Case 30 | Inner Mongolia Bilingual Education Protests
One document set out to take children's mother tongue away, and the whole steppe rose up — then came the wanted lists, the firings, and the midnight arrests.
What Happened
In August 2020, Mongolian parents in Inner Mongolia discovered their children's timetables were about to change. The regional education department handed down the order: from the new semester starting September 1, first grades of primary and junior high schools taught in Mongolian would switch to the national unified Chinese-language textbooks — taught in Mandarin — for the Chinese subject; morality-and-law classes would follow in 2021, history in 2022. Three core subjects, all in Mandarin. Human Rights Watch noted this was not an isolated move: the same sequence had gone through Xinjiang in 2017 and Tibet in 2018; in 2020 it was Inner Mongolia's turn (source: HRW, September 4, 2020). And the policy was communicated behind closed doors: teachers were allowed to see only document titles and were made to sign confidentiality pledges.
The news was first broken on August 20 by the U.S.-based Southern Mongolian Human Rights Information Center (SMHRIC). On August 23, Bainu — the only Mongolian-language social platform inside China — was shut down, and more than 70 Mongolian WeChat groups vanished overnight: gag first, act later (sources: HRW; Radio Free Asia). On August 26, the education department formally issued the implementation plan; on August 29, department head Hou Yuan announced it publicly; on August 31, the department rolled out the "five unchanges" to douse the fire — textbooks unchanged, language of instruction unchanged, Mongolian class hours unchanged, and so on — claiming it was merely moving the Chinese subject from second grade to first (sources: Chinese and English Wikipedia entries synthesizing multiple reports). Parents weren't buying it: with Chinese, politics and history all switching to Mandarin, what would be left of "Mongolian-medium instruction" — anyone could do that math.
From August 28, protests ignited in Tongliao and spread fast to Urad Middle Banner, Naiman Banner, Kulun Banner, Ordos and Hohhot. The scenes: students boycotting classes, parents blocking school gates to take their children home, students kneeling in petition at school entrances, protesters singing Mongolian songs outside schools and chanting for the plan's withdrawal (sources: RFA, August 31, 2020; Sing Tao Daily via Chinese Wikipedia). On September 1, the first day of school, many schools stood empty. The BBC reported on one Naiman school: about 1,000 registrations in a normal year, only about 40 showed up that day, and in the end about 10 remained (source: BBC, September 1, 2020). America's NPR called it "the largest protests Inner Mongolia has seen in over 30 years" (source: NPR, September 16, 2020). Reuters wrote of "thousands" of protesters — and stated explicitly that the numbers could not be independently verified (source: Reuters, September 2, 2020).
The suppression machine then switched on, full spectrum. On August 31, Lubei town in Jarud Banner imposed a curfew, banning vehicles and pedestrians (sources: RFA; Reuters). On the evening of September 1, regional chairman Bu Xiaolin convened an emergency meeting, ordering cadres and teachers to "explain the policy and ensure students return to school." On September 2, Tongliao's Horqin district police issued wanted circulars in successive batches (up to the "fourth batch"), offering 1,000 yuan for tips on "picking quarrels" and urging surrenders. On September 3, Bayannur police announced a crackdown on "crimes related to the use of the national unified textbooks"; the same day, Los Angeles Times Beijing correspondent Alice Su was detained for over four hours while reporting at a Hohhot school, then expelled. Foreign ministry spokesperson Hua Chunying called the coverage "ulterior-motivated."
For those inside the system, the blows landed harder. In early September, more than 300 ethnic Mongol employees of Inner Mongolia Radio and Television signed a petition against the new rules in the traditional Mongolian "duuguirag" ring formation — 300-plus names in a circle, itself a statement. Organizers Urabagen and Tungger were arrested; around December 2020, seven Mongol employees of the regional TV station were taken away in handcuffs and shackles for refusing to publicly support the policy (sources: RFA, September 7, 2020 and December 2020). Two county-level cadres in Zhenglan Banner were suspended by discipline inspectors for "failing to implement" central directives; Bairin Right Banner ordered civil servants to send their children back to school by September 8 or face unpaid suspension and dismissal; two village party officials in Wudan town were expelled; four party cadres and one Mongolian-language teacher in Bairin Right Banner were stripped of party membership and public posts; four people in Linhe district and seventeen in Naiman and Horqin Left Middle Banner were detained for "spreading rumors" on WeChat — merely adding a solidarity slogan to a WeChat signature earned 10 days of administrative detention (source: RFA, September 7, 2020). NPR's reporter also documented: Tongliao banned cars for four days to stop parents gathering; security agencies issued wanted notices with surveillance screenshots for hundreds of protesting parents; Xilinghot promised government aid to families sending children to school — and expulsion plus livestock inspections for those who didn't; parents in Kangping Banner were made to sign pledge letters (source: NPR, September 16, 2020). Public security minister Zhao Kezhi rushed to Inner Mongolia, demanding police "take the Party's surname" and advance the "anti-separatism struggle" (source: Bitter Winter, September 2020).
