What Happened

Hada, an ethnic Mongol, was born November 29, 1955. At university from 1981 to 1986 he took part in Inner Mongolia's student movement, earned a master's degree in philosophy in 1983, and published political theory articles in Mongolian; from 1986 he researched at the political theory department of Inner Mongolia Normal University. Later, he and his wife Xinna opened a Mongolian-studies bookstore in Hohhot — selling books, and ideas (source: Human Rights in China, HRIC).

In May 1992, Hada and Tegexi and others formed the "Mongolian Culture Salvation Committee" (later renamed "Enlightenment"), with Hada as chairman; in 1994 they founded its journal Voice of Southern Mongolia, advocating "opposition to the Han colonization of Southern Mongolia and demanding autonomy, freedom and democracy for Southern Mongolia"; the organization became the Southern Mongolian Democratic Alliance (SMDA) (sources: HRIC; SMHRIC; Chinese Wikipedia). In 1990s Inner Mongolia, this was the first openly raised, organized political banner.

On December 10, 1995, state security officers of Inner Mongolia's Public Security Department raided his home, seizing all SMDA documents and the address book of more than 100 international scholars; Hada was detained (Amnesty records December 11; most sources say December 10). His wife Xinna posted news of his arrest at the bookstore door, sparking a student protest; she was investigated for "inciting student disturbances," detained twice for nearly four months in total, and released on April 12, 1996, never formally charged (sources: SMHRIC; HRIC; Amnesty). On March 9, 1996, Hada was formally arrested; on August 19, the Hohhot procuratorate indicted him for "espionage," "splittism," "stealing state secrets for overseas entities," and "organizing a counterrevolutionary group." On November 11, 1996 (Amnesty's 1997 file records December 6), the Hohhot Intermediate Court tried him behind closed doors and sentenced him to 12 years for splittism plus 10 years for espionage, combined into 15 years' imprisonment with 4 additional years' deprivation of political rights; the appeal was rejected by Inner Mongolia's High Court (January 1997). Co-defendant vice-chairman Tegexi got 10 years (sources: HRIC; SMHRIC; Amnesty; NCHRD; the U.S. Congressional-Executive Commission on China, CECC).

From 1996 to 2010 he served his term at Chifeng No. 4 Prison (Ulan Hada), Inner Mongolia. His treatment there, as recorded by Amnesty and HRIC: solitary confinement, nights shackled to a metal "tiger bench," more than 10 hours of heavy labor daily, beatings by fellow inmates at guards' instigation; his health collapsed in turn — relapsed tuberculosis, gastroenteritis, pneumonia. Amnesty International designated him a "prisoner of conscience." The calamity reached his family: in 2002, his 17-year-old son Uiles was sentenced to two years for robbing 92 yuan; Amnesty records that Uiles was first detained and beaten at age 13 and pressured in detention to sever ties with his parents (sources: Amnesty urgent actions; HRIC).

On December 10, 2010, his 15-year term expired. On the day of release, he did not go home — he was taken away directly. On December 3, police had raided the family bookstore and seized its computers; on December 4, Xinna was detained for "illegal business operations"; on December 5, son Uiles was detained for "illegal drug possession" (sources: HRIC; Amnesty press release, December 2010). In a 2015 Radio Free Asia interview, Hada himself said the fabricated charges against his family were meant to force him to confess, abandon his beliefs, and cooperate with the authorities.

What followed were four years that do not exist in law. From December 2010 to December 2014, Hada was held in a "black jail" on the outskirts of Hohhot (NCHRD identifies a site at the Jinye Eco Park), without any legal procedure. He developed severe depression and other psychological problems; guards worsened his mental instability by plying him with heavy drinking. In the same period Xinna was held 16 months, sentenced in 2012 to three years suspended for five, and released days later; Uiles was held for over a year; both were placed under "residential surveillance" (sources: SMHRIC; NCHRD; HRIC). On December 11, 2010, an anonymous photo of three people dining together (timestamped December 10) appeared on Boxun; state security officers delivered a disc with the same photo to the family — proof that "he is alive" had to travel this way (sources: HRIC; Amnesty; Index on Censorship).

On December 9, 2014, the four years of extrajudicial detention ended. The authorities' version: this was the completion of the supplementary "deprivation of political rights" term, "completely lawful and legitimate" — foreign ministry spokesperson Hong Lei's words. The human rights groups' finding: detention in a "black jail" with no legal basis. After release, Hada told Radio Free Asia and SMHRIC that torture had left him disabled with more than ten illnesses, demanding the authorities take responsibility for his family's right to subsistence, and filing accusations (sources: AFP; SMHRIC; RFA Cantonese, January 3, 2015). But "release" did not mean freedom: from December 2014 to this day, he has lived in a Hohhot apartment owned and guarded by Inner Mongolia's Public Security Department, under tight house arrest — travel ban, frozen bank accounts, restricted communications. RFA's September 22, 2017 report confirmed the house arrest continued; Dui Hua's 2020 research confirmed the intensive surveillance, travel ban and frozen accounts (sources: SMHRIC; RFA 2017; Dui Hua).

