Gui Minhai

Gui Minhai

出版商Publisher

Disappeared in Thailand in 2015; sentenced to 10 years for "illegally providing intelligence abroad" in 2020.

1. From Ningbo to Hong Kong Publisher

Gui Minhai was born on May 5, 1964, in Ningbo, Zhejiang. He entered Peking University's history department in 1983, went to Sweden for postgraduate study in 1988, studied and worked at institutions including the University of Gothenburg, and obtained Swedish citizenship in 1992. He also wrote poetry, was active in overseas Chinese literary circles, and joined Swedish PEN. In the 2000s he worked in publishing in Germany; in 2012 he founded Mighty Current Media in Hong Kong and became a shareholder in Causeway Bay Books. The small Causeway Bay bookshop was a famous stop for mainland visitors seeking "banned books": Mighty Current published extensively on CCP elite politics and leaders' private lives — banned on the mainland, legally published and sold in Hong Kong. Beijing had noticed him long before 2015: in 2008 he was refused entry when he tried to visit family in China. What he sold was legal in Hong Kong. That fact is the starting point of the whole case: from day one, the operation targeted not an unlawful trade but a Chinese-language publishing space beyond Beijing's control.

2. Autumn 2015: The Five Causeway Bay Booksellers Vanish

In October 2015, four men connected to Causeway Bay Books disappeared in sequence: business manager Cheung Chi-ping and manager Lui Por were taken on the mainland, and staff member Lam Wing-kee vanished after crossing the border. On October 17, Gui Minhai disappeared from his vacation apartment in Pattaya, Thailand — Thai immigration had no record of his departure, and building cameras showed him leaving with an unknown man. On December 30, shareholder Lee Bo was taken from a Hong Kong warehouse in Chai Wan, the only one of the five seized inside Hong Kong. The disappearances shook Hong Kong: publishing there is protected by the Basic Law, mainland officers have no authority to operate in Hong Kong, still less to remove people across borders from Thailand or Hong Kong. The authorities said nothing for a long time. Lam Wing-kee, allowed back to Hong Kong in June 2016, held a press conference describing his detention and coerced confession — the only one of the five to testify publicly; the others were sentenced or fell permanently silent. Gui Minhai received the heaviest fate and remains the only one still in custody.

3. 2016: A Televised "Confession" and a Twelve-Year-Old Case

On January 17, 2016, three months after disappearing, Gui Minhai appeared on China Central Television. He "confessed" on camera: in 2003 he had killed a female university student while driving drunk in Ningbo, received a suspended sentence in 2004, fled abroad, and had now "voluntarily returned to surrender." In February he "confessed" a second time, on Phoenix TV. The story failed the most basic test: a Swedish citizen holidaying in Thailand who wished to surrender would not leave Thailand leaving no exit record at all. His daughter Angela Gui made that point at the time. The broad outside assessment is that the 2003 case was a pretext for the seizure and the real target was his publishing business — on CCTV he was also made to distance himself from the bookshop's publications. For nearly two years he was held at an undisclosed location: no normal family visits or correspondence, Swedish consular access refused, and no way to know whether he ever saw a lawyer of his choice. China's Foreign Ministry said during this period that he was under "criminal coercive measures" over the traffic case.

4. The 2017 "Release": Confined to Ningbo, Reporting to Police, Health Failing

On October 17, 2017 — exactly two years after his disappearance — China's Foreign Ministry said Gui had "fully served" a two-year sentence for the traffic offence and been released. It was not freedom: he was required to live in Ningbo, report regularly to police, and barred from leaving China, with only intermittent family contact. According to his daughter Angela, Gui developed serious neurological symptoms in this period: his left fingers progressively lost control, his right hand began to fail, and walking became difficult. The family feared amyotrophic lateral sclerosis (ALS) and urgently sought diagnosis at a major Beijing hospital. Sweden intervened to arrange the trip: Swedish diplomats would accompany him by train to Beijing for medical care. On January 19, 2018, Angela spoke with her father by phone — the last call she has ever had with him. What happened the next day exposed what "release" had meant.

