1. A Wuhan Merchant as the Lockdown Began
Fang Bin was a Wuhan resident who ran a traditional Chinese clothing shop around the Hankou North wholesale market — an ordinary middle-aged businessman with no press credentials and no organizational background. On January 23, 2020, Wuhan was locked down over COVID-19; a city of over eleven million stopped, its hospitals crowded with fever patients, and the gap between official figures and what citizens saw with their own eyes was enormous. On January 25, Fang began filming on his phone and uploading to YouTube — a platform blocked in China, reached through a VPN — driving the empty streets and walking up to hospital entrances to record queues, overflowing wards and residents' accounts. His stated purpose was simple: to tell the outside world the real situation in Wuhan. His first videos drew only a few thousand views.
Public sources say very little about Fang's life before 2020: no reliable report gives his birth year, and no serious outlet records his education or family details. That absence itself belongs in the archive: he was not a celebrity and not an activist, just a middle-aged man running a small business in a wholesale market. His entire public record begins with the first video uploaded on January 25, 2020 and ends with the last on February 9 — sixteen days. Before those sixteen days he was one of Wuhan's more than eleven million anonymous residents; during them he did what China's official media did not — walk up to hospitals, raise his phone, and point the camera at what was happening. Any understanding of his case starts here: what the regime later spent three years of secret detention, a secret trial and continuing post-release surveillance on was these sixteen days of footage.
2. February 1, 2020: Eight Bodies in Five Minutes
On February 1, Fang filmed at Wuhan No. 5 Hospital. At a minivan by the hospital entrance, he counted the body bags workers loaded in five minutes: one, two… eight in total. Shared onward by overseas journalists, the video spread widely and became one of the most searing images of the early pandemic, because it visually contradicted the official death toll. That evening, police in protective suits came to his home and took him to a police station for interrogation, accusing him of spreading rumours and causing panic. By Fang's own later account, police warned him that "there should only be one voice, otherwise it will create chaos," and released him that night. On February 2 he posted a video describing the interrogation itself — he had no intention of stopping. In the following days he kept recording at home, criticizing the chaos of treatment under lockdown and calling the pandemic a man-made disaster.
The reach of the February 1 video is a matter of record: the BBC reported at the time that it was viewed almost 200,000 times on YouTube — a steep jump for a user whose earlier videos totalled only a few thousand views. The same day he also filmed at a funeral home in Hankou. The overseas website China Change later archived all of Fang's videos with English transcripts, making them one of the most complete first-hand civilian archives of the early Wuhan lockdown. This is also the key to the authorities' reaction: Fang had no organization and no backers; his entire "influence" came from the credibility of the footage itself — a local merchant, speaking in Wuhan dialect, counting body bags on camera. Such a record could not be dismissed as "rumours by foreign forces"; the only option was to make the recorder himself disappear.
3. The Final Videos and the February 9 Disappearance
Wuhan's background at that moment also needs fixing in figures. In the lockdown's first week, fever clinics at major hospitals had long queues, beds and test kits ran desperately short, and social media filled with posts begging for hospital beds; funeral-home vehicles ran day and night. By the official count, as of February 1, 2020, cumulative deaths nationwide stood at 259 — the official figure on the very day Fang walked into No. 5 Hospital with his phone. The eight bodies he counted in five minutes could not overturn national statistics, but they let everyone see that the corpse-removal rhythm at a single hospital gate already did not square with the "preventable and controllable" picture the bulletins painted. His eventual charge was written as "picking quarrels and provoking trouble"; the trouble, in substance, was making that discrepancy public.
Accounts of the night of February 9 differ slightly: Japanese media and French Wikipedia record that police, accompanied by firefighters, pried open his door that night and took him away; Radio Free Asia and others report that contact was lost after a standoff with officers at his door. The accounts agree on the essential point — February 9 was the last time he appeared in public, and for the following three years the authorities who took him issued not a single word of information.
On February 9, Fang posted his final video, just over ten seconds long: holding up a sheet of paper reading "All people resist — hand the power of the government back to the people." In the preceding days he had warned that police might break down his door, and asked followers in his videos to watch for news of him. That day, according to multiple media reports, police and firefighters arrived outside his home; after a standoff he could no longer be reached — his phone went unanswered, the videos stopped, and his family stayed silent. Fang vanished from public view. He was not the only one: citizen journalist Chen Qiushi disappeared in Wuhan on February 6, Li Zehua was taken in a livestreamed chase on February 26, and former lawyer Zhang Zhan was arrested in May and sentenced that December to four years on the same charge of "picking quarrels." In the darkest weeks of the Wuhan outbreak, independent witnesses were removed one by one, and officials never gave any public account of Fang's whereabouts.