In January 2025, four Japanese parliamentarians nominated Hada as a candidate for the 2025 Nobel Peace Prize (the Norwegian Nobel Committee confirmed the nomination's validity), joined by U.S. Senator Jeff Merkley and Representative Chris Smith (sources: NCHRD urgent action, April 15, 2025; SMHRIC). On January 25, 2025, Hada was rushed to the Affiliated Hospital of Inner Mongolia Medical University with severe multi-organ failure. On February 6, 2025, police asked the family to bring clothes, but the hospital refused to disclose his ward or condition; since then the family has been unable to visit or contact him — his whereabouts are unknown. NCHRD issued an urgent action appeal on April 15, 2025 (sources: NCHRD; VOCO News citing Xinna's RFA interview). Nominated for the Nobel in the same month he fell critically ill, then out of contact 12 days after hospitalization — the timing is close enough to raise the family's and rights groups' gravest suspicions, but this site speculates about nothing; it records only facts.

As of October 2026, no public report has updated Hada's whereabouts. SMHRIC's and NCHRD's appeals still read: "disclose his whereabouts." Counting from his December 1995 arrest, this man has been "processed" by the system for 31 years: 15 years in prison, 4 years in a black jail, 10 years under house arrest, and now — whereabouts unknown. His wife Xinna (also rendered "Xinna/辛娜"; this page uses 新娜) spent the best years of her life visiting prisons, being detained, and waiting; his son Uiles has been in and out of detention since age 13. There is no evidence Xinna was ever "beaten" — what is well documented is her repeated detentions and sentencing, and this page writes only what the evidence supports.

The Southern Mongolian Democratic Alliance's program reads, even today, as almost naively moderate: demanding "autonomy, freedom and democracy" for Southern Mongolia, opposing a "colonial" style of ethnic policy. Its backdrop was the early 1990s — the Soviet Union freshly dissolved, Mongolia freshly democratized, peoples across Central Asia and Eastern Europe renegotiating their place. What Hada wanted was a space within the system where Mongols could call some shots: their language, their schools, their culture not slowly diluted away. His methods were journals, articles and organizing — no weapons, no violence. The December 1995 raid seized more than documents and address books; it seized the last bit of open political space for Inner Mongolia's opposition. In the thirty years since, no second organized political group has emerged in Inner Mongolia — that fact alone is proof of the crackdown's "success."

The international community's "certifications" for Hada are, in fact, complete. Amnesty's 1997 file (ASA 17/06/97) listed him as a "prisoner of conscience," held for "the peaceful expression of his political views"; the U.S. Congressional-Executive Commission on China entered him in its political-prisoner database and tracked him for years; after his "disappearance upon release" in December 2010, Amnesty issued an urgent action in January 2011 and Index on Censorship ran "The curious case of Hada" demanding answers. But certification and rescue are different things: in thirty-one years, no international pressure ever made him truly free. The so-called "release" of December 2014 merely moved him from a black jail to a guarded apartment — freedom redefined as "knowing which building he lives in."

In January 2015, Hada told Radio Free Asia what he wanted after release, in strikingly concrete terms: torture had left him disabled with more than ten illnesses; he demanded the authorities take responsibility for his family's right to subsistence, and he filed formal accusations. He asked for no exoneration, no apology — only the right to stay alive: medical care, food, freedom from harassment. That a man who served 15 years in prison plus 4 extrajudicial years emerged with so humble a first demand is itself a testimony. After the interview aired, nothing improved for him; on the contrary, the house arrest held at full specification right up until he collapsed in 2025. RFA's September 2017 report put it bluntly: the guards at his door never left, the travel ban never loosened, the bank accounts never unfroze.

On April 15, 2025, NCHRD issued an urgent action with concrete demands: that the Chinese authorities immediately disclose Hada's whereabouts and health condition, allow family visits, allow an independent medical examination, and guarantee him adequate medical care. There was no reply. As of October 2026, the urgent action still sits on NCHRD's website, its status unchanged — "whereabouts unknown," unmoved for over a year.

The Hada case is one of Inner Mongolia's most completely documented political persecution cases, and the earliest and most complete specimen of a signature Chinese operation: "sentence served, not released." The term on the verdict ran its course; freedom never came. Amnesty's "prisoner of conscience" designation, the CECC's political-prisoner database listing, the 2025 Nobel Peace Prize nomination — none of them got him out of that guarded apartment. Now, no one even knows whether there is anyone left in the apartment.

One more record of his situation after 2014. The house arrest was not static: in August–September 2020, the Inner Mongolia Autonomous Region rolled out a teaching reform phasing Mandarin in to replace Mongolian as the medium of instruction, triggering mass class boycotts by Mongolian parents and students, followed by region-wide arrests. According to the Southern Mongolian Human Rights Information Center (SMHRIC) at the time, Hada — then under house arrest — was cut off from all contact with the outside world, and the whereabouts of Xinna and Uiles were for a time unknown: the authorities plainly feared that this man who had served a full 15 years might become a symbol of the resistance. This is the last point on the public record concerning his situation between Radio Free Asia's 2017 confirmation that the house arrest continued and his critical hospitalization in 2025 — not freedom, but silence.