A few names worth remembering. Hu Baolong, a Tongliao rights lawyer whose child was starting school that year — he refused to send his child as protest, was first detained for "picking quarrels," then formally arrested for "leaking state secrets abroad." Yang Jindulima, an Abag Banner activist running a restaurant in Xilinhot, long under police surveillance — detained after the protests, whereabouts unknown. Nashunwuliji, an ethnic Mongol writer in Zhengxiangbai Banner who wrote in a WeChat group calling the policy "the extermination of ethnic culture" and mentioning June Fourth and Xinjiang — detained and denied visits (sources: RFA; Bitter Winter citing the detention notice). And one detail that reads like a crack of light inside the system: nearly half of Bairin Right Banner's ethnic Mongol police officers refused orders to carry out arrests (source: RFA via SMHRIC).
There were echoes beyond the border. On August 31, dozens of demonstrators rallied outside the Chinese Embassy in Ulaanbaatar, Mongolia, in solidarity; former Mongolian president Tsakhia Elbegdorj released a video statement calling for respect for mother-tongue rights (source: Reuters).
The numbers must be stated honestly. SMHRIC claimed about 300,000 students boycotted classes, 8,000 to 10,000 people were placed under some form of police custody, and at least 9 people died (September 14, 2020 statement; its director told a U.S. congressional CECC hearing in April 2022 the figure was 11). All of these figures come solely from SMHRIC's own accounting; Reuters stated explicitly they could not be independently verified. RFA repeated "about 10,000 arrested," and VOA in 2021 quoted another activist saying "over 5,000 arrested" — but traced back, they sit on the same source chain. Among the death cases: Surnaa, a 33-year-old cadre in Alxa, died by suicide on September 4 (her family blamed the language policy; RFA reported it on September 4, 2020); a student jumped from a building at Shebotu Mongolian School in Horqin Left Middle Banner on August 30 (RFA reported it, though some claim officials called it a rumor — the dispute is unresolved); Ms. Ulaan, the 46-year-old principal of a Mongolian primary school in Erenhot, died by suicide at home on September 13, a week after resigning (SMHRIC single source). This site's rule: every figure is written as "SMHRIC says," with the note that international media could not verify independently — no side's word is presented as established fact.
The policy was never withdrawn; once the protests were crushed, what landed was escalation. RFA reported on December 29, 2020: the regional government ordered all Mongolian-medium primary schools to switch to Mandarin from third grade up; Mongol cadres in school administrations and cultural-education organs were replaced with Han officials; Mongolian-medium schools had to raise the national flag daily; Bairin Right Banner required Mongolian-medium schools to admit 50% Han students; Mongolian-language TV programming was cut. PEN America's 2025 report Save Our Mother Tongue (with SMHRIC) found that of 169 Mongolian-language cultural websites, nearly 89% had been shut down, switched to pure Chinese, or stripped of Mongolian cultural content; over 200 Mongolian songs (including protest songs) were removed from music platforms (sources: TechPolicy.Press, 2026; Bitter Winter). NPR cited 2017 official statistics: only about 30% of ethnic Mongol students received some Mongolian-language education, down from about 60% in 1990 — the curve of "bilingual education" withering had been drawn for thirty years before 2020.
SMHRIC further claims, citing a 52-minute secretly recorded parents' meeting, that from September 1, 2023, all Mongolian-language schools region-wide would switch entirely to Mandarin, with high-school entrance exams in Mandarin from 2025 and the gaokao from 2028 — a claim resting on an anonymous recording, single source, marked unverified. But even without it, the direction is already written in the December 2020 escalation documents.