5. January 20, 2018: Taken From a Train in Front of Swedish Diplomats

On January 20, 2018, aboard a train from Ningbo to Beijing for medical treatment, accompanied by two Swedish diplomats, Gui Minhai was seized by roughly ten plainclothes officers. Sweden confirmed the seizure and protested strongly — taking a country's citizen in front of its own consular officials is almost unheard of in modern diplomatic practice. On February 9, three weeks later, Gui appeared again before pro-Beijing media, denouncing Sweden for "hyping" his case and claiming he did not want medical treatment — a statement flatly contradicting the very purpose of his journey, and treated by his family and Sweden as coerced. For the next two full years the authorities published nothing about his whereabouts, health, or case, and refused every Swedish request for consular access. A patient travelling to see a doctor had, for the second time, been disappeared in plain sight.

6. February 2020: A Ningbo Court Notice and a Ten-Year Sentence

Late on February 24, 2020, the Ningbo Intermediate People's Court posted a notice on its website: Gui Minhai had been sentenced to ten years in prison for "illegally providing intelligence to foreign entities," with five years' deprivation of political rights; the notice added that in 2018 he had "applied to restore his Chinese citizenship." The notice was the family's first news that a trial had even occurred — the family was not informed of any hearing, no verdict document has ever been given to them, and whether he had a lawyer of his choice or how the trial proceeded remains unknown. Sweden immediately objected: Gui had never renounced Swedish citizenship, Sweden did not recognize the claimed "restoration" of Chinese citizenship, and it demanded his release and consular access. Beijing refused, calling the case a matter of China's "judicial sovereignty." The charge itself cannot bear scrutiny: what "intelligence" a publisher supposedly provided "abroad" is nowhere specified. Dressing a publishing case in espionage charges was the final step of the operation: seize the man on an old case, parade two televised confessions and one abduction in front of diplomats, then bury him under a national-security conviction.

7. A Decade of Campaigning by His Daughter, Angela Gui

When Gui Minhai disappeared, Angela Gui was in her twenties, pursuing a doctorate in Britain. For ten years she has been the principal voice for his case. In May 2016 she testified before the U.S. Congressional-Executive Commission on China, stating that her father had been abducted from a third country — Thailand held no exit record — and urging Washington to press Beijing. She has since spoken at the Frankfurt Book Fair, UN forums, and the European Parliament. Since his disappearance she has received only three phone calls from him, each saying he was fine and telling her not to get involved — words she believes were not his own. In 2019, after learning of his serious health problems, she warned publicly and repeatedly that his life was in danger. In February 2022, Olympic speed-skating champion Nils van der Poel gave her his Beijing gold medal in protest at China's human-rights record, and she renewed her call for release. In October 2025, at the tenth anniversary of the abduction, she said that after a decade the family still does not know where he is held, what condition he is in, or how his trial was conducted — they can only hope he is alive.

8. International Response and Awards

In 2018 the International Publishers Association awarded Gui Minhai its Prix Voltaire for freedom to publish. In November 2019 Swedish PEN awarded him the Tucholsky Prize; China's embassy in Stockholm threatened "countermeasures" if Swedish officials attended, and Culture Minister Amanda Lind presented the prize anyway. Successive Swedish foreign ministers have raised his case with Beijing. On October 9, 2025, the European Parliament adopted a resolution by 546 votes to 3 demanding his immediate and unconditional release and condemning arbitrary detention and coerced televised confessions. In October 2025, Foreign Minister Maria Malmer Stenergard visited Beijing and demanded his release in person at the tenth anniversary of his abduction; Beijing replied that Gui is a Chinese national, the case is handled according to law, and interference is opposed. According to materials compiled by the Free Gui Minhai network, UN experts recognized his detention as arbitrary in December 2025 (this point is unverified). Reporters Without Borders lists him among the most emblematic of the more than one hundred media workers jailed in China.

