Chen Pinlin: Documentarian Sentenced
He made a documentary. He got three and a half years.
1. The Man and His City: Urumqi Middle Road, Shanghai, 26 November 2022
Chen Pinlin, known online as Plato, was born around 1991 and was 33 when his case was decided. He was an independent documentary filmmaker in Shanghai. Almost nothing about his family, schooling, or early life appears in public reporting — a pattern typical of these cases: he was not a public figure, only an ordinary young man with a camera. Before November 2022, no public record showed any history of political activism on his part. He entered public view solely because of a camera and a street.
On 24 November 2022, a fire in a high-rise residential building in Urumqi, Xinjiang, officially killed ten people. Many residents believed that barriers erected for prolonged lockdowns had delayed both escape and rescue. On the evening of 26 November, Shanghai residents gathered spontaneously on Urumqi Middle Road — a street named after that city — laying flowers, lighting candles, and holding up blank sheets of paper to mourn the dead, before voicing demands to end lockdowns and for freedom of speech. It was the starting point of a rare wave of spontaneous protest in China, the largest since 1989. Chen Pinlin was in that crowd. When he later released his film, he wrote that it was the first time he had publicly voiced political demands in China. People who were there recall a cold, rainy night: crowds facing police lines at intersections, being dispersed and regrouping. Chen and his friends shot extensive footage that night — footage that would become both his film and the prosecution's 'evidence' against him.
Within days the protests spread to Beijing, Chengdu, Wuhan, Guangzhou and other cities, becoming known as the White Paper Movement: a blank sheet says nothing, yet says everything — a symbol of having no words left under censorship, and of silence louder than speech. In early December 2022, without announcing any policy change, the authorities abruptly abandoned 'zero-COVID,' ending nearly three years of harsh lockdowns. At the same time, a second track unfolded in the shadows: the reckoning. Police across the country began tracing participants through scene footage, phone location data and social-media records. Chen was not caught in that first sweep. He returned to ordinary life and began one task: editing the footage of that night, 26 November 2022, into a documentary.
2. Urumqi Middle Road: A 77-Minute Documentary
In November 2023, on the first anniversary of the White Paper Movement, Chen completed his documentary Urumqi Middle Road, released in English as Not the Foreign Force. The 77-minute film draws on two bodies of material: footage he himself shot at the Shanghai protests in November 2022, and short clips that internet users had posted to social media at the time and that were swiftly deleted. Under the name Plato, he uploaded the film to YouTube, X (formerly Twitter), Telegram and Reddit. It drew hundreds of thousands of likes on X and was copied, downloaded and reposted by users in relay.
Both titles point at the same target. After the protests, the official narrative attributed street anger to incitement by 'foreign forces.' In his release statement, Chen wrote that he made the film precisely to answer that claim: he wanted to explore why, whenever internal conflict arises in China, 'foreign forces' are always made the scapegoat. His conclusion, set out in that statement, was that the more the government misleads, forgets and censors, the more people must speak up, remind and remember; only by remembering ugliness can one strive toward the light; and he hoped China would one day embrace its own light and future. At the end of the film he quoted a well-known line about courage — to the effect that some ask what use protesting is, since in the end it is suppressed, shielded and misinterpreted, but courage is the most important human quality; his generation lacked experience and had been timid and wavering, yet that day they had the courage to stand up and speak out; what they did poorly this time they could do better next time; and if he had to choose again, he would still choose to be there. He also wrote a sentence that has since been widely quoted: a government afraid of even a blank sheet of paper cannot defeat the justice in people's hearts.
It should be stated plainly: the film contains no fabrication, no staging, no actors. It is an edit and narration of events that had already happened, drawn mostly from footage protesters themselves had publicly posted online. In any country with press freedom, such a work is the most ordinary form of documentary practice. About a week after release, his X and YouTube accounts were terminated and the film removed — but copies had already survived online and remain viewable today. That is a footnote to this case in itself: the authorities could arrest the filmmaker, but they could not delete the history he had filmed.
3. The Chain of Detention: Seized the Day After Release, Formally Arrested in January 2024, Indicted in April
The procedural chain in this case is corroborated by Chinese Human Rights Defenders (CHRD), an Amnesty International Urgent Action, and reporting by Reuters, CNN and others. The timeline is as follows. Around 26 November 2023, the film went online. According to a case timeline published by CHRD in September 2024, Chen was detained by Shanghai police on 28 November 2023 — the day after the film's release — on suspicion of 'picking quarrels and provoking trouble'; some reports give 29 November instead, a one-day discrepancy that this page records side by side (detention date 28/29 November, one version unverified). He was held at the Baoshan District Detention Center in Shanghai.