There is also an intellectual-history undercurrent to this storm. In 2011, Tsinghua scholars Hu Angang and Hu Lianhe published articles proposing a "second-generation ethnic policy": dilute the identity distinctions among the 56 ethnic groups, strengthen a unitary "Zhonghua minzu" identity, and phase out preferential policies like regional ethnic autonomy. Scholars such as Ma Rong of Minzu University publicly rebutted them, warning it would inflame tensions. The debate had no winner, but the policy scales tipped decisively after the 2014 Central Conference on Ethnic Affairs — the "three inseparables" gave way to the "five identifications," and "forging a strong sense of the Chinese national community" became the highest-frequency phrase. Inner Mongolia's 2020 switch of three subjects to Mandarin was the fruit of exactly this intellectual line: Xinjiang picked it in 2017, Tibet followed in 2018, Inner Mongolia's turn came in 2020. See this line clearly, and you know this was never a brainwave memo from an education department.
One more detail worth savoring: the kneeling. In Mongolian culture, a man's knees are gold — kneeling in public is among the heaviest gestures of respect. The students kneeling in petition at the school gates were not kneeling to teachers, but to their mother tongue. The parents' choice — "better no school than this school" — gambled their children's futures; in Inner Mongolia, every herder family knows what missing school means. They gambled anyway. This "ordinary" resistance had no leaders, no slogans, not even organizers — just family after family making the same decision in the same week. A crackdown can seize "ringleaders," but it cannot round up hundreds of thousands of families making the same choice — which is why the authorities finally reached for collective-punishment tools like "expel from school," "cut subsidies," and "door-to-door visits": the target was never one person, but an entire steppe.
What made these protests unusual was their "ordinariness": no barricades, no flames — the weapon was "not sending children to school." Parents gambled their children's futures; the government gambled on what language the next generation would speak. Language is an ethnic group's last possession — when schools no longer teach the mother tongue, the steppe's songs can only be sung outside the school gates.

Institutions and the Chain of Execution
Dissected, the suppression ran on a complete chain of execution. On the policy side: the regional Party committee and government under Party secretary Shi Taifeng set the line; the education department issued its document on August 26, 2020, department head Hou Yuan announced it publicly on August 29, and the department simultaneously rolled out the so-called "five unchanges" as its public formula. On the police side: public security minister Zhao Kezhi traveled to Inner Mongolia in September 2020 demanding an advance of the "anti-separatism struggle"; the regional public security department and banner/county bureaus handled wanted lists, tip circulars and arrests — Tongliao's Horqin district police issued batch after batch of circulars up to a "fourth batch," and Bayannur police announced their crackdown on September 3. On the discipline side: discipline-inspection organs suspended or expelled cadres who "failed to implement" directives, as in Zhenglan and Bairin Right Banners. On the workplace side: schools, broadcasters and hospitals were made to extract signed pledges from staff and visit parents door to door, and civil-servant families were ordered to return children to school by a deadline or face unpaid suspension and dismissal. No link in this chain was local improvisation: the education system rewrote the timetables, the police arrested, the discipline organs purged insiders, and work units held parents hostage through their jobs — four lines tightening at once is what refilled the region's emptied schools after September 1.
The named individuals who were dealt with mostly have no public sequel. Rights lawyer Hu Baolong lost contact with the outside world after September 4, 2020; Radio Free Asia reported on October 7, 2020 that Tongliao police had formally arrested him for "leaking state secrets abroad," and sources said local parents were told he was taken to make them "settle down." No public reporting on any trial or verdict in his case has appeared since; as of October 2026 there is still no verifiable follow-up. Writer Nashunwuliji was denied visits after detention, and no verdict has been made public. Urabagen and Tungger, organizers of the broadcasters' ring petition, likewise vanished from public reporting after their arrests. For these people this archive can only record up to "arrested" — not for lack of trying, but because the public record breaks off there, which is itself the norm in such cases: arrests come with notices; verdicts come with silence.