9. Current Status: Still Imprisoned as of 2026, Location Undisclosed

Counting the ten-year term from his 2018 re-arrest, Gui Minhai's sentence runs to 2028 (the exact start date and credited time have never been published). As of this page's verification in October 2026: he remains in prison; the sentencing court was in Ningbo, but the authorities have never disclosed where he is held; his family has been unable to visit or correspond for years, and Swedish consular access has not been granted since 2018. His health — ALS was already feared in 2018 — is unknown to the outside world, and "no sign of life for years" is the phrase his family and supporters keep repeating. In July 2026, Reporters Without Borders again urged Sweden and its allies to make his release a condition of engagement as China's foreign minister toured Europe. For the other four booksellers, the case ended years ago. Gui Minhai's file is still being written, page by page, and every page says the same thing: he is inside, and those outside know nothing.

10. What Became of the Other Four

The other four of the five are recorded one by one. Lam Wing-kee, the shop's staff member, was taken after crossing into Shenzhen in October 2015, held on the mainland for months, and made to confess on television; allowed back to Hong Kong in June 2016 — ostensibly to retrieve evidence such as customer order lists — he instead held a press conference describing his detention, surveillance, and coerced repentance letters, becoming the case's most important witness. In April 2019, fearing transfer to the mainland under the proposed extradition bill, he left for Taiwan and later reopened Causeway Bay Books in Taipei. Lee Bo, a shareholder, was taken in Hong Kong on December 30, 2015; after returning in March 2016 he said he had gone to the mainland voluntarily to "assist an investigation," waived any complaint, and faded from public view. Lui Por and Cheung Chi-ping were released back to Hong Kong in 2016 and have been silent since; no further public information about them exists (verified to October 2026 — the record ends there). Five men, one bookshop: one testified and went into exile, one returned and fell silent, two vanished from public view, and one remains in prison. Gui Minhai's ten-year term is the heaviest end of that spectrum.

11. The Chilling of Hong Kong Publishing

The operation's effects reached far beyond five men. Causeway Bay Books effectively ceased operating at the end of 2015, and Mighty Current's publishing ended with it. In the following years, changes in Hong Kong publishing were visible on the record: multiple bookshops and publishers specializing in mainland political titles closed or changed business, booksellers told reporters they no longer dared publish or stock books on CCP elite affairs, and the relevant shelves disappeared from airport and border bookstores. The sentence publishers repeat most about the case is that nobody knows where the red line is — they only know someone was seized from Thailand over it. In a city whose freedoms of speech and publication are legally guaranteed, an environment of "unknown line, known consequences" is precisely what a cross-border seizure is designed to produce. After the Hong Kong National Security Law took effect in 2020, the legal risks of such publishing were written into statute, but the industry broadly holds that the chill had already set in during those three months of 2015 — the law merely ratified an accomplished fact.

12. The Citizenship Dispute: A Passport Examined

Gui Minhai's case carries a distinctive legal dispute: his nationality. Beijing's position has two parts — China's Nationality Law does not recognize dual nationality and Gui, born in China, was originally a Chinese citizen; and, per the Ningbo court's 2020 notice, he "applied to restore his Chinese citizenship" in 2018. Sweden's position is equally clear: Gui naturalized as Swedish in 1992, never applied to Sweden to renounce that citizenship, Sweden does not recognize a unilaterally declared change, and he remains a Swedish citizen. Article 36 of the Vienna Convention on Consular Relations gives a detained foreign national the right to communicate with and be visited by his consulate — a right refused systematically from 2015, and in 2018 even a consular-accompanied medical journey was physically interrupted. A passport recognized by one state's law and voided by another's decree, while its holder is imprisoned beyond any ability to speak: the dispute's substance is therefore not legal interpretation. When a state can unilaterally decide who counts as "its own," consular protection ceases to exist.