The case's sensitivity made finding a lawyer the first obstacle. CHRD's timeline records that only in mid-December 2023 did his loved ones manage to find a lawyer willing to take the case. For nearly three weeks in between, a 33-year-old man sat in a detention center over a documentary, unable even to find counsel. On 5 January 2024, Chen was formally arrested, still on the charge of 'picking quarrels and provoking trouble.' This site's earlier version of this page listed 5 January as the day he was 'arrested' in the sense of first seized, and 18 February as the 'indictment' date; on re-verification both are corrected here: 5 January 2024 was the date the procuratorate approved his formal arrest; on 18 February 2024 the case was transferred to the procuratorate for review and prosecution; and on 3 April 2024 the Baoshan District People's Procuratorate of Shanghai formally indicted him in court. Three dates, three distinct legal acts — an archive must keep them apart.
According to the indictment as disclosed by the rights site Weiquanwang and relayed by Taiwanese media, the prosecution's case rested on two points: first, that Chen 'fabricated false information and spread it online, causing serious disorder to public order'; second, that he 'reposted and quoted remarks insulting state leaders, damaging the state's image and seriously harming state interests.' Note the internal contradiction of the first charge: the indictment calls the film 'fabricated,' yet the film's material is precisely the real protest that took place on Shanghai's streets in November 2022 — the prosecution never identified, and could not identify, a single fabricated shot in it. Here 'fabricating false information' is not a finding of fact but a catch-all legal label. In April 2024 Amnesty International issued an Urgent Action on the case (ASA 17/7984/2024), noting that Chen was the second arrest it had documented for sharing information about the White Paper Movement — the first being the Uyghur university student Kamile Wayit — and that both were likely only the tip of the iceberg.
4. A Year in Detention: A Closed Case and a Lawyer Who Left China
From his formal arrest in January 2024 to his trial in January 2025, Chen spent a full year in the Baoshan Detention Center. During that year almost no public information about the case emerged: no public trial notice, no official bulletin, and the court did not respond to media inquiries. When his former lawyer later briefed Reuters on the verdict, he could only relay what 'people familiar with the case' said — because the lawyer himself had left China in 2024. Named Daniel Fang in English-language reporting, he disclosed a key detail after sentencing: Chen had already pleaded guilty, and on that basis the prosecutor had recommended a two-year sentence; the judge nevertheless imposed three and a half years — eighteen months more than the prosecution had asked for.
A guilty plea in exchange for leniency is a common transactional structure in Chinese criminal justice: the defendant gives up contesting the case in return for a lower sentencing recommendation. In Chen's case, the bargain was not honored — he pleaded guilty and was punished more heavily than recommended. Fang relayed that Chen planned to appeal. As of this site's check in October 2026, no outcome of any appeal has been publicly reported: whether the sentence was upheld, quietly concluded, or never heard at all is unknown to the outside world. This page records that gap as it is, without speculation.
Equally absent from the public record are his health in detention, his access to visits, and his family's circumstances. In Chinese political cases, families typically bear a double pressure: fear for the detained relative's safety, and repeated police 'tea chats' warning them not to speak publicly or talk to foreign media. Chen's family has never appeared in public, which among comparable cases is the norm rather than the exception. This page names no family member and speculates about none. It records only one fact: from his detention in late November 2023 to the end of his sentence in May 2027, this family must pay three and a half years for a 77-minute documentary — and for most of that time, they have had no channel through which even to speak for him.
5. The Trial: 6 January 2025, Baoshan District Court, Behind Closed Doors
On Monday, 6 January 2025, Chen Pinlin's first-instance trial was held — and judgment delivered the same day — in Courtroom No. 3 of the Baoshan District People's Court in Shanghai. The proceedings were closed. The court convicted him of 'picking quarrels and provoking trouble' and sentenced him to three years and six months in prison. With pre-trial detention credited, multiple sources, including Weiquanwang and the film's release page, give the sentence end date as 27 May 2027. That end date also back-calculates his detention start: 28 November 2023 — matching the detention date in CHRD's timeline.
'Picking quarrels and provoking trouble,' Article 293 of the Criminal Law, was designed for street brawling and disorderly conduct and carries a maximum of five years. Over the past decade and more it has been systematically applied to speech cases: posting online, filming, holding a placard, giving an interview — all can be fitted into this pocket. Its elements are vague — what counts as 'picking quarrels,' what as 'provoking trouble,' what as 'serious disorder to public order' is left entirely to the handling authorities' interpretation. Chen's case fits the pattern exactly: he struck no one, blocked no road, damaged no property. What he did was re-edit and publish protest footage that had already been broadcast to the whole world two years earlier. A court used an offense built for street violence to convict a documentary filmmaker.
The procedural details belong in the archive as well: a closed hearing meant family and public could not attend; the full judgment has never been published; and the court did not respond to Reuters' request for comment. The outside world learned of the verdict through a defense lawyer who had already left China, relaying the words of people familiar with the case. A case about a public event, public footage and a public question was handled from start to finish behind closed doors. That is how secret trials work: they do not need to persuade the public, because their purpose was never persuasion — it is to deter everyone still holding a phone or a camera.
