Case 4 | Guizhou Quarantine Bus Crash: 27 Dead
We are all on that bus" — the deadliest secondary disaster of zero-COVID.
What Happened
0:10 AM, September 18, 2022: a bus with plate 贵A75868 departed Yunyan District, Guiyang, transporting 47 people (45 COVID-quarantine residents, 1 driver, 1 staff member) to a quarantine hotel 250 km away in Libo County.
2:40 AM: the bus overturned on the Sanli Expressway (Sandu section) and plunged into a ravine — 27 dead, 20 injured.
The trip directly violated the national passenger-transport safety rules — buses are banned from highways between 2 AM and 5 AM.
Afterward, officials initially dodged the vehicle's nature, refusing to say it was a quarantine transfer bus. Only after Caixin broke the story did they admit it.
Guiyang vice mayor Lin Gang publicly apologized. The Weibo topic drew nearly a billion views before being throttled; "we are all on that bus" became netizens' coded expression of shared fate — under zero-COVID, anyone could be on the next midnight bus.
1. Background: Guiyang in September 2022 and the 'Societal Zero' Deadline
In September 2022, Guizhou Province suffered a major COVID outbreak centred on its capital, Guiyang. On September 17 the province reported over 700 new infections in a day, the highest in China. Guiyang had been under sweeping lockdown since early September, with recurring failures in food supply and medical access documented daily on social media. Against this backdrop the city set itself a political deadline: 'societal zero-COVID' by September 19 — meaning every new case would be found only among people already under quarantine control, with no community transmission remaining.
To clear all 'risk persons' out of the community before the deadline, Guiyang launched mass out-of-town transfers: with local quarantine hotels insufficient, residents were bused in batches to other prefectures. On the evening of September 16, Party Secretary Hu Zhongxiong demanded that risk persons be 'transferred upon discovery, quarantined without exception, cleared daily.' A September 17 briefing reported 7,396 people already transferred out and 2,900 in transit, under a dedicated municipal plan for large-scale off-site transfer of high-risk persons. The bus that crashed in the small hours of September 18 was no improvisation: it was one link in a transfer machine whose supreme instruction was the zero-COVID deadline.
2. The Night of September 17: Assembly at Xiangyang Compound
Most of the bus's 45 residents came from Xiangyang Compound in Yunyan District — a 1990s housing block barely a hundred metres from the district government. Per Caixin's reporting, on the evening of September 17, around eight or nine o'clock, residents of neighbouring towers watched Xiangyang households in blue protective suits and masks gather downstairs with their luggage and board the waiting bus. The transfer net was not limited to confirmed cases: close contacts, secondary contacts, and entire buildings fell within the 'quarantine without exception' formula.
Caixin recorded the last traceable hours of one victim, 'Xiaoya': notified by epidemic workers around 8 p.m. on the 17th, she was taken together with her younger sister and their whole building; her building had no confirmed cases, and she did not know whether she even counted as a close contact. She did not know the destination — the driver would not answer — and learned only around 11 p.m. that they were bound for Libo, some 250 km away. At 1:33 a.m. on the 18th she sent her friend Zhou Jie a final message saying she had sat so long her backside was numb. Then silence. That afternoon Zhou learned from Xiaoya's family that she was dead. Xiaoya's story is documented because her friend chose to speak. Of the other victims, the public does not even know most names: no official list of the 27 dead was ever published.
3. 2:40 A.M.: The Overturn
At 0:10 a.m. on September 18, bus Gui A75868 left Yunyan District: rated capacity 49, carrying 47 — 45 residents, one driver, one staff escort — a Guizhou Qianyun Group vehicle requisitioned for epidemic transfers, bound for a quarantine hotel in Libo County, Qiannan, about three hours away. Multiple outlets reported the driver was driving in a full protective suit. Between 2 and 5 a.m. is precisely the window in which China's national passenger-transport safety rules ban buses from highways — a rule written against fatigue and night crashes. This bus was on the road for the entire banned window.