13. A Decade of Swedish Diplomacy: From Consular Visits to an Ambassador Affair

Sweden's decade of diplomacy over Gui Minhai left a public trail with its own turns. In 2015–2016 the Swedish embassy's repeated requests for consular access were refused. In September 2017 Ambassador Anna Lindstedt was at last permitted to meet Gui — the family's first definite news of him in nearly a year; no visit was granted again. The January 2018 train seizure, carried out during a journey under Swedish diplomatic escort, escalated Sweden's protests into open condemnation. A further twist came in 2019: Lindstedt was accused of arranging, without authorization, a meeting between Angela Gui and Chinese businessmen who claimed they could secure his release. The affair became a diplomatic scandal in Sweden; she was recalled and investigated, and in 2020 a Swedish court acquitted her. The episode itself shows how many unverifiable "channels" the family of a prisoner must face just to seek news. Sweden then shifted to open pressure: foreign ministers raised the case in person in Beijing, and in 2025 Stockholm acted in step with the European Parliament's resolution. Even so, a decade of diplomacy has drawn the same reply. The case is now unavoidable in European diplomatic discussions of the limits of consular protection vis-à-vis China.

14. Gui Minhai the Poet

Beyond publisher and the "spy" label, Gui Minhai carries an identity often overlooked: poet. He began writing poetry while studying history at Peking University, continued after moving to Sweden, belonged to overseas Chinese poetry circles, served in the Swedish Chinese writers' association, and helped edit poetry journals. He published early work under a pen name, and poetry and essays were his entry into publishing. When Swedish PEN gave him the Tucholsky Prize in 2019 — named for the exiled writer Kurt Tucholsky and honoring persecuted and exiled authors — it recognized precisely this double identity: he writes words, and he made it possible for others' words to become books. That is why, across ten years, his advocates have included not only diplomats but writers' and publishers' organizations worldwide — the International Publishers Association, Swedish PEN, authors' associations in many countries — which treat his case as a verdict on the act of publishing itself. A poet's last public appearance was to recite, before television cameras, a confession written by others. It is the quietest and the starkest page in this file.

15. The Three Forced Appearances, in Full

Gui Minhai's three public appearances during his detention are recorded in full, in order. Each was released by official or pro-Beijing media; after each, his family stated publicly that the words were not his own. First, January 17, 2016, CCTV: he "confessed" to the 2003 Ningbo drunk-driving death, said he had voluntarily returned to surrender, and asked Sweden not to intervene. Second, February 28, 2016, Phoenix TV: he "confessed" again to the same old case, discussed his publishing business, and expressed regret for publishing those books. Third, February 9, 2018 — three weeks after being taken from the train — pro-Beijing media released his "statement" denouncing Sweden for hyping his case and claiming he needed no medical care and was in good health, though he had been seized while travelling to Beijing precisely for medical care. The three appearances share one structure: a camera, a confession script, and a renunciation of outside supporters. His family's and Sweden's consistent position is that words spoken on camera by a man held in secret, cut off from lawyers and consuls, cannot be taken as his true expression. The three are set side by side so that readers of this archive may judge for themselves which of them sounds like a free man speaking.

After the 2020 verdict, Swedish Foreign Minister Ann Linde demanded that China immediately disclose Gui Minhai's whereabouts and grant consular access, saying Sweden could not accept the conviction of its citizen in a procedure it could not verify; the European External Action Service issued a statement of serious concern the same day. Both statements received the reply that four years of statements had always received: this is China's internal affair and judicial sovereignty. His name has since appeared on the agenda of successive EU–China human-rights dialogues, and Beijing's position has never moved.

Our Take

The Gui Minhai case pushed the boundaries of the CCP's handling of its critics beyond China's borders: a Swedish citizen seized in Thailand, paraded in a televised confession, seized a second time in front of foreign diplomats, unilaterally declared to have "restored" a citizenship he never sought, then jailed for ten years on an espionage charge while his family is not even told where he is held. Every step trampled international law and diplomatic practice; no step carried a cost. That is the message it was meant to send: a passport does not stop it, consular protection does not stop it, and 546 votes in the European Parliament do not stop it. When abduction costs nothing, borders exist only on maps.