In the week of February 2–9 his videos changed style: no more hospital visits, but long talks to the camera at home. In the videos and transcripts archived by China Change, he described his interrogation, spoke of ordinary people's plight under lockdown, grew steadily more outspoken, characterized the pandemic as a man-made disaster produced by tyranny, called on people to resist, and asked viewers to save and share his videos — he plainly knew his time was short. The February 9 video of him holding up the paper lasted only seconds; the words on it — "All people resist; hand the power of the government back to the people" — were his last public sentence. Clothing-shop owner, recorder walking into hospitals, man holding up that sheet of paper: sixteen days apart. That trajectory explains the weight of the hand that fell on him: he had demonstrated how an ordinary person could bypass censorship, record independently and say the conclusion aloud — and demonstration effects are precisely what an information-control system cannot tolerate.
4. Three Years Missing: Secret Detention and a Secret Trial
For nearly two years after Fang's disappearance there was no official word at all: his family received no detention notice, lawyers could not meet him, and the outside world did not know whether he was alive or dead. Only in November 2021 did reports emerge that he was held at the Jiang'an District Detention Center in Wuhan, with family visits refused. According to Radio Free Asia's reporting in April 2023, he had been tried in secret by the Jiang'an District People's Court in Wuhan and sentenced to three years for "picking quarrels and provoking trouble" — a term multiple human-rights organizations and media likewise reported as three years. No judgment was ever published; the family received no legal documents, and even the charge became known only through people familiar with the case. RFA's source said the presiding judge, surnamed Lian, when phoned by an acquaintance asking about the case, replied "How dare you ask about this kind of thing?" and hung up. The same reporting placed Fang's imprisonment at a former juvenile correctional facility at Xiaojunshan in Wuhan's Jiangxia District (this detention location rests on a single source).
Efforts to find him never stopped being documented during the disappearance: overseas internet users kept posting about him, rights websites and organizations listed him among pandemic-era prisoners of conscience and updated the entry year by year. The November 2021 news came through rights circles: Fang was held at Jiang'an District Detention Center, family visits were barred, and the case might have entered judicial process — but the indictment, the hearing date and the trying court were all unverifiable. In other words, before his secret trial, the outside world could not even confirm that a trial would occur; the first news of his sentence came in April 2023 from Radio Free Asia's source, less than two weeks before his release. China's Criminal Procedure Law contains complete provisions on notification, meetings, public trial and service of judgments; Fang's file shows that not one of those provisions left a verifiable trace in his case.
As to who decided the case, a further Radio Free Asia report of April 25, 2023, citing leaked documents, said the CCP's Central Political and Legal Affairs Commission had directed the handling of Fang's case: a planned "subversion"-type charge was rejected in favour of picking quarrels, to avoid international headlines, and the trial was to be kept quiet. (The documents' authenticity cannot be independently verified; this site records the claim as single-sourced and marks it accordingly.) If the account is true, then the charge and sentence of a Wuhan clothing merchant who filmed videos were set not by the trying court but directly by the top political-legal organ in Beijing — which would explain the judge's "How dare you ask" on the phone.
The group portrait of the citizen journalists of that season clarifies the nature of Fang's disappearance. It was not isolated law enforcement but a systematic removal: Qingdao lawyer Chen Qiushi entered Wuhan on January 24, covered hospitals, funeral homes and neighbourhoods, and disappeared on the evening of February 6 after visiting a Fangcang shelter hospital, his mother posting a video plea that night; former state-TV reporter Li Zehua was chased and taken by state security during a livestream on February 26, reappearing two months later in a video saying he had been "quarantined"; former Shanghai lawyer Zhang Zhan was arrested in Wuhan on May 14, 2020, taken back to Shanghai, and sentenced on December 28 to four years for picking quarrels, hunger-striking for long periods in prison and being force-fed. When Chen briefly resurfaced in September 2021 he said he was "not free," and then fell silent too. Four people, four ways of recording; the one thing in common: they let the outside world see Wuhan beyond the official figures.
5. Release on April 30, 2023: Bounced Between Two Cities' Police
In mid-April 2023, Wuhan police notified Fang's family that he would be released on April 30. The day came, and Fang saw daylight again after more than three years of disappearance. But release was not homecoming. According to Radio Free Asia's May 2, 2023 report, the Wuhan authorities put him straight onto a high-speed train to Beijing to live with his son — apparently hoping to move a "sensitive person" out of their jurisdiction; the son was under enormous official pressure not to take his father in. Father and son shared a meal and bought some clothes, and that same evening Beijing police bought Fang a high-speed rail ticket and sent him back to Wuhan. On the morning of May 1 he arrived in Wuchang, met by relatives. People familiar with the matter relayed that police told Fang explicitly: no interviews, and no posting videos online. After his release he visited his old clothing shop at Hankou North and found it emptied of everything. A person familiar with the matter said he had lost a tooth in prison, for reasons unknown.
Piecing the public reporting together, the chain of execution in Fang's case runs roughly as follows, recorded here for reference: the interrogation of February 1 and the arrest of February 9, 2020 were carried out by Wuhan police (reportedly officers of the district covering his home; on February 1 he was taken to a police station); his detention location, per 2021 information, was the Jiang'an District Detention Center, and his place of imprisonment, per Radio Free Asia, a former juvenile facility at Xiaojunshan in Jiangxia District; the trying organ was the Jiang'an District People's Court, in secret; if the leaked documents are genuine, the directing level was the Central Political and Legal Affairs Commission; and the post-release "stability control" of 2023 was executed in relay by Wuhan and Beijing public security. The procuratorate never appeared publicly at any point in the case — no indictment, no prosecutor's name, no hearing announcement. A complete criminal-justice chain, every link staffed by an organ, and not one link leaving a document a citizen can look up.
