 26, 2018 — during the Western Christmas holidays — Tianjin No. 2 Intermediate People's Court tried Wang Quanzhang behind closed doors on the ground that the case involved "state secrets." On the trial day, state security kept Li Wenzu confined at home; later reports said Wang dismissed his government-appointed lawyer at the hearing. On January 28, 2019, the court posted a brief notice on its website: Wang was convicted of "subversion of state power" and sentenced to four years and six months in prison, with five years' deprivation of political rights. The full judgment has never been published, and no public record establishes whether he appealed or how any appeal was handled (verified to October 2026: no judgment text is available). Between his disappearance in August 2015 and sentencing in January 2019 — three and a half years — the case produced not one public hearing, not one public document, and not one lawyer meeting. After sentencing he was transferred to Linyi Prison in Shandong to serve his term.

6. Linyi Prison: A First Visit in Four Years, and a Son Driven From School

In June 2019 Li Wenzu, with their son Quanquan and Wang's elder sister Wang Quanxiu, saw Wang Quanzhang at Linyi Prison for thirty minutes — the family's first confirmation in nearly four years that he was alive. Li described a husband who was slow to react, dull-eyed, like a programmed wooden man, barely interacting with his family; she said publicly that years of isolation and reported torture appeared to have seriously damaged his mental state. A December 2019 visit was postponed by the prison past the holidays, widely read as a move to avoid international media attention over Christmas. The punishment reached the child: in September 2019 police repeatedly visited Quanquan's primary school, and the six-year-old was forced to leave it. A lawyer's case thus extended from the courtroom into his son's classroom.

7. April 5, 2020: Released Into "Quarantine" in Jinan

In the early morning of April 5, 2020, Wang Quanzhang was released at the end of his sentence. He was not taken home to Beijing but straight to Jinan, Shandong — his household-registration city — for fourteen days of "quarantine" against COVID-19; police even had the tenant of his Jinan flat move out to house him. After the quarantine ended and five nucleic-acid tests came back negative, he was still blocked from returning to Beijing, until April 27, when Li Wenzu suffered a medical emergency and he was finally allowed home — four years and eight months after he was taken. The European Union welcomed his release the same day, insisting it must be unconditional and calling for investigation of reports of his mistreatment and torture in custody. Back in Beijing, Wang told media he would petition to challenge his conviction, which he said violated the Criminal Procedure Law and proceeded without any defense counsel. His practicing license had long since been cancelled; "release" did not restore even his right to work in his own profession.

8. International Response: The UN Finds Arbitrary Detention

In August 2018 the UN Working Group on Arbitrary Detention issued Opinion No. 62/2018 on Wang's case, finding his detention arbitrary and calling for his immediate release and compensation. Beijing ignored the opinion and sentenced him six months later anyway. The U.S. State Department named his case repeatedly in human-rights reports and public statements. The International Bar Association's Human Rights Institute, with more than twenty rights organizations, wrote to China's Justice Ministry condemning the torture, imprisonment, and harassment of the 709 lawyers; over one hundred global civil-society organizations signed an open letter demanding releases. Amnesty International said on sentencing day that he was being punished for peacefully defending human rights and must be released immediately and unconditionally. Human Rights Watch and others noted the specimen value of the case: a state can disappear a lawyer for three and a half years, then legalize the disappearance with a one-hour secret trial. These responses did not change the verdict, but they form a second archive — a public one, unlike Tianjin No. 2 Court's never-published judgment.

9. After Release: Thirteen Homes, and His Status as of 2026

Release was not the end of the persecution. Between April and June 2023, the family was forced to move thirteen times in Beijing: each time a lease was signed, the landlord came under pressure and the lease was cancelled. According to Radio Free Asia, after they moved to Changping District in June 2023, unidentified men kept watch at their door; on June 19 their power was cut, and when Li Wenzu called the power bureau that evening, the local station first promised to fix it, then said the property company called it an "internal matter" and refused reconnection. The family lives under long-term surveillance, and Quanquan's schooling has been disrupted again and again. As of this page's verification in October 2026, Wang Quanzhang and Li Wenzu remain in Beijing; he posts on social media from time to time, and no public reporting shows any new arrest or sentence. His license to practice has not been restored, and his exit from China is restricted — 709 lawyers are broadly subject to exit bans; his own ban document has never been made public, and this page can record only that, since his 2020 release, there is no public report of him being permitted to leave China.