6. International Response: Press-Freedom Protests and the Jailed-Journalists Lists
International reaction before and after the verdict centered on press and expression freedoms. After sentencing, Reporters Without Borders (RSF) stated through its advocacy manager that Chen 'was only serving the public interest by documenting a historic episode of protest against censorship,' and called on the international community to increase pressure for the release of Chen and the 123 other journalists and press-freedom defenders then detained in China. The Committee to Protect Journalists (CPJ) counts Chen in its global census of imprisoned journalists — in CPJ's classification an independent documentary filmmaker is a journalist and media worker, and his case forms part of China's large roster of jailed press personnel. The CIVICUS Monitor has tracked the case continuously as a representative instance of China's arrests and convictions of activists and journalists.
Amnesty International intervened earliest, with its April 2024 Urgent Action — issued shortly after the indictment — calling on supporters worldwide to write for his release. CHRD condemned the sentence on 7 January 2025 and, in its White Paper Movement tracking, treats Chen's case as the emblem of 'punishing even remembrance': at the movement's second anniversary, the authorities were settling accounts not only with those who had taken part, but with those trying to preserve the memory of it. Reuters, CNN, the Associated Press wire system and China Digital Times reported the verdict, and academic platforms such as Ohio State University's MCLC Resource Center archived the coverage.
The other side must be recorded too: none of these protests changed the verdict. No government issued a standalone statement on his case; there were no sanctions and no diplomatic moves. The international response remained at the level of rights organizations and media. For a 33-year-old filmmaker, there is in practice only one thing the outside world can do: refuse to let his name be deleted along with his film. That is the point of archival work — the trial was secret and the judgment unpublished, but the record must be public.
7. Current Status (as of October 2026): Still Serving His Sentence, Until 27 May 2027
As of this site's check in October 2026, Chen Pinlin remains in prison, with his sentence running to 27 May 2027. The prison in which he is serving it has never been reported — the authorities have never disclosed where he was transferred after the detention center, and this page marks that as undisclosed rather than guessing. His stated intention to appeal was relayed by his former lawyer, but whether an appeal was heard, and with what result, is likewise absent from the public record.
His film has not disappeared. Copies of Urumqi Middle Road survive on multiple overseas platforms and in personal collections, and the film and its maker are repeatedly invoked in overseas screenings and commemorative writing on the third and fourth anniversaries of the White Paper Movement. A case meant to erase memory by deletion produced the outcome it most wanted to avoid: every search for 'White Paper Movement' now turns up this film and this director's name, and every commemoration retells the story of his sentencing. The record itself has become a continuation of the protest.
This page will be updated until his release. The state of the facts bears repeating: the detention date differs by one day between sources (28 or 29 November) and both versions are kept; the appeal outcome, the prison of confinement, and his health in custody are all undisclosed. The rule of an archive is to source what can be found and to state plainly what cannot. Much of the darkness of the Chen Pinlin case lies precisely in that 'cannot be found' — and recording the absence is itself part of the archive.
8. Where This Case Sits: The White Paper Movement's War Over Memory
The Chen Pinlin case does not stand alone. In its November 2024 follow-up report, published at the White Paper Movement's second anniversary, CHRD documented that punishment for the movement never stopped: among the original participants, some were sentenced, others kept under long-term surveillance, summoned repeatedly, or driven from their jobs; and at each anniversary, the targets widened to the 'commemorators' — people who compiled materials, screened films, or wrote memorial essays. The Uyghur student Kamile Wayit was imprisoned for reposting White Paper videos on social media, the first 'punished for dissemination' case Amnesty documented; Chen was the second. A year apart, the method was identical: charge not the street conduct, but the dissemination and the recording.
At the other end of the thread is the systematic erasure of public memory: the Urumqi Middle Road street sign in Shanghai was removed the day after the protest (later restored, the name itself became a sensitive term); on domestic social media, terms such as 'white paper,' 'Urumqi Middle Road' and 'Sitong Bridge' remain throttled and deleted; textbooks and state media never mention the November 2022 protests at all, as if a nationwide movement had never happened. Against that erasure, a 77-minute documentary became a nail that had to be pulled — it proves that night really happened, and that the people holding blank paper were not 'foreign forces' but specific faces on the streets of Shanghai, Beijing and Chengdu. Chen's release statement — the more the misleading, forgetting and censoring, the more one must speak, remind and remember — is the manifesto of this war over memory. His three-and-a-half-year sentence shows the authorities understood the film's weight perfectly: repression can end a protest, but only forgetting can end a piece of history — and he refused to cooperate with forgetting.
Our Take
The entirety of Chen Pinlin's 'crime' is that he edited and published a documentary made of real footage. The first-instance court raised the prosecution's own two-year recommendation to three and a half years, demonstrating how plea leniency fails one-way in political cases; the closed hearing, the unpublished judgment, and a defense lawyer driven out of the country show the judiciary used as a tool of silencing. What this case punishes is not violence, nor even protest itself, but memory — the authorities are settling accounts with a man who refused to let November 2022 be forgotten.