At 2:40 a.m., on the Sandu County section of the Sanli Expressway, the bus overturned and plunged into a ravine, its body severely deformed. Rescue followed: 20 injured were taken to hospital; 27 were dead. The mechanical causes — speed, driver condition, vehicle state, road conditions — have never been explained in any published investigation report. What the public can confirm is only the outcome and the hour: a bus that should not have been on the road at that time overturned on a mountain expressway in Guizhou, carrying people who had just been told they must leave their homes for the sake of a 'societal zero' deadline.
4. The Disclosure Chain: From 'Bus Crash' to Admitted Quarantine Transfer
At noon on September 18, Sandu County police issued a notice reporting only a 'bus overturning accident,' 27 dead and 20 injured, with not a word on who the passengers were or what the bus was doing. At 13:06 CCTV News posted crash video on Weibo and the story began to spread. At 17:42 Caixin published its report, the first to disclose that the vehicle was a quarantine-transfer bus. Only that evening did a provincial government notice admit the vehicle's nature. At Guiyang's epidemic press conference that night, Vice Mayor Lin Gang released the plate number, the headcount and the itinerary, expressed condolences, apologised to the families and the public on behalf of the municipal authorities, and bowed in a moment of silence.
But the press conference avoided every key question: Why did the transfer have to run overnight? Why was the 2–5 a.m. ban violated? Why send people 250 kilometres away? Who approved this route and this hour? None of these questions was answered at the time, or in any official channel in the four years since. The rhythm of the disclosure chain is itself the record: conceal the vehicle's nature first; admit it only after media disclosure; manage the story before answering for the decision.
On the day itself, Guizhou Party Secretary Chen Yiqin and Governor Li Bingjun issued written instructions demanding all-out treatment of the injured, proper aftermath work, and a thorough investigation of the cause. The wording — 'thorough investigation,' 'strict accountability,' 'openness and transparency' — matched the response meeting the governor chaired two days later. This archive files those three phrases beside the investigation report that, four years on, has still not appeared: accountability for a disaster is judged not by the language of its first week, but by whether anything followed the language.
5. Accountability: Three Officials Suspended, and an Investigation Report That Never Came
On September 19 the provincial government announced that three Yunyan District officials had been suspended pending investigation: district Party Secretary Zhu Gang; Song Chengqiang, the district standing-committee member who headed the quarantine-transfer task force; and Xiao Lingyun, deputy Party chief of the Yunyan police. On September 20, Governor Li Bingjun chaired the accident-response leadership group, vowing to establish the cause thoroughly, pursue responsibility strictly, and release information promptly and transparently. The suspensions were the whole of the public accountability: the findings and dispositions for the three were never publicly reported, and no one was publicly held to account for approving the inter-city transfer plan or the zero-COVID deadline that drove it.
The deeper absence is the investigation report itself. Under China's emergency-response and work-safety conventions, a 'particularly major traffic accident' killing 27 people should produce an investigation report released to the public. As of this site's check in 2026, no such report has ever been published — the Chinese Wikipedia entry for the crash records the same fact: the accident and its violations still have no publicly released investigation report as required. Without a report there is no established cause, no established chain of responsibility, and no official conclusion that families or the public can rely on. Four years on, the cause of 27 deaths remains, in official text, a blank.
One later development must be kept distinct. On March 31, 2023, Vice Mayor Lin Gang — the official who had apologised at the press conference — was placed under disciplinary and supervisory investigation, and later prosecuted for bribery and money laundering. The charges concern his financial conduct over the years, not the bus crash. This page records it to prevent misreading: Lin's fall was not accountability for this case. To date, no one has been publicly held criminally or administratively responsible for the 27 lives in this case.
6. 'We Are All on That Bus': Public Grief and Censorship
The public reaction far exceeded that of an ordinary traffic disaster. The Weibo topic on the crash drew nearly a billion reads before being throttled and dropped from trending lists. The anger had a specific object — not fate, but policy: a night transfer, a violated driving ban, a 250-kilometre exile for quarantine, a deadline being chased. One Weibo user wrote: 'What makes you so sure you won't be on that midnight bus?' The post gathered 250,000 likes before being made invisible. 'We are all on that bus' — 'we are all on that bus; ours just hasn't overturned yet' — became the shared code of China's internet for those days: everyone living under lockdown recognised themselves on that bus.