10. The Appeal That Has Nowhere to Go

After release, Wang Quanzhang said publicly he would challenge his conviction, but the legal road is blocked at its first step: neither he nor his family has ever obtained the full judgment. Tianjin No. 2 Court's January 28, 2019, notice gives only the charge and the sentence — no findings of fact, no evidence, no panel composition. Under the Criminal Procedure Law, a petition for retrial goes to the rendering court or a higher court and must attack the facts and procedures stated in the judgment; without a judgment, a petition cannot even quote the text it challenges. His counsel Cheng Hai pointed out that at least five family-appointed lawyers were refused access during detention and that Wang went through trial without any effective defense — itself a statutory ground for retrial, except that asserting the ground requires the document first. By public reporting, Wang submitted petition materials after returning to Beijing; no public news of acceptance or reply has followed. The five years' deprivation of political rights imposed by the verdict run from completion of the sentence, expiring around 2025 (the exact calculation has never been published). For five full years after his release, the authorities needed no new measures at all: the old verdict's tail was enough to keep him legally a "criminal."

11. Li Wenzu's Method: Persecution Kept as a Diary

During her husband's disappearance, Li Wenzu developed a distinctive method of resistance: recording every incident in real time and publishing it. Across the three searching years, her social media accounts form a day-by-day archive — which date she was blocked at the Supreme Court, which date a lawyer's visit was refused, which date their son was pressed out of school — each entry carrying dates and the agencies present. The diary continued after his release: during the 2023 evictions, every landlord cancellation, every appearance of unidentified men at the door, and the June 19 power-cut call log (report filed at 18:00, a callback promising action at 18:30, a refusal at 19:00) were itemized and published. The power of this method is that it turns "harassment" — conduct notoriously hard to prove — into timestamped text: a single power cut can always be explained as a property dispute, but thirteen homes and one cut line, taken together, form a complete chain of expulsion. It is also the methodological source of this site's own record of the case: an archive rests not on denunciation but on dates, institutions, and counts.

12. The License Purge: The Right to Work as the Final Punishment

The 709 punishment chain has one more link beyond prison terms: the right to practice. From 2018, a series of 709 lawyers — and lawyers who had represented 709 detainees — had their licenses revoked or cancelled. Yu Wensheng, who had campaigned for access to Wang Quanzhang, had his license cancelled in January 2018 and was immediately arrested, later serving four years; released lawyers such as Li Heping and Xie Yanyi also lost their licenses to revocation or refused annual registration. Wang Quanzhang's own license was cancelled while he was imprisoned — so when he walked out in 2020 he had lost not only four years of freedom but his livelihood thereafter: a 45-year-old law graduate who cannot practice, cannot represent his own petition as counsel, and must hire others even to challenge his own case. The justice administration accomplished this step through registrations and cancellations, needing no new verdict. With this link restored, the full punishment structure of 709 becomes visible: arrest, sentencing, disbarment, and finally a managed life of surveillance and evictions — four stages executed respectively by the police, the courts, the justice bureaus, and the local stability-maintenance system.

13. Three Years of Not Knowing Where He Was: Tianjin Confirmed Only in 2018

Between 2015 and 2018 the most basic unknown in Wang Quanzhang's case was where he was held. The documents his family received said only "residential surveillance at a designated location," without the location; Li Wenzu shuttled between public security organs and detention centers in Beijing and Tianjin asking, and the answer was always "no such person" or "nothing to tell you." Only in July 2018 — nearly three years after he vanished — did the family confirm through fellow lawyers that he was detained in Tianjin. International reporting of the time cited the fact repeatedly, because it meant that in a state professing rule of law, a lawyer's wife needed three years to learn the city in which her husband was jailed. Throughout, every meeting application by family-appointed lawyers was refused on "state security" grounds — refusals premised on the family being unable even to confirm the detaining authority. Confirmation in 2018 changed nothing in substance: visits were still refused, and the case went to secret trial that December. The black box opened a crack, and inside it was still black.