Two additions on the family. The Mongolian-studies bookstore Xinna ran — the family's only livelihood — effectively ceased to exist after being raided twice, in 1995 and 2010. After Hada was moved into house arrest in December 2014, the couple lived together in the police-guarded apartment, and Xinna became almost the only channel between her husband and the outside world: it was Xinna who told Radio Free Asia in February 2025 that he was critically ill and that the family was barred from visiting. Of Uiles there has been little public news since 2014; the boy who was in and out of detention from the age of 13 is now around forty, his life no longer recorded by anyone. Over thirty years, every member of this family has been detained — not as a figure of speech, but as a fact assembled from detention records and judgments.

The Nobel nomination's sequel and the status as of 2026, completed: on October 10, 2025, the Norwegian Nobel Committee awarded the 2025 Peace Prize to Venezuelan opposition leader María Corina Machado; Hada did not win — the nomination itself stands as a formal international record of his case. On November 29, 2025, Hada passed his 70th birthday while out of contact. From February 6, 2025, when contact was lost, to October 2026 is more than 20 months: no official notice, no report of a family visit, and no independent source has updated his whereabouts or his health; the urgent-action page of Chinese Human Rights Defenders still reads 'whereabouts unknown.' For a man in his seventies rushed to hospital with multiple organ failure, 20 months of silence is itself a statement. This page was last verified in October 2026 and will be updated if public information emerges.

Two further records: his prison writing and family visits. While serving his term at Chifeng Prison, Hada wrote the long essay The Way Out for Southern Mongolia, setting out his case for autonomy and ethnic rights; the manuscript was carried out of the prison and later published in English translation by the SMHRIC — which explains why the authorities feared his words so much: his only 'weapon' was ever the written word. Family visits were long restricted and involved arduous journeys. In August 2007, Uiles was permitted to visit his father at Chifeng Prison; he afterwards described to the outside world his father's seriously deteriorated health and the prison's harsh conditions. That visit produced one of the few first-hand accounts of Hada's situation in the 2000s. Visits grew rarer thereafter — until the day his term expired in 2010, when what Xinna received was not news of her husband's release, but notice that he had already been taken away.

The scope of the December 1995 sweep should also be recorded: it did not target Hada alone. Raids were carried out simultaneously across Inner Mongolia; many members of the Southern Mongolian Democratic Alliance were detained, and its backbone — vice-chairman Tegexi among them — were tried and sentenced (Tegexi received 10 years). The newly formed organization was destroyed overnight, and its journal Voice of Southern Mongolia ceased publication (sources: HRIC; SMHRIC). Hada was the center of that purge, but not its only victim — the difference is that most of the others left no names in the record, while he was processed the longest and the most thoroughly.

Verification: Core facts — the December 1995 arrest, the 1996 sentence of 15 years for splittism plus espionage (with 4 years' deprivation of political rights), the term at Chifeng No. 4 Prison, the non-release on December 10, 2010, the four years of extrajudicial detention from 2010–2014, the Hohhot house arrest from December 2014, the family's repeated detentions (Xinna ~4 months in 1995–96 and 16 months in 2010–12 followed by 3 years suspended for 5; Uiles held over a year in 2010–11 and sentenced to 2 years in 2002), Amnesty's "prisoner of conscience" designation, the January 2025 critical hospitalization, the loss of contact after February 6, 2025, and the 2025 Nobel Peace Prize nomination — are cross-verified by HRIC, SMHRIC, Amnesty, NCHRD, CECC and AFP. The following are single-source or family accounts (single-source) and attributed: prison torture details (shackling boards, beatings, forced drinking); the "black jail" location (Jinye Eco Park); the continuation of house arrest after 2017 (RFA 2017); Hada's own account of being "disabled by torture with 10+ illnesses." Marked unverified or avoided: the video's exclusive claims such as "Zhou Yongkang's remarks" (single source); "transferred to community correction after 2014" (no source found; not used); "Xinna was beaten" (no direct source; this page writes only "repeatedly detained"); "a dedicated EU appeal" (no record found; this page cites the U.S. Congress's CECC, Amnesty and others); the verdict date (November 11 vs. December 6, 1996 — the majority account of November 11 is used with the other noted); variant spellings of Xinna's and Uiles's names (standardized here). Official claims ("completely lawful") are quoted as stated; both sides' accounts are presented, and this site draws no one-sided absolute conclusions.

Our Take

The archival value of Hada's case is that it exposes, in full, the fiction of a 'sentence': the judgment said 15 years, but what was executed was 15 years of prison, four years of detention without any legal process, a decade of house arrest, and finally a man whose whereabouts no one knows. The authorities never even needed to amend the judgment — they only had to take him away on the day his term expired, after which the legal document and reality could go their separate ways forever. His wife and son were detained and sentenced in turn, solely for refusing to be silent. A man who ran a journal and a bookshop has been processed by this system for 31 years; to this day, it will not answer the simplest question: where is he?