Official handling of opinion ran in parallel with handling of the accident: topic throttling, deleted posts, comment controls. Former Global Times editor Hu Xijin wrote that the crash was 'first of all a tragedy of transport itself' and should not be directly linked to the vehicle's mission — an attempt to sever policy from outcome that netizens widely rejected, but which set the official frame: transport only, never zero-COVID. On September 26, Guiyang announced it had achieved dynamic societal zero, and from the 27th it lifted Yunyan District's static management. The deadline the midnight bus had been racing towards — September 19 — was declared met, eight days after 27 people died, by the same system that had set it.
7. Families and Aftermath: The Limits of the Public Record
On the families and the aftermath, the public record is strikingly thin. Official notices said only that 'family consolation and aftermath work' would be done properly; compensation standards, negotiation processes and any public statements by families have never been systematically reported by authoritative media. What exists are scattered social-media posts by individual relatives — one Guiyang netizen wrote that his mother had died in the crash and that he 'could not accept this ending'; the post later became invisible. Under the twin pressures of lockdown and opinion control, twenty-seven families' grief never formed any public collective account. The contrast with other files on this site is sharp: in many persecution cases the families at least have a channel to speak. Here they are almost wholly silent in the public record — whether that silence was chosen or arranged, the available sources cannot answer, and this page marks the blank as a blank.
8. International Coverage and the View from Later Years
Reuters, the Associated Press, the BBC and others covered the crash the day it happened, uniformly framing it within the 'dynamic zero-COVID' policy. AP noted the substance of the public anger: what scientific basis, people asked, could there be for hauling residents to quarantine in other cities overnight — other than zeroing the home city's case count? International reports also preserved three facts official narratives preferred to mute: the violated night-driving ban, the suspended officials, and the direct link between the transfer and the zero deadline. After the November 2022 Ürümqi fire triggered the White Paper protests, zero-COVID ended abruptly in December. In retrospect, the Guiyang bus crash is widely regarded as the deadliest single link in zero-COVID's chain of secondary disasters — occurring less than three months before the policy collapsed.
On the crash's anniversaries, netizens still post in remembrance; the posts are mostly deleted. There is no memorial at the site, no published list of the dead, no investigation report. By 2026, the crash exists in China's public space the way the sentence 'we are all on that bus' does: remembered by everyone, housed nowhere. This archive fixes the minute-by-minute timeline, the decision chain and the accountability blank in one place — in place of a monument that does not exist.
9. The Decision and Execution Chain on Record
The institutional chain, item by item. The zero deadline and off-site transfer policy issued from Guiyang's epidemic command system: Party Secretary Hu Zhongxiong publicly set the 'transfer upon discovery, quarantine without exception, clear daily' directive and the September 19 societal-zero target, coordinated by the provincial-municipal joint command. The transfers were organised at Yunyan District level: Party Secretary Zhu Gang and transfer task-force head Song Chengqiang. Transport was executed by Guizhou Qianyun Group, owner of bus Gui A75868. Enforcement of the night-driving ban belonged to the transport and traffic-police systems. The investigation was conducted by provincial and municipal authorities under national guidance — and never published. Accountability stopped at three Yunyan officials 'suspended pending investigation.' The top of the decision chain (who set the deadline, who approved the plan) and the end of the investigation chain (who wrote the report, who withheld it) have never had names in any public document.
10. Consolidated Timeline (September 16–26, 2022)
On the evening of September 16, Guiyang Party Secretary Hu Zhongxiong laid down 'transfer upon discovery, quarantine without exception, cleared daily.' On September 17, Guizhou's daily infections topped 700, first in the nation; Guiyang's briefing announced the September 19 societal-zero target and reported 7,396 people transferred out, 2,900 in transit; that evening Hu spoke again on transfer work. Around eight to nine that night, Xiangyang Compound residents gathered and boarded.