(2015—2026)14. One Family's Decade, Totalled (2015–2026)

Totalling this family's decade year by year shows the punishment's cumulative structure. 2015: the husband vanishes; the son is two; the wife begins her search. 2016: the husband is formally arrested; all visits refused. 2017: the wife shaves her head in protest; lawyer Yu Wensheng is targeted for representing the case. 2018: the 100-kilometre search ends in her seizure and return; the UN finds arbitrary detention; the husband is secretly tried. 2019: the husband is sentenced to four and a half years; the wife sees him for the first time in four years; their six-year-old son is forced out of school. 2020: the husband completes his sentence, is banished to Jinan for "quarantine," and reunites with his family three weeks late. 2021–2022: the family lives under surveillance; his petition goes unanswered. 2023: thirteen forced moves in two months; power cuts and door-watchers become routine. 2024–2025: around the expiry of his deprivation of political rights, the family remains in Beijing, still monitored, with no new public judicial action. 2026: the son is now thirteen — every year of his life since age two carries an entry belonging to his father's case. This is not a case that lasted ten years; it is a family that has been administered by a case for ten years.

15. The 709 Families: From Searching Alone to Speaking Together

Wang Quanzhang's case cannot be recorded through Li Wenzu alone. After 709, the wives of the detained lawyers gradually formed a mutual-support circle — Wang Qiaoling (Li Heping's wife), Yuan Shanshan (Xie Yanyi's wife), Liu Ermin (Zhai Yanmin's wife) and others — filing petitions together, attending hearings together, giving interviews, and looking after one another's children. The collective head-shaving of December 2017 and the joint actions around Wang's 2018 trial both came from this circle. Their shared treatment is also on record item by item: leases cancelled, summonses from state security, children blocked at school, exit restrictions. Known internationally as the "709 wives," they were repeatedly invited to meet visiting foreign leaders — Merkel's 2018 meeting with Li Wenzu was one instance. After 2019, as verdicts and releases came, the circle lowered its profile, but when one family faces eviction or a power cut, the others still amplify and corroborate each other's records. This section belongs in Wang's file because his case never sank from view thanks half to his professional colleagues and half to this nameless network of wives.

16. Livelihood and Public Trace After Release

As an archive requires, Wang Quanzhang's public trace after his 2020 release is recorded as it stands, with gaps marked. He is no longer a practicing lawyer; what he lives on is rarely mentioned in public reporting, and this page does not speculate. He keeps a social media account and posts occasionally, while Li Wenzu's account continues to document the family's housing and surveillance — the 2023 eviction records came from her account. From 2024 to 2026, public reporting about him is sparse: no new case, no report of permission to leave China, no news of a restored license. In their tenth-anniversary retrospectives on 709 (July 2025), rights organizations still list his case as a specimen of "continued pressure after release." A complete archive must record both presence and absence: for Wang, in most years after 2020, "no news" is itself the status — six years after a sentenced lawyer's release, the only findable news about him is evictions and a power cut.

One item in this file has long been missing: his health. After the June 2019 visit, Li Wenzu said publicly that long isolation and reported torture appeared to have damaged his mental state; in images that emerged after his 2020 release he was visibly gaunt. In the six years since, there has been no public update on his health — no examination information, no treatment records, no official statement. Occasional family photographs posted by his wife are the only basis on which the outside world can judge his condition. By archival standards this page marks the item as follows: a family account exists for 2019, images exist for 2020, and nothing verifiable exists after that. In an archive, a blank must also state where the blank is.

Our Take

Every step of Wang Quanzhang's case came with a label: detention was called residential surveillance, the secret trial was called state secrets, post-release banishment was called quarantine, and forced evictions were called landlords voluntarily ending leases. The system's most practiced skill is assigning an administrative word to every unlawful act. Three and a half years without a lawyer, and thirteen homes lost after a five-year sentence: the punishment never appears in the judgment, so no sentence limits it. When persecution can be renewed indefinitely, the length of the term hardly matters — what matters is that the other side always holds a next move.