The Deaths and the Families' Voices, Case by Case
Deaths are the easiest element to inflate and the easiest to erase, so each is sourced individually here. The Alxa case is the most completely documented: Radio Free Asia reported on September 4, 2020 that Surnaa, a 33-year-old ethnic Mongol cadre working for a Party body in Alxa League, fell to her death early that morning and the league police announced resuscitation had failed; her husband Altanbagan and her sister-in-law Solonga issued a WeChat statement saying she had taken her life over the new language policy, released publicly by SMHRIC; police simultaneously warned social media users not to believe or spread "rumors" about her death. It is the only death in this case recorded from two directions — a named family statement and a police notice. The other cases rest on far thinner sourcing: according to U.S.-based activist Nomin, relayed by RFA, a fifth-grade student at a school in Shebotu, a teacher in Zhenglan Banner and a herder in Ongniud Banner had each died by suicide earlier — three cases carried on a single activist source, with no public family statement and no official notice to set against them; this site records them as single-source, not as established fact. The September 13 death of Erenhot primary school principal Ulaan rests solely on SMHRIC's release and is treated the same way. Taken together, what can be confirmed is that in September 2020 multiple suicides closely tracking the protest timeline were reported across Inner Mongolia; what cannot be confirmed is each case's motive or any exact total. The families' voices surfaced exactly once — the Surnaa family's WeChat statement — and were immediately covered by a "rumors" warning. That is why this section is so short: not because the families had nothing to say, but because the channel for saying it was sealed at the first opportunity.
International Reaction and Aftermath: 2020 to 2026
Internationally, Human Rights Watch reported as early as September 4, 2020 that the three-subject switch was a continuation of the same sequence seen in Xinjiang and Tibet. The U.S. Congressional-Executive Commission on China (CECC) kept tracking the case; SMHRIC director Enghebatu Togochog testified before the CECC in April 2022 that arrests and deaths exceeded anything the authorities acknowledged (his figures are handled in the verification note above and are not cited here as settled). Solidarity from Mongolia was a separate thread: beyond the August 31, 2020 rally outside the Chinese Embassy in Ulaanbaatar and former president Elbegdorj's video statement, solidarity gatherings for Southern Mongolian language rights recurred in Mongolia, while Mongolia's government consistently avoided a direct confrontation with Beijing.
On implementation, the publicly verifiable record is this: the three-year transition ran out on September 1, 2023. Reporting by Voice of America and Radio Free Asia around September 2023 records that after the transition, ethnic schools across the region generally switched to Mandarin for all subjects, leaving Mongolian as a single language course; local textbooks on Mongolian history and culture were pulled, Mongolian-language books were removed from some university libraries, and activists told VOA that Mongolian textbooks were burned at a school in Hohhot (this detail is an activist's account relayed by VOA — single source, marked unverified). RFA reported in October 2023 that high-school entrance examinations would be set in Mandarin from 2025 and the Mongolian subject would leave the gaokao by 2028 — a timetable confirmed by locally knowledgeable sources and recorded here on multiple reports. In April 2024, an academic article recorded Inner Mongolian pupils attending the "last lesson" of the Mongolian education system. In 2025, PEN America and SMHRIC's joint report Save Our Mother Tongue (publicly released in January 2026) documented — beyond the nearly 89% of Mongolian cultural websites shut down noted above — the systematic removal of Mongolian content from short-video and music platforms and teachers punished for organizing Mongolian study in private. As of October 2026 there is no sign of any policy reversal: in Inner Mongolia's public education, Mongolian has fallen from a language of instruction to a single course, and not one of the hundreds of thousands of families that boycotted school to defend it has ever received any form of accounting.

Our Take
There were no weapons in this resistance, no organization, no leaders — only parents not sending their children to school. The response, by contrast, was the full kit: the Mongolian-language social platform shut down before the document even landed, then wanted lists with bounties, a curfew, dismissals from public posts, salaries suspended to force children back to class, and ten days' detention for a single line of solidarity in a WeChat signature. A system that calls itself "regional ethnic autonomy" answered a mother-tongue demand not with negotiation but by turning the demanders, one by one, into "picking quarrels." In the end the policy prevailed not by persuasion but by attrition — waiting until parents could no longer afford to gamble with their children's futures. When the three-year transition ran out, Mongolian fell from a language of instruction to a single course, and no organ at any level ever offered the boycotting families an explanation. A language can die by timetable: no book-burnings required, just one implementation plan and enough jobs, wages and school places held as collateral.