6. What Happened to His Family
Fang's family are the case's other victims, though their names mostly stay out of the reporting. In the release arrangements, his relatives in Wuhan were pressured not to take him in and his son in Beijing was pressured not to let him stay; with two cities' police pushing him back and forth, a man who had completed his sentence was legally free yet had no bed to sleep in. Radio Free Asia and other media reported that in the first period after release he was at times wandering Wuhan's streets without a fixed home, relying on relatives and friends, and unreachable — journalists' repeated calls went unanswered. Separately, the Falun Dafa Information Center (a human-rights information organization run by Falun Gong practitioners) records that Fang had previously been detained in 2000, 2004, 2010 and 2013 for his Falun Gong belief, and that his wife (named in English reporting as Feng Yunqing; her Chinese name does not appear in public reports) is also imprisoned for her faith (this portion rests on that organization's own records; unverified). Whatever his belief background, the core fact this site records does not depend on it: he was secretly sentenced to three years for filming and posting videos of the Wuhan pandemic.
7. International Response
International reaction to Fang's disappearance concentrated in the spring of 2020. More than 80,000 people signed a White House petition asking the US government to help locate the missing Chinese citizen journalists. On March 31, 2020, US Republican Congressman Jim Banks wrote to the State Department urging an investigation into the disappearances of Fang Bin, Chen Qiushi and Li Zehua, and pressure on the CCP. Reporters Without Borders and the Committee to Protect Journalists listed Fang among journalists who disappeared during the pandemic and spoke out repeatedly. The Congressional-Executive Commission on China named Fang in its annual report, calling for his release and that of everyone detained for pandemic reporting. When he was released in 2023, Radio Free Asia, Taiwan's Liberty Times and the Falun Dafa Information Center reported and followed the story, and his bouncing between two cities' police was carried by multiple human-rights news services. This attention did not shorten his sentence by a single day, but it formed an external record: through the three years he was disappeared, the outside world did not entirely stop asking where he was.
Press-freedom organizations kept a continuous record of him. The Committee to Protect Journalists entered Fang in its global database of imprisoned journalists, noting he was jailed on picking-quarrels charges for pandemic reporting; Reporters Without Borders repeatedly named Fang Bin, Chen Qiushi, Li Zehua and Zhang Zhan together in 2020 as the disappeared or detained Wuhan citizen journalists, against the backdrop of China's near-bottom press-freedom ranking. The Congressional-Executive Commission on China's annual report listed Fang as a political-prisoner case and recommended the US government raise it with Beijing. These organizations' documents share one feature: they recorded every year of his imprisonment until his release — while on the Chinese side, no official document from arrest to release ever once carried his name in any public channel.
8. Current Status (as of October 2026)
Placed back in the citizen-journalist group portrait, his release was no full stop either. When Fang walked free on April 30, 2023, Zhang Zhan was still serving her term in a Shanghai prison and would not complete it until May 13, 2024, remaining under tight surveillance afterwards (see this site's Zhang Zhan file); Chen Qiushi and Li Zehua had long fallen silent. None of the independent recorders of the Wuhan pandemic truly resumed a normal life after their sentences: surveilled, homeless, or simply never heard from again. The footage they shot, however, survived — Fang's videos can still be watched on overseas platforms and remain first-hand material no researcher of the Wuhan lockdown can bypass. The recorders were silenced; the record itself could not be deleted. That is the case's final fact.
On Fang's current status this site can record very little, and that scarcity is itself part of the record. The last reliable public reporting dates from May 2023: back in Wuhan, without a fixed home, under tight surveillance, forbidden to give interviews or speak out. From then to this site's October 2026 search, no further reliable public reports on his whereabouts, health or livelihood have appeared. Whether he still lives in Wuhan, what he lives on, and how his health is, are unknown. A man disappeared for three years for counting eight body bags during a lockdown has, since his release, vanished from public view a second time — the first time by imprisonment, the second by silence. If readers or people familiar with his situation provide verifiable leads (with time, place and source), this site will update this page after verification, noting the source and the information date.
Our Take
Every stage of Fang Bin's case bypassed even the appearance of law: an arrest with no public procedure, detention at no disclosed place, a trial with no observers, a judgment with no document, a charge and sentence transmitted by word of mouth — and possibly set directly by the Central Political and Legal Affairs Commission. All he did was count body bags at a hospital gate and say the number aloud. On release day, two cities' police bounced him between them and his family was pressured not to shelter him, showing how the punishment continues automatically beyond the term: serving the full sentence was not enough — he was also to have no home, no voice and no memory kept of him. To measure how concrete a regime's fear of the truth is, measure Fang's case: what it feared was precisely the number he counted in five minutes.