At 0:10 a.m. on September 18, bus Gui A75868 left Yunyan for Libo. At 1:33 a.m., victim Xiaoya sent her last message. At 2:40 a.m. the bus overturned into a ravine on the Sanli Expressway's Sandu section: 27 dead, 20 injured. At noon, Sandu police reported only a 'bus overturning.' At 13:06 CCTV News posted crash video. At 17:42 Caixin disclosed the bus was a quarantine-transfer vehicle. That evening the province admitted the vehicle's nature and Lin Gang apologised at a press conference.
On September 19, Yunyan Party Secretary Zhu Gang, transfer task-force head Song Chengqiang and Yunyan police political commissar Xiao Lingyun were suspended pending investigation. On September 20, Governor Li Bingjun chaired the response meeting, promising a thorough, transparent investigation. On September 26 Guiyang declared dynamic societal zero achieved; on the 27th Yunyan's static management was lifted. Afterwards: the investigation report was never published; in March 2023 Lin Gang was investigated over unrelated financial offences.
11. Rescue and the Injured: The Public Record
The overturn happened on a mountain expressway in the small hours, and rescue proceeded in darkness. Official notices said departments rushed to the scene, the 20 injured were taken to hospital, national authorities sent a working group, and provincial and municipal leaders went to the site. The injured's names, the distribution of their injuries and their discharges were never systematically reported; the handling of the 27 bodies, identification and family collection likewise have no public record. This archive can take the rescue section no further than the notices go — not from archival negligence, but because that is the boundary of the public information itself: in an event defined as a 'traffic accident,' the injured and the dead were anonymous numbers from the first day's notice onward.
One class of participants never entered any notice: the passengers on that night's other transfer buses. The September 17 briefing put 2,900 people 'in transit' — on the night of the crash, thousands more Guiyang residents were riding similar midnight buses between Guiyang and quarantine hotels across the province. After news of the crash spread, whether other transfers were paused, when they resumed, and how routes and hours were adjusted was never publicly explained. Between each of those 2,900 people and the 47 aboard Gui A75868, there was only luck.
12. Coordinates: One Link in Zero-COVID's Chain of Secondary Disasters
Place the crash back on 2022's timeline. April to June: Shanghai's lockdown and its stream of secondary disasters. September: during Guiyang's lockdown, pleas over food, medicine and supply failures flooded social media daily, and reports circulated of a 19-year-old girl falling to her death under lockdown (reported at the time on social media and relayed by foreign outlets). November 1: a three-year-old boy in Lanzhou died of carbon-monoxide poisoning after lockdown delays to medical care. November 24: the Ürümqi fire killed ten and ignited the White Paper protests across many cities. December 7: the 'New Ten Measures' effectively ended zero-COVID. The 27 dead of the Guiyang bus form the single deadliest node on that chain. It became a symbol not because it was the most extreme, but because it was the most ordinary: ordinary residents, ordinary obedience, and a transfer bus every city had.
After the three suspensions, the most basic factual questions remain publicly unanswered four years on: whether the operator, Guizhou Qianyun Group, was administratively punished; the driver's qualifications and hours on duty; and who signed that night's dispatch order. The authorities have also never stated separately whether the driver and the staff escort were among the 27 dead. Under this archive's standards, these questions are filed as questions: their unanswered state, like the established facts, is part of the record, and any official text that later appears will be entered item by item.
Our Take
Every element of this crash is written in the authorities' own texts: the deadline was set by the municipal Party secretary, the transfer plan drawn up by the city government, the night-driving ban issued by a national ministry, the bus owned by a state firm, the passengers taken building by building. After 27 deaths, the same system produced, in total: three district officials suspended, a bow at a press conference, and an investigation report withheld for four years. A system that can specify 'zero by the 19th' to the day and count transferees to the unit, yet cannot publish a cause for 27 deaths, has in fact published its order of values: deadlines above rules, numbers above lives, stability above truth. 'We are all on that bus' hurt because every Chinese reader understood its precise meaning — in that order of values, no one is an exception standing off the bus.
